“한국-베트남 글로벌 생산 네트워크 만들어야”
○ 한국과 베트남이 경제협력을 확대하기 위해 자본과 노동력을 결합하는 글로벌 생산 네트워크를 구축해야 한다는 의견이 나왔으며, 전문가들은 또 오는 10월 베트남 정 부가 최저 임금을 인상하면 현지 진출 한국 기업들은 경영에 부담이 커질 것이라며 생산 효율화 등에 힘써야 할 것이라고 지적함
○ 한국국제통상학회(회장 이시영 중앙대 교수)는 지난 24일부터 27일까지 베트남 하 노이 대우호텔에서 '한 · 베트남 경제협력-전망 2020'이라는 주제로 국제학술대회 를 갖고 현지 기업환경과 대응 방안 등을 토론했으며, 이번 학술대회는 한국경제신 문 후원으로 진행됨

2012년 베트남 최저임금 인상 공표
○ 베트남 노동부는 지난 8월초 최저 임금의 개정안을 정부에 제출하였으며, 베트남 정부는 2011.10.1~2012.12.31까지 적용될 최저임금을 지난 8.22일 수상령으로 공 포함. 수상령에 따르면, 제1 권역은 200만 동(약 100 달러)이며, 제2 권역은 178만 동(약 89 달러), 제3 권역은 155만 동(약 78 달러), 제4 권역은 140만 동(약 70 달 러)임
○ 1, 2권역의 대폭적인 인상은 물가의 급격한 상승에 따른 것이며, 이미 지난 5월 공 무원과 국영기업 직원에 대한 최저 임금을 인상한 베트남 정부가 후속조치로 일반 근로자들의 최저임금 인상을 결정함.
○ 지난 13일, 현지 언론들의 보도를 인용해 베트남 정부가 내·외국인 기업 근로자의 최저임금을 똑같이 적용하도록 하는 최저임금방안을 마련할 것이라는 보도가 있은 후에 지난 22일, 국내외 기업에 동일하는 새로운 최저임금 인상(수상령. 70/2011/ND-CP)이 공포됨
○ 금번 최저임금은 전년과 같이 4개 지역으로 구분하였고, 인상률은 외국인투자기업 의 경우 29.0% ~ 32.5%, 국내기업의 경우 47.6 ~ 68.7%로서 높은 인상률을 보이 고 있으며, 최근 환율($1=20,820VND)을 적용할 경우 지역별 최저임금은 $67.2(4지 역)∼$96.1(1지역)수준이며, 외국인투자기업의 최저임금은 달러기준으로 전년도 임 금(56.4$ ~79.5$)대비 19.1%~20.9% 정도 상승함

베트남, 달러예금 지준율 1%P 인상
○ 베트남 중앙은행(SBV)이 시중은행권에 대해 달러 예금에 대한 지급준비율(지준율)을 다음 달부터 8%로 인상하도록 했으며, 국영 베트남통신(VNA)과 일간 뚜오이쩨 등 현지 언론은 SBV 소식통의 말을 빌려 자국 통화인 동화 가치 하락과 이에 따른 수 입 물가 상승 등으로 달러와 금 수요가 급증하는 상황을 고려해 시중은행들에 달러 예금 지준율을 종전의 4∼7%에서 5∼8%로 1%포인트 인상할 것을 지시했다고 30

보고서는 계속되는 경상수지 적자와 낮은 외화 보유액으로 베트남은 지난 2월 동- 달러 환율이 9.3% 평가절하 됐으며, 이에 따라 동화는 역내 국가들 가운데 달러 대 비 평가절하된 유일한 화폐로 나타났다고 밝힘
보고서는 또 지난 3월 말 현재 베트남의 예금 대비 대출 비율은 105.9%로 한국 다 음으로 높은 것으로 나타났다면서, 인플레 위험에 대응해 보다 유연한 통화 정책을 추진해야 할 필요가 있다고 덧붙였으며, 이와 관련해 베트남 정부는 최근까지 40억 달러가량의 외화보유액을 확충했으며, 연말까지 이 작업을 계속할 계획이라고 발표 함

베트남 VN지수 400p대 등락하며 2주째 반등
한국투자증권 윤항진 애널리스트는 29일 "지난 주 VN지수는 404p로 주간단위 0.9% 상승해 2주째 반등했으며, 거래량은 이전과 비슷한 수준에 머물렀고, 8월 소 비자물가가 전년동월비 23.0%나 상승해 물가 우려를 가중시켰다."고 밝힘
그러나 최근 국제가격 반락, 수입 무제한 허용 및 수입물량 방출로 금의 내수가격이 급락했고 대출금리가 하락한 것이 지수 반등을 이끌었다고 진단함
그는 "외국인은 순매수세를 유지했고 직전보다 순매수 규모가 확대됐으며, HNX지수 는 주간단위 2.5% 상승해 VN지수보다 상승률이 높았다."고 말함
한편 주요 이머징 증시가 대체로 상승세를 보였으며 VN지수의 상승률이 상대적으로 소폭 높았다고 설명함
