베트남, 러와 남중국해 가스전 개발
○ 남중국해 영유권을 놓고 중국과 분쟁 중인 베트남이 세계 최대 에너지 회사인 러시
아 가즈프롬(Gazprom)과 남중국해 가스전을 공동 개발하기로 해 중국이 긴장하고
있음. 지난해 해상 유전 공동 개발에 합의한 인도에 이어, 러시아까지 끌어들여 중
국과 이 지역의 세력 균형을 맞추려는 의도라는 것임
○ 중국 관영 환구시보(環球時報)는 10일 베트남 현지 언론과 외신을 인용, "베트남 국
영 석유회사인 페트로베트남(Petrovietnam)이 러시아 가즈프롬과 지난 6일 남중국
해상의 2개 대형 가스 광구에 대한 공동 개발 협약을 체결했다"고 보도함
○ 두 회사가 공동 개발하기로 한 곳은 05-2와 05-3 광구로, 베트남 남부 붕타우 항
구에서 남동쪽으로 130㎞가량 떨어진 해상이며, 중국과 베트남 양국의 영유권 분쟁
해역과 바로 인접해 있음. 이곳에는 556억㎥의 천연가스가 묻혀 있는 것으로 추정
되고 있음. 가즈프롬은 49% 지분을 갖고 두 광구의 개발에 나섬
○ 환구시보는 전문가 분석을 인용해 "새로 개발되는 두 광구가 양국 간 분쟁 해역에
속해 있지는 않지만 베트남의 이번 조치는 중국을 압박하고 남중국해 분쟁을 국제
문제화하려는 뜻"이라고 전함

CJ "베트남 역점 투자“
○ 이재현 CJ 회장(52)이 베트남을 그룹의 최대 역점 투자 국가로 선정함. 이 회장은
8일 베트남 호찌민에서 열린 ‘CJ 글로벌 콘퍼런스’에서 “베트남은 젊고 우수한 인
력이 많고 높은 경제성장률을 기록하고 있어 중국과 함께 가장 매력적인 국가”라며
“이곳에 중국에 이어 ‘제3의 CJ’를 건설하겠다”고 밝힘.
○ 이 콘퍼런스는 성장성이 큰 해외 현장에 CJ 경영진이 모여 앞으로의 먹거리를 논의
하는 행사임. 2006년 아랍에미리트연합 두바이에서 모였고, 6년 만에 최근 주목받
고 있는 시장인 베트남을 회동 장소로 잡았d,a. 3일간 열리는 이번 콘퍼런스에는
이미경 CJ 부회장과 이관훈 (주)CJ 대표, 김철하 CJ제일제당 대표, 허민회 CJ푸드
빌 대표, 이해선 CJ오쇼핑 대표, 김성수 CJ E&M 대표 등 CJ 주요 경영진이 모두

○ CJ가 베트남 공략을 시작한 것은 16년 전인 1996년 호찌민에 사무소를 개설하면서
부터임. 현재는 빵·홈쇼핑·극장·물류·사료·농수산물 소싱 등 다방면에서 사업을 진행
하고 있음. 가장 먼저 성공 가능성이 점쳐진 것은 빵집 ‘뚜레쥬르’였다. 2007년 첫
점포를 낸 이후 호찌민에만 14개 매장을 열었고, 올 6월 하노이 1호점을 만듬. CJ
오쇼핑도 지난해 1월 현지 방송을 시작했다. 베트남 국영TV인 VTV 계열사로 케이블
1위 사업자인 ‘SCTV’와 합작해 만든 ‘SCJ홈쇼핑’이 호찌민·하노이·하이퐁·껀터 등
4개 도시에서 24시간 방송을 하고 있으며, CJ는 VTV와 드라마 등 공동 방송 제작
도 추진할 예정임
○ 또 CJ GLS는 지난해 7월 하노이·호찌민 등 베트남 9개 주요 도시 택배배송을 시작
했고, 같은 달 CGV는 현지 1위 영화 배급사 ‘메가스타’를 인수했으며, CJ가 베트남
에 공을 들이는 이유는 시장잠재력 크기 때문임. 베트남은 연평균 7%를 웃도는 경
제성장률을 보이고 있는 데다 몇 년간 내수 경제 활황이 계속되고 있으며, 인구의
절반 이상이 30대 이하 젊은층이어서 CJ그룹의 주력 분야인 방송·엔터테인먼트와
외식·홈쇼핑 등 문화산업 고객층과 맞아떨어짐. 베트남에서 촉발된 소비문화가 캄보
디아·라오스·버마 등 주변 아세안 지역으로 퍼지는 흐름도 간과할 수 없음
○ 응우옌떤중 베트남 총리가 핵안보정상회의 참석차 방한해 지난달 30일 이 회장과
CJ인재원에서 만찬을 나눈 것도 CJ의 공격적인 베트남 투자 행보와 맞물려 있으며,
응우옌떤중 총리가 한국에 머문 4일간 기업인을 호텔에서 접견하지 않고 업체를 직
접 방문한 것은 CJ가 유일함. CJ 관계자는 “이 회장이 사업 성과도 중요하지만 한
국의 품격과 문화를 접목해 베트남 산업과 문화를 발전시키는 데 기여하는 것이 더
중요하다고 발언했다”면서 “베트남인들이 한국 음식과 영화, 음악을 자국 문화처럼
받아들이도록 만들겠다”고 말함.

○ 베트남은 국내 기업들이 중국 다음으로 해외 투자를 집중하고 있는 지역임. 과거 생
산기지에서 최근에는 유망 소비시장으로 부상하고 있음. 8일 한국무역협회가 조사
한 한·베트남 교역규모를 보면 양국의 무역은 2010년 100억달러를 넘은 데 이어 지
난해 185억달러를 기록했고, 베트남은 한국의 8번째 수출 대상국이며, 현재 2500개
의 한국 기업이 진출해 있음

○ 포스트 중국(Post China)으로 베트남이 꼽히는 이유는 연간 5~8%씩 성장하는 탄탄
한 내수 시장이 있기 때문이며, 8700만명의 인구 가운데 60% 이상이 30대 이하 젊
은층임. 젊은층의 활발한 소비에 힘입어 유통사업은 2007년 이후 연 20~30%씩 성
장세를 유지하고 있으며, 꾸준한 경제 성장으로 신흥 중산층이 확산되면서 소비성향
도 고급화되고 있음. 베트남은 ‘캄보디아·라오스·버마·베트남(CLMV)벨트’의 중심국
이기도 함. 베트남에서 성공적으로 자리를 잡으면 인접 국가로의 진출도 용이함
○ 최근 한국 기업들의 베트남 진출은 현지 시장을 공략하기 위한 목적이 많으며, 과거
중국이 세계의 공장 노릇을 하던 데서 세계 최대 소비시장으로 변모했듯 베트남도
생산기지에서 동남아권 최대 소비시장으로 성장한 것임. 국내 한 유통업체 관계자는
“중국에 점포를 내려면 현지인이 꾸리는 부동산개발팀에 들어가야 하는 등 제약조
건이 많다”며 “하지만 베트남은 외국인 투자가 비교적 자유로워 같은 사회주의 국
가라도 사업 확장 속도가 중국보다 빠르다”고 말함

정유사들 “한국은 좁다, 베트남 등 해외로”
○ 정유사들의 눈은 이미 국내가 아닌 해외를 향하고 있음. 정유사들의 해외 사업은 휘
발유, 경유, 항공유, 윤활기유 등 석유 제품들을 단순히 수출하는 것에서 머물지 않
음. 해외 자원개발, 해외 공장 건설 등 다양한 방식으로 해외에서 수익을 창출하려
는 노력들이 본격화되고 있음. 국내 석유개발 분야의 선두주자 가운데 하나인 SK이
노베이션은 지난해 이미 해외 석유개발을 통해 매출액 1조원을 달성했으며, SK이노
베이션이 해외에서 광구 개발을 통해 지난해 일평균 6만4500배럴씩 생산한 원유는
전량 해외로 수출됨. SK이노베이션은 지난해 브라질 광구를 매각해 벌어들인 현금
도 향후 생산 및 개발 단계의 광구 매입 또는 해외 석유개발 기업 인수 등에 적극
활용할 계획임.
○ SK이노베이션의 윤활유 및 윤활기유 자회사인 SK루브리컨츠는 지난해 매출액 2조
7091억원 가운데 90% 이상을 수출을 통해 거둬들였으며, 중국, 러시아 등이 SK루
브리컨츠의 집중 공략 대상이며, SK루브리컨츠가 건설한 중국 천진의 윤활유 완제
품 공장도 올해부터 본격 가동할 예정임. 또 SK루브리컨츠는 지난달 인도 윤활유
제조 및 판매사인 샤 페트롤륨(Sah Petroleum Limited)의 지분 87%를 378억원에
인수하며 인도에도 주요 거점을 마련함. GS칼텍스 역시 해외 자원 개발에 적극적으
로 나서고 있으며, GS칼텍스는 지난달 아랍에미리트 연합(UAE) 미개발 광구 관련
본계약을 체결, 5억7000만배럴(발견원시 부존량) 규모가 매장된 것으로 예상되는 3
개 광구의 지분을 확보함. 당시 UAE 아부다비 계약식에 참석한 허동수 GS칼텍스

회장은 “40년 석유·에너지 사업에 종사한 이래 가장 기쁜 날”이라고 말함
○ GS칼텍스는 2개의 인도네시아 해상 탐사광구에 대한 지분도 보유하고 있으며, 인도
네시아와 베트남의 해상 접경 지역에 위치해 2000년대 영해분쟁이 해결된 뒤 탐사
활동이 재개된 미탐사 지역으로, 원유 발견 가능성이 높은 것으로 GS칼텍스는 기대
하고 있음. GS칼텍스는 또 지난해 국내 최초로 동유럽 체코에 복합수지 법인을 설
립했고, GS칼텍스는 이 체코 공장을 유럽지역 공략의 발판으로 활용할 계획임. 윤
활유 및 윤활기유 분야에서 GS칼텍스는 지난해 매출액 1조6429억원의 76%를 수출
을 통해 벌어들였음. 특히 전체 생산물량 가운데 70%가 중국, 인도, 태국 등 주요
13개국으로 팔려나갔으며, 중국이 수입하는 윤활기유의 10%가 GS칼텍스 것임. GS
칼텍스는 올해 중 중국법인과 모스크바 지사 설립 등을 통해 윤활유 및 윤활기유
사업의 현지화 전략을 가속화할 계획임.
○ 현대오일뱅크는 해외 비즈니스 강화를 위해 해외 네트워크 확충에 총력을 기울이고
있으며, 현대오일뱅크는 2015년까지 호주와 인도네시아 등에 추가로 지사를 설립할
계획을 세우고 최근 준비 작업에 들어갔음. 오는 2020년까지 해외 지사를 10여개로
확충하고 해외 주재원도 지금보다 10배 이상 늘릴 계획이며, 현대오일뱅크의 이영
우 상하이 지사장은 "앞으로 중국 시장이 회사의 미래 성장의 중추적인 역할을 담
당할 것인 만큼 매출 규모를 늘리고, 사업을 확장하기 위해 전력을 다할 것"이라고
말함. 또 현대오일뱅크는 처음으로 베트남지사를 설립하고 동남아시아 시장에도 본
격 진출하며, 베트남 지사는 베트남뿐만 아니라 라오스, 태국, 인도네시아 등 인도
차이나 반도의 제품 수출을 위한 베이스 캠프 역할을 하게 됨. 베트남은 급격한 인
구 증가로 소비 시장이 빠르게 팽창하고 있으며, 이에 따라 산업 재료로 쓰이는 석
유화학 제품의 수요도 크게 늘어날 것으로 현대오일뱅크는 기대하고 있음
○ 현대오일뱅크의 변점석 베트남지사장은 “베트남 등 동남아시아에는 천연자원이 풍
부한 만큼 향후 제품 수출 뿐 아니라 자원 개발 분야에도 진출할 계획"이라고 밝혔
으며, S-Oil은 고급 윤활기유 분야의 경쟁력을 바탕으로 윤활기유 수출전선에서 비
약적인 성장을 이뤘고, 지난해 S-Oil의 윤활기유 부문 매출액은 2조4626억원으로
전년보다 50.6% 늘었음. 이 같은 매출액 가운데 70%가 수출을 통해 발생함.

베트남, 한 달새 기준금리 두 차례 인하
○ 베트남이 한 달 사이에 기준금리를 두 차례 인하함. 베트남 중앙은행(SBV)은 오는
11일부로 기준금리(refinancing rate)를 14%에서 13%로 1%포인트 인하한다고 10
일 발표함
○ 지난 3월12일 기준금리를 인하한 후 한 달도 안돼 금리 인하에 나섰으며, 한 달 사
이에 기준금리를 2%포인트 인하한 셈임. 할인율은 12%에서 11%로, 동화(VND) 예
금의 최고 이자율을 13%에서 12%로 각각 낮췄음.
○ 1분기 경제성장률(연율 4.0%)이 지난 2009년 이후 최저치를 기록해, 당국이 성장
정책으로 전환했으며, 3월 물가상승률이 전년 대비 14.15%를 기록해, 2월보다 인
플레이션 압력이 완화된 것도 통화정책에 영향을 미쳤음
○ 스탠다드차터드(SC)의 타이 후이 동남아 경제 담당 수석은 "인플레이션이 여전히
하락세이고 1분기 경제성장률은 상당히 약한데다, 시장이 3월 기준금리 인하를 반
겼다"며 "이것이 아마도 베트남 중앙은행이 한 번 더 인하하도록 자신감을 줬을 것"
이라고 말함

한국경륜사업, 베트남 수출
○ 국민체육진흥공단(이사장 정정택)은 5일 "한국 경륜사업의 베트남 수출이 원만하게
진행되고 있다"고 밝혔으며, 신 성장동력 확보를 위한 경륜-경정 노하우 해외수출
방안의 일환으로 추진 중인 이 사업은 신규 해외시장의 선제적 공략 필요성의 대
두, 경륜, 경정사업의 ISO9001 인증 등을 통한 경주운영 글로벌 품질 확보라는 경
쟁력을 바탕으로 타깃 시장으로 베트남을 선정해 추진하고 있음
○ 2017년 동아시아경기대회를 개최할 예정인 베트남은 우리나라의 88올림픽대회 개
최 후 올림픽공원, 미사리 조정경기장에 대한 성공적인 재활용 노하우 벤치마킹을
원하고 있으며, 또 불법도박에 따른 국부 유출이 심각해 경륜과 같은 합법사행사업
의 정착에 노력하고 있어 한국의 경륜사업을 베트남에 유치하고자 많은 노력을 하

○ 베트남의 경륜사업은 공단과 베트남, VSP(Vietnam Sports Platform-베트남 경륜사
업 투자를 위한 스포츠베팅전문회사)와 2011년 9월말에 사업 추진 기본협약(MOU)
를 체결했고, 2012 서울 핵안보정상회의 이후 날인 3월 29일, 국민체육진흥공단 정
정택 이사장, 응웬 떤 중 베트남 총리와 VSP 관계자 등이 참석해 경륜사업 해외수
출관련 막바지 논의를 진행했음. 이 자리에서 베트남 총리는 동 사업의 성공을 위
해 베트남 정부의 법적, 행정적 절차 수행 등 경륜사업에 대해 적극적인 협조를 약
속함
○ 국민체육진흥공단 관계자는 "앞으로 선수, 심판 양성, 경륜노하우 전수를 위한 실무
협약 등 세부적인 추진절차가 남아있지만 경륜사업의 성공적인 베트남 수출을 위한
전략적 사업제안이 어느 정도 결실을 거둔 것으로 보고 있으며, VSP와의 협의로 국
내 건설업체의 경륜장 건설 등을 통한 국부창출 효과와 향후 선수, 심판 보급, 사업
운영 기술 라이센싱 등을 통한 수익창출의 기반을 마련했다는 점에서 큰 의미가
있음. 앞으로 베트남, VSP와의 글로벌 파트너십 구축 및 사업추진을 위한 양국 교
류-협력 확대와 경륜 뿐만 아니라 경정사업까지 해외진출을 위한 동남아 시장의 교
두보를 확보하였다고 생각하며, 경륜사업이 베트남에 자리를 잡을 때까지 최선을 다
할 것"이라고 밝힘.

개혁 20년, 베트남 경제는
○ 빠른 경제성장으로 다른 개발도상국의 부러움을 사던 베트남 경제가 최근 부진을
면치 못하고 있으며, 영국 시사주간지 이코노미스트 최신호는 높은 인플레이션과
비효율적인 국영기업의 득세로 베트남 경제가 부진을 면치 못하고 있다고 전함. 가
장 큰 문제는 인플레로 지난해 물가는 전년 대비 20% 상승해, 아시아 국가 중에서
가장 높은 인플레를 기록하고 있음. 하지만 정부는 이를 검열 대상으로 삼아 자국
내 보도를 금지하고 있으며, 현재 베트남에서는 수천 개 회사가 파산하고, 부동산
가격은 폭락하고 은행과 국영기업은 빚더미에 깔려 있다고 잡지는 전함
○ 2003~2007년 사이만 해도 베트남의 GDP(국내총생산)는 연간 8% 이상 성장했고,
외국인 투자도 활발했으며, 하지만 이후부터 올해 말까지 연평균 성장률은 6%에 그
칠 것으로 세계은행은 전망하고 있음. 컨설팅회사 맥킨지는 베트남이 노동생산성을
50%이상 높이지 못할 경우 성장률은 5% 미만으로 쪼그라들 것이라고 예측함
○ 경제 성장을 끌어내리는 주요한 원인으로는 국가경제의 40%를 차지하는 국영기업
의 방만한 운영과 부패가 지목됨. 그동안 베트남 국영기업은 저임금, 저비용에 의존

해 경쟁력을 확보했음. 하지만 캄보디아, 방글라데시 같은 다른 동남아 국가에서 더
낮은 비용으로 제품 생산이 가능해지면서 경쟁력을 잃고 있으며, 보다 높은 기술력
을 요하는 부문으로 옮아가기 위해서는 ‘개혁’이 필요하지만 1당 체제가 걸림돌임.
베트남 응웬푸쫑 공산당 서기는 지난 2월 열린 당간부회의에서 ‘존재 위협’까지 거
론하며 당의 개혁을 역설했지만, 막상 구체적 계획을 논의하는 간부회의는 여느 때
처럼 밀실에서 이뤄졌음
○ ‘개혁 아니면 죽음’이라는 구호는 새삼스러운 것이 아니며, 호주 국방아카데미
(ADFA)의 베트남 전문가 칼 세이어 교수는 “그들(베트남 공산당)은 20년 동안 같
은 말을 해왔다”고 꼬집었고, 국영기업 구조조정과 투명성과 같은 개혁을 역설하지
만 늘 말로만 그친다는 것임.
○ 지난 3월 27일에는 국영 조선소인 비나신(Vinashin)의 경영진 9명이 국가자원 부실
관리 혐의로 재판에 회부됐으며, 국영기업 고위직 간부들이 부실 경영을 이유로 기
소된 대형 사건이었음. 하지만 정작 조선소 확장을 종용하며 나랏돈을 쏟아 부은 총
리 등 당 고위직은 어떤 책임도 지지 않았으며, 결국 베트남도 체제 변화 없는 경제
개혁의 한계를 피해가지 못하고 있음

베트남내 외국업체들 파업에 “몸살”
○ 베트남 지역에 진출한 한국과 일본, 대만기업들이 임금 인상 등을 요구하는 현지 근
로자들의 파업 등 집단행동으로 몸살을 앓고 있음.
○ 일간지 베트남넷은 5일 노동부 자료를 인용, 1995년 이후 전국에서 발생한 총 4천
142건의 파업 가운데 75% 이상이 한국과 대만, 일본 등 외국인 투자업체들에서 일
어난 것으로 파악됐다고 전했으며, 특히 파업건수도 2009년 218건, 2010년 422건,
2011년 978건으로 매년 급증세를 보이고 있어 대책 마련이 시급한 것으로 지적됨
○ 이에 따라 최근 응웬 떤 중 베트남 총리는 올해 파업건수를 절반으로 낮춰 안정적
인 투자환경 조성에 힘써줄 것을 당부하기도 했으며, 신문에 따르면 근로자들의 파
업은 대부분 외국업체 근로자들이 임금과 각종 수당 등의 인상과 근로조건 개선 등
을 요구하며 벌인 것으로 나타남
○ 정부가 정한 최저임금이 극히 낮은 상황에서 대다수 외국업체들이 이를 기준으로
임금을 지급하고 있기 때문이며, 실제 베트남 현지업체들의 작년 평균 임금은 월 약

465만동(약 240달러)인 반면 외국인 투자기업은 403만동 선에 그친 것으로 조사됐
음
○ 근로자들의 파업은 통상 노조가 있는 업체 근로자들의 집단행동이 전체 건수의
70%를 차지하지만 기물 등 회사 자산을 부수거나 폭력이 발생하는 등의 과격양상
을 보이는 사례도 있는 것으로 나타났으며, 주무부처인 노동부는 파업이 발생하는
이유로 업주들이 직원들과의 근로계약 체결을 거부하거나 초과근무를 요구하는 등
베트남 노동법을 제대로 준수하지 않는 점을 꼽았음
○ 일부 산업공단의 인력수급 불균형과 근로자들의 의식 등 다각적인 요인도 근로자
파업의 원인이 되고 있는 것으로 파악됐으며, 한편 파업 관련 규정들이 매우 복잡
하고 현실에 맞지 않는 점도 개선해야 할 것으로 지적됐고, 실제 현장과 동떨어진
규정으로 인해 불법 파업이 양산되고 일부 근로자들이 본의아니게 법을 위반해 처

응우옌떤중 총리가 한국에 머문 4일간 기업인을 호텔에서 접견하지 않고 업체를 직
접 방문한 것은 CJ가 유일함. CJ 관계자는 “이 회장이 사업 성과도 중요하지만 한
국의 품격과 문화를 접목해 베트남 산업과 문화를 발전시키는 데 기여하는 것이 더
중요하다고 발언했다”면서 “베트남인들이 한국 음식과 영화, 음악을 자국 문화처럼
받아들이도록 만들겠다”고 말함.

“고성장, 내수 탄탄” 베트남은 유망 투자처
○ 베트남은 국내 기업들이 중국 다음으로 해외 투자를 집중하고 있는 지역임. 과거 생
산기지에서 최근에는 유망 소비시장으로 부상하고 있음. 8일 한국무역협회가 조사
한 한·베트남 교역규모를 보면 양국의 무역은 2010년 100억달러를 넘은 데 이어 지
난해 185억달러를 기록했고, 베트남은 한국의 8번째 수출 대상국이며, 현재 2500개
의 한국 기업이 진출해 있음

○ 포스트 중국(Post China)으로 베트남이 꼽히는 이유는 연간 5~8%씩 성장하는 탄탄
한 내수 시장이 있기 때문이며, 8700만명의 인구 가운데 60% 이상이 30대 이하 젊
은층임. 젊은층의 활발한 소비에 힘입어 유통사업은 2007년 이후 연 20~30%씩 성
장세를 유지하고 있으며, 꾸준한 경제 성장으로 신흥 중산층이 확산되면서 소비성향
도 고급화되고 있음. 베트남은 ‘캄보디아·라오스·버마·베트남(CLMV)벨트’의 중심국
이기도 함. 베트남에서 성공적으로 자리를 잡으면 인접 국가로의 진출도 용이함
○ 최근 한국 기업들의 베트남 진출은 현지 시장을 공략하기 위한 목적이 많으며, 과거
중국이 세계의 공장 노릇을 하던 데서 세계 최대 소비시장으로 변모했듯 베트남도
생산기지에서 동남아권 최대 소비시장으로 성장한 것임. 국내 한 유통업체 관계자는
“중국에 점포를 내려면 현지인이 꾸리는 부동산개발팀에 들어가야 하는 등 제약조
건이 많다”며 “하지만 베트남은 외국인 투자가 비교적 자유로워 같은 사회주의 국
가라도 사업 확장 속도가 중국보다 빠르다”고 말함

정유사들 “한국은 좁다, 베트남 등 해외로”
○ 정유사들의 눈은 이미 국내가 아닌 해외를 향하고 있음. 정유사들의 해외 사업은 휘
발유, 경유, 항공유, 윤활기유 등 석유 제품들을 단순히 수출하는 것에서 머물지 않
음. 해외 자원개발, 해외 공장 건설 등 다양한 방식으로 해외에서 수익을 창출하려
는 노력들이 본격화되고 있음. 국내 석유개발 분야의 선두주자 가운데 하나인 SK이
노베이션은 지난해 이미 해외 석유개발을 통해 매출액 1조원을 달성했으며, SK이노
베이션이 해외에서 광구 개발을 통해 지난해 일평균 6만4500배럴씩 생산한 원유는
전량 해외로 수출됨. SK이노베이션은 지난해 브라질 광구를 매각해 벌어들인 현금
도 향후 생산 및 개발 단계의 광구 매입 또는 해외 석유개발 기업 인수 등에 적극
활용할 계획임.
○ SK이노베이션의 윤활유 및 윤활기유 자회사인 SK루브리컨츠는 지난해 매출액 2조
7091억원 가운데 90% 이상을 수출을 통해 거둬들였으며, 중국, 러시아 등이 SK루
브리컨츠의 집중 공략 대상이며, SK루브리컨츠가 건설한 중국 천진의 윤활유 완제
품 공장도 올해부터 본격 가동할 예정임. 또 SK루브리컨츠는 지난달 인도 윤활유
제조 및 판매사인 샤 페트롤륨(Sah Petroleum Limited)의 지분 87%를 378억원에
인수하며 인도에도 주요 거점을 마련함. GS칼텍스 역시 해외 자원 개발에 적극적으
로 나서고 있으며, GS칼텍스는 지난달 아랍에미리트 연합(UAE) 미개발 광구 관련
본계약을 체결, 5억7000만배럴(발견원시 부존량) 규모가 매장된 것으로 예상되는 3

활유 및 윤활기유 분야에서 GS칼텍스는 지난해 매출액 1조6429억원의 76%를 수출
을 통해 벌어들였음. 특히 전체 생산물량 가운데 70%가 중국, 인도, 태국 등 주요
13개국으로 팔려나갔으며, 중국이 수입하는 윤활기유의 10%가 GS칼텍스 것임. GS
칼텍스는 올해 중 중국법인과 모스크바 지사 설립 등을 통해 윤활유 및 윤활기유
사업의 현지화 전략을 가속화할 계획임.
○ 현대오일뱅크는 해외 비즈니스 강화를 위해 해외 네트워크 확충에 총력을 기울이고
있으며, 현대오일뱅크는 2015년까지 호주와 인도네시아 등에 추가로 지사를 설립할

구 증가로 소비 시장이 빠르게 팽창하고 있으며, 이에 따라 산업 재료로 쓰이는 석
유화학 제품의 수요도 크게 늘어날 것으로 현대오일뱅크는 기대하고 있음

베트남, 한 달새 기준금리 두 차례 인하
○ 베트남이 한 달 사이에 기준금리를 두 차례 인하함. 베트남 중앙은행(SBV)은 오는
11일부로 기준금리(refinancing rate)를 14%에서 13%로 1%포인트 인하한다고 10
일 발표함
○ 지난 3월12일 기준금리를 인하한 후 한 달도 안돼 금리 인하에 나섰으며, 한 달 사
이에 기준금리를 2%포인트 인하한 셈임. 할인율은 12%에서 11%로, 동화(VND) 예
금의 최고 이자율을 13%에서 12%로 각각 낮췄음.
○ 1분기 경제성장률(연율 4.0%)이 지난 2009년 이후 최저치를 기록해, 당국이 성장
정책으로 전환했으며, 3월 물가상승률이 전년 대비 14.15%를 기록해, 2월보다 인
플레이션 압력이 완화된 것도 통화정책에 영향을 미쳤음

한국경륜사업, 베트남 수출
○ 국민체육진흥공단(이사장 정정택)은 5일 "한국 경륜사업의 베트남 수출이 원만하게
진행되고 있다"고 밝혔으며, 신 성장동력 확보를 위한 경륜-경정 노하우 해외수출
방안의 일환으로 추진 중인 이 사업은 신규 해외시장의 선제적 공략 필요성의 대
두, 경륜, 경정사업의 ISO9001 인증 등을 통한 경주운영 글로벌 품질 확보라는 경
쟁력을 바탕으로 타깃 시장으로 베트남을 선정해 추진하고 있음
○ 2017년 동아시아경기대회를 개최할 예정인 베트남은 우리나라의 88올림픽대회 개
최 후 올림픽공원, 미사리 조정경기장에 대한 성공적인 재활용 노하우 벤치마킹을
원하고 있으며, 또 불법도박에 따른 국부 유출이 심각해 경륜과 같은 합법사행사업
의 정착에 노력하고 있어 한국의 경륜사업을 베트남에 유치하고자 많은 노력을 하

○ 베트남의 경륜사업은 공단과 베트남, VSP(Vietnam Sports Platform-베트남 경륜사
업 투자를 위한 스포츠베팅전문회사)와 2011년 9월말에 사업 추진 기본협약(MOU)
를 체결했고, 2012 서울 핵안보정상회의 이후 날인 3월 29일, 국민체육진흥공단 정
정택 이사장, 응웬 떤 중 베트남 총리와 VSP 관계자 등이 참석해 경륜사업 해외수
출관련 막바지 논의를 진행했음. 이 자리에서 베트남 총리는 동 사업의 성공을 위
해 베트남 정부의 법적, 행정적 절차 수행 등 경륜사업에 대해 적극적인 협조를 약
속함
○ 국민체육진흥공단 관계자는 "앞으로 선수, 심판 양성, 경륜노하우 전수를 위한 실무
협약 등 세부적인 추진절차가 남아있지만 경륜사업의 성공적인 베트남 수출을 위한
전략적 사업제안이 어느 정도 결실을 거둔 것으로 보고 있으며, VSP와의 협의로 국
내 건설업체의 경륜장 건설 등을 통한 국부창출 효과와 향후 선수, 심판 보급, 사업
운영 기술 라이센싱 등을 통한 수익창출의 기반을 마련했다는 점에서 큰 의미가
있음. 앞으로 베트남, VSP와의 글로벌 파트너십 구축 및 사업추진을 위한 양국 교
류-협력 확대와 경륜 뿐만 아니라 경정사업까지 해외진출을 위한 동남아 시장의 교
두보를 확보하였다고 생각하며, 경륜사업이 베트남에 자리를 잡을 때까지 최선을 다
할 것"이라고 밝힘.

개혁 20년, 베트남 경제는
○ 빠른 경제성장으로 다른 개발도상국의 부러움을 사던 베트남 경제가 최근 부진을
면치 못하고 있으며, 영국 시사주간지 이코노미스트 최신호는 높은 인플레이션과
비효율적인 국영기업의 득세로 베트남 경제가 부진을 면치 못하고 있다고 전함. 가
장 큰 문제는 인플레로 지난해 물가는 전년 대비 20% 상승해, 아시아 국가 중에서
가장 높은 인플레를 기록하고 있음. 하지만 정부는 이를 검열 대상으로 삼아 자국
내 보도를 금지하고 있으며, 현재 베트남에서는 수천 개 회사가 파산하고, 부동산
가격은 폭락하고 은행과 국영기업은 빚더미에 깔려 있다고 잡지는 전함
○ 2003~2007년 사이만 해도 베트남의 GDP(국내총생산)는 연간 8% 이상 성장했고,
외국인 투자도 활발했으며, 하지만 이후부터 올해 말까지 연평균 성장률은 6%에 그
칠 것으로 세계은행은 전망하고 있음. 컨설팅회사 맥킨지는 베트남이 노동생산성을
50%이상 높이지 못할 경우 성장률은 5% 미만으로 쪼그라들 것이라고 예측함
○ 경제 성장을 끌어내리는 주요한 원인으로는 국가경제의 40%를 차지하는 국영기업
의 방만한 운영과 부패가 지목됨. 그동안 베트남 국영기업은 저임금, 저비용에 의존

해 경쟁력을 확보했음. 하지만 캄보디아, 방글라데시 같은 다른 동남아 국가에서 더
낮은 비용으로 제품 생산이 가능해지면서 경쟁력을 잃고 있으며, 보다 높은 기술력
을 요하는 부문으로 옮아가기 위해서는 ‘개혁’이 필요하지만 1당 체제가 걸림돌임.
베트남 응웬푸쫑 공산당 서기는 지난 2월 열린 당간부회의에서 ‘존재 위협’까지 거
론하며 당의 개혁을 역설했지만, 막상 구체적 계획을 논의하는 간부회의는 여느 때
처럼 밀실에서 이뤄졌음
○ ‘개혁 아니면 죽음’이라는 구호는 새삼스러운 것이 아니며, 호주 국방아카데미
(ADFA)의 베트남 전문가 칼 세이어 교수는 “그들(베트남 공산당)은 20년 동안 같
은 말을 해왔다”고 꼬집었고, 국영기업 구조조정과 투명성과 같은 개혁을 역설하지
만 늘 말로만 그친다는 것임.

관리 혐의로 재판에 회부됐으며, 국영기업 고위직 간부들이 부실 경영을 이유로 기
소된 대형 사건이었음. 하지만 정작 조선소 확장을 종용하며 나랏돈을 쏟아 부은 총
리 등 당 고위직은 어떤 책임도 지지 않았으며, 결국 베트남도 체제 변화 없는 경제
개혁의 한계를 피해가지 못하고 있음

베트남내 외국업체들 파업에 “몸살”
○ 베트남 지역에 진출한 한국과 일본, 대만기업들이 임금 인상 등을 요구하는 현지 근
로자들의 파업 등 집단행동으로 몸살을 앓고 있음.
○ 일간지 베트남넷은 5일 노동부 자료를 인용, 1995년 이후 전국에서 발생한 총 4천
142건의 파업 가운데 75% 이상이 한국과 대만, 일본 등 외국인 투자업체들에서 일
어난 것으로 파악됐다고 전했으며, 특히 파업건수도 2009년 218건, 2010년 422건,
2011년 978건으로 매년 급증세를 보이고 있어 대책 마련이 시급한 것으로 지적됨

인 투자환경 조성에 힘써줄 것을 당부하기도 했으며, 신문에 따르면 근로자들의 파
업은 대부분 외국업체 근로자들이 임금과 각종 수당 등의 인상과 근로조건 개선 등
을 요구하며 벌인 것으로 나타남

○ 근로자들의 파업은 통상 노조가 있는 업체 근로자들의 집단행동이 전체 건수의
70%를 차지하지만 기물 등 회사 자산을 부수거나 폭력이 발생하는 등의 과격양상
을 보이는 사례도 있는 것으로 나타났으며, 주무부처인 노동부는 파업이 발생하는
이유로 업주들이 직원들과의 근로계약 체결을 거부하거나 초과근무를 요구하는 등
베트남 노동법을 제대로 준수하지 않는 점을 꼽았음

쳤음. 우리기술도 사정이 다르지 않았으며, 지난주 약보합세로 장을 연 우리기술은
23일 개장 1시간 30분 만에 500만주 이상이 거래되며, 14.90% 가량 급등, 주가는
전날대비 가격상승제한폭까지 올랐으며, 개인투자자들은 적극 매수에 나서며 지수상
승을 주도함. 결국 23일 전일보다 190원(14.90%) 상승한 1465원으로 장을 마쳤음
○ 원자력 테마주 중에는 비엠티(086670)만이 빨간불로 거래를 마감했으며, 20일부터
사흘연속 상승세를 기록, 한때 6000원 선 돌파를 앞두고 있던 주가는 23일 외국인

“베트남 등 신흥국 중심 해외진출 비은행 부문 경쟁력 강화”
○ KB금융그룹(회장 어윤대)은 중장기 전략방향을 ‘내실 위주의 안정적 성장을 통한 수
익성 극대화’로 정하고 이를 달성하기 위한 논의 자리를 지난해 6월에 가진바 있음.
당시 제시된 KB금융그룹의 전략을 살펴보면 우선 은행부문은 포트폴리오 최적화를
추진함. 이는 리스크 관리를 기반으로 한 수익성 극대화를 위한 것으로, 수익성에
기반한 가계·기업부문의 균형성장과 우량 신용등급 중심으로 포트폴리오 재구축을
통해 달성할 계획임. 비은행 부문은 카드, 증권, 생명, 자산운용 등 주력분야를 중심
으로 강화해 향후 이익 점유율을 확대한다는 계획이며, 자생적 성장을 추진하되
M&A 등을 통한 비자생적 성장도 검토할 예정임. KB국민카드는 단순한 시장점유율
경쟁에서 벗어나 고객 요구에 부합하는 상품과 서비스 개발 역량을 강화하고 카드
업 본들에 맞는 운영전략을 최적화 하는데 주력함
○ KB투자증권은 이미 법인영업과 회사채 부문에서 경쟁력을 가지고 있으나 상대적으
로 취약한 리테일 고객기반을 확대하기 위해 온라인 채널 경쟁력을 확보하고 은행
과의 복합점포 등을 통한 점포망을 늘려나갈 계획이며, KB생명의 경우 대면채널의
확대 등 채널 다면화와 판매 상품 다양화를 통해 종합생명보험회사로서 성장할 수
있는 기반을 구축해 나간다는 전략임. KB자산운용 역시 주식형 펀드 등 상품 경쟁
력을 더욱 높이고 고객의 투자수요를 충족시킬 수 있는 상품을 개발해 경쟁력을 높
일 계획이며, 글로벌 부문은 주요 전략시장에서 국내기업의 영업활동을 지원할 수
있는 사무소 등 전진기지를 구축하고 이를 토대로 현지화를 추진한다는 전략임. 현
재 3개의 현지 법인과 7개의 지점, 1개의 사무소를 운영하고 있는 KB금융그룹은
중국, 인도, 인도네시아, 베트남 등 아시아 신흥국가를 중심으로 진출을 확대해 나

갈 계획임. 올해는 인도, 뭄바이, 베트남, 나노이, 일본, 오사카 등에 지점 신설을
추진하는 등 해외진출 확대를 위한 교두보 확보에 적극 나서고 있으며, 이와 더불
어 KB금융그룹은 자산관리서비스 역량강화, 효율적인 디스트리뷰션(Distribution) 채
널 구축, 리스크 관리 체계의 재확립, 차별적 성과보상 중심의 선진적 인사체계 구

○ 예금·대출 상품 등 금융상품 판매 중심의 전형적인 영업방식에서 벗어나 개인 고객
에 대한 자산관리 서비스 및 기업고객에 대한 경영 진단 등 컨설팅 중심의 종합자
산관리 서비스 체제를 구축해 나감. 이를 위해서 KB금융그룹은 지난해 10월 거래고
객의 투자성향에 맞는 금융자산 포트폴리오를 설계해주는 ‘START TABLE’을 도입하
기도 했음. 그밖에도 KB금융그룹은 다양하고 균형잡힌 미래형 채널 네트워크 구축
으로 시장지배력을 확대해 간다는 방침이며, 은행의 경우에 시장별 맞춤 영업이 용

에 대한 유효경쟁이 성립되지 않아 중단된 이후 7개월 만에 우리금융 민영화 카드
를 꺼낸 것임. 현재로선 우리금융의 민영화가 이뤄질지에 대해선 의문의 시각이 존
재하지만 향후 우리금융의 비전에 영향을 미칠 것으로 전망됨. 신한금융그룹(회장
한동우)은 2001년 출범 이후 ‘은행과 비은행간의 균형있는 성장’ ‘신성장동력 발굴
과 사업모델 차별화를 통한 새로운 가치 창출’ ‘글로벌 수준의 역량과 시스템 구축’

○ 두 번째 중점전략은 비이자 수익 포트폴리오를 강화하는 방안이며, 자본비용 증대에
따라 전략적 중요성이 커지는 자산운용업, 보험업 및 증권업 등 비이자 부문의 수익
포트폴리오를 강화하는 방안을 모색함. 이를 위해 증권업은 자산관리 사업 강화를
통한 유통과 제조의 선순환 구조를 확립하고 자산운용업은 지속적으로 고객가치를
창출하는 제조 역량 기반의 선도 자산운용 브랜드를 구축한다는 전략임. 보험업은
결실한 유기적 성장과 더불어 대형화 기회를 발굴해 선도 사업자 그룹의 진입을 모

이를 위해 그룹 차원의 IB사업모델 재정립을 통한 그룹위상에 IB부문 경쟁력을 확보
하고 아시아 시장을 중심으로 그룹차원의 내실있는 글로벌 전략을 지속, 추진함과

○ 농협금융그룹(회장 신충식)은 지난 2일 새롭게 출범했으며, 우리나라에도 농업인과
협동조합이 소유하는 금융그룹이 탄생한 것임. 해외에는 프랑스 끄레디아그리꼴, 네
덜란드의 라보뱅크 그룹과 같이 세계적인 명성을 떨치는 협동조합 금융그룹이 존재
하지만 국내에선 농협금융이 최초임. 농협금융그룹의 출범은 1961년 농업은행과 구
농협을 통합한 현재의 농협중앙회가 사업구조개편으로 분할되면서 그동안 중앙회
내에 금융부문으로 사업을 영위해오던 신용사업, 공제사업이 51년 만에 독립 법인
으로 전환된 것임. 신설된 농협금융그룹은 금융지주회사 아래 신설되는 은행, 생명
보험, 손해보험과 기존 증권, 선물, 자산운용, 캐피탈 등 7개 자회사가 편입돼 종합
금융서비스 체제를 구축하게 됨. 농협금융그룹의 비전은 ‘아시아를 대표하는 글로벌
협동조합 금융그룹’이며, 이 비전은 농업협동조합의 기본이념과 경영철학, 주요 이
해관계자들이 농협금융에 거는 기대, 독립법인체로 새롭게 출범하는 금융그룹의 도

0.7%, 자기자본이익률(ROE) 9.5%를 목표로 하고 있음. 핵심전략방향은 전사사업가
치를 극대화하고 경쟁사 수준의 생산성과 수익성, 사업역량을 확보하는 데 맞춰져
있음. 은행의 경쟁력 회복에 전략이 집중될 전망임. 2단계는 2015년까지 종합금융
그룹으로서의 리더십을 강화함. 이때는 총자산 295조원, 당기순이익 2조2000억원,
ROA 0.8%, ROE 10.2%를 목표로 하고 있음. 이 단계에서는 국내 선도은행으로서
도약하고 지속적인 업그레이드와 자회사간 시너지 극대화로 리더십을 확보하는 전
략이 추진됨. 3단계는 2010년까지이며 글로벌 수준의 협동조합으로 나가는 단계임.
총자산 420조, 당기순이익 3조7000억원, ROA 0.9%, ROE 11.5%가 목표치임. 국내
대표 은행의 위치를 공고화하고 아시아 선도 금융그룹 브랜드를 구축하는 한편 해
외에선 M&A 추진을 통한 아시아 시장 리더십을 확보하는 단계임. 농협은행은 농협
금융그룹이 시장진입 초기에 안정적인 연착륙 여부를 좌우할 정도로 핵심적 역할을
한 자회사임. 농협은행의 비전은 ‘사랑받는 1등 민족은행’이며 고객, 상품, 채널 등
영업기반이 되는 부문의 역량을 강화하고 변화와 혁신을 통해 생산성, 수익성을 강
화하는 중점 추진 방향임. 농협생명과 손해보험은 각각 ‘1등 보험사’ ‘열린 보험사’
라는 비전을 수립하고 채널다각화 및 지역농축협 채널 활성화, 상품중심의 포트폴리
오 다각화, 고객서비스체계 개선, 선도적 자산운용체계 구축, 전문역량 제고, 선도적
경영관리 기반 구축 이라는 6대 전략방향을 토대로 농업인 실익보험을 지속적으로
확대한다는 원칙을 정함

한국형 증시 IT시스템 베트남 등 해외시장서 수출 상한가
○ 글로벌 증시의 생존 경쟁이 심화되고 있으며, 2010년 하반기 이후부터 세계 주요
증시간 인수합병이 재점화되고 있기 때문임. 이에 맞대응하기 위해 KRX는 ‘해외사
업’의 카드를 내들었으며, 해외사업의 추진 방향은 크게 증권시장 IT시스템 수출 사
업과 신흥시장 지원 사업으로 나뉨. 이 같은 사업에 따른 기대효과는 크며 우선은
물론 증권인프라 수출 확대임. 하지만 수출뿐이 아님. IT시스템이 수출되면 이에 따
른 수입 또한 확보할 수 있으며, 신흥시장 지원 사업을 통한 효과도 점쳐볼 수 있
음. 장래 IT인프라 수출 시장 육성 및 향후 배당수익 또는 지분 매각 차익을 통한
자본이득이 그것임
○ IT시스템은 증권시장의 핵심인프라이며 IT시스템의 보급은 곧 증권시장의 보급이라
할 수 있음. 그렇다면 KRX의 IT시스템은 어느 정도 보급됐을까. 현재까지 추진 경
과는 가장 먼저 수주한 곳은 말레이시아거래소(Bursa Malaysia; BM). KRX는 “2006
년 5월 수주에 성공하고 2008년 1월에 개발을 마쳤다”면서 “성공적인 개발에 만족

한 말레이시아측의 요청에 의해 2008년 4월, 2차 개발 프로젝트를 수주하는 등 다
수의 추가 프로젝트를 수주했다”고 전함. 첫 테이프를 끊고 나서는 베트남, 필리핀,
중앙아시아 등 수출시장 다변화를 본격적으로 꾀했으며, 그러던 2009년 10월, 베트
남 증권시장 차세대시스템 구축 프로젝트 수주가 확정됐으며 현재는 세부계약에 대
한 협상을 추진하고 있음. 필리핀거래소 시장감시시스템은 작년 5월 계약체결 이후
현재 통합테스트 중이며 오는 5월 가동을 앞두고 있음.
○ 이 밖에 KRX는 아제르바이잔, 태국, 페루, 카자흐스탄, 파나마 등 다양한 권역으로
시스템 수출에 대한 마케팅을 펼치고 있으며 특히, 작년 12월에는 22개 회원국이
참여한 ASEA(아프리카증권거래소연맹) 국제컨퍼런스 참석하여 사업협력을 위한 마
케팅 교두보를 마련했으며 KRX의 대외인지도를 향상하기도 함. 증권시장이 없는 신
흥시장에도 눈을 돌렸으며 신흥국가들은 증권시장의 미개척지인데다, 잠재성 또한
높아 해외사업의 실효성은 클 것으로 예상됨. 실제로 한국, 일본, 호주, 홍콩, 싱가
포르를 제외한 아시아 국가의 경제성장률은 OECD의 5배이며 세계 평균의 2.6배에
달하며 신규투자 규모도 OECD의 2.5배에 달하는데 이는 세계 평균의 3배임. KRX
는 “우리나라 기업 해외진출의 절반 이상이 아시아 신흥국에 집중돼 있다”고 밝히
고 “문화적 유사성이 해외진출에 유리하게 작용한다”고 귀띔했으며 신흥국 중에서
도 KRX는 특히, 정부의 집중지원대상인 동남아 및 중앙아 신흥시장에 초점을 맞추
고 있음
○ 최근 선점한 국가는 캄보디아와 라오스임. 캄보디아의 경우 작년 6월, 합작거래소
설립 등기를 마쳤으며 현물 출자할 IT시스템 개발 또한 완료했으며 이에 따라 이달
중 증권시장을 개장할 예정임. 라오스는 베트남에 이어 한국이 지원하여 개설한 두
번째 증시임. 라오스 증권거래소는 작년 1월 개장했으며 공동 경영진의 지휘아래
안정적인 운영 중이며 금년 중에는 2~3개사 추가 상장이 전망됨. 이 밖에도 KRX는
네팔거래소(NEPSE), 카자흐스탄 거래소(KASE)와의 ‘증시현대화 자문 MOU’를 통해
양국의 자본시장 선진화를 위한 컨설팅 또한 제공하고 있으며 또, 2010년 12월에는
우즈베키스탄 국유자산위원회(SPC)와 MOU를 체결하여 2011년 11월부터 제도 개
선, 시스템 구축, 교육프로그램 제공 등의 업무를 추진한 바 있음. 현재는 미얀마
(증시개설), 벨라루스(증시현대화) 등 신규 사업 개척을 위하여 현지 정부 등과 적
극 협의 중임

해 이같이 전하면서 그러나 하반기 부동산 시장이 회복되더라도 일부 분야에 그치
는 국지적 회복세가 될 것으로 전망함
○ 그는 이 기간 중저가 아파트와 도심 외곽에 있는 합리적인 가격대의 빌라와 단독주
택 등이 회복세를 보일 것이라면서 주택 등 부동산 가격이 전반적으로 급등하는 현
상이 발생할 가능성은 적어 보인다고 말함
○ 이 관계자는 따라서 올 하반기가 부동산을 적정가격에 매입할 수 있는 호기가 될
것이라고 설명했으며, 그는 상반기의 경우 인플레 억제책 등 부동산 시장이 현재
직면하고 있는 걸림돌이 여전히 이어질 것이라고 밝혔음

에 대한 유효경쟁이 성립되지 않아 중단된 이후 7개월 만에 우리금융 민영화 카드
를 꺼낸 것임. 현재로선 우리금융의 민영화가 이뤄질지에 대해선 의문의 시각이 존
재하지만 향후 우리금융의 비전에 영향을 미칠 것으로 전망됨. 신한금융그룹(회장
한동우)은 2001년 출범 이후 ‘은행과 비은행간의 균형있는 성장’ ‘신성장동력 발굴

포트폴리오를 강화하는 방안을 모색함. 이를 위해 증권업은 자산관리 사업 강화를

○ 농협금융그룹(회장 신충식)은 지난 2일 새롭게 출범했으며, 우리나라에도 농업인과
협동조합이 소유하는 금융그룹이 탄생한 것임. 해외에는 프랑스 끄레디아그리꼴, 네
덜란드의 라보뱅크 그룹과 같이 세계적인 명성을 떨치는 협동조합 금융그룹이 존재
하지만 국내에선 농협금융이 최초임. 농협금융그룹의 출범은 1961년 농업은행과 구
농협을 통합한 현재의 농협중앙회가 사업구조개편으로 분할되면서 그동안 중앙회
내에 금융부문으로 사업을 영위해오던 신용사업, 공제사업이 51년 만에 독립 법인
으로 전환된 것임. 신설된 농협금융그룹은 금융지주회사 아래 신설되는 은행, 생명
보험, 손해보험과 기존 증권, 선물, 자산운용, 캐피탈 등 7개 자회사가 편입돼 종합
금융서비스 체제를 구축하게 됨. 농협금융그룹의 비전은 ‘아시아를 대표하는 글로벌

치를 극대화하고 경쟁사 수준의 생산성과 수익성, 사업역량을 확보하는 데 맞춰져
있음. 은행의 경쟁력 회복에 전략이 집중될 전망임. 2단계는 2015년까지 종합금융
그룹으로서의 리더십을 강화함. 이때는 총자산 295조원, 당기순이익 2조2000억원,
ROA 0.8%, ROE 10.2%를 목표로 하고 있음. 이 단계에서는 국내 선도은행으로서
도약하고 지속적인 업그레이드와 자회사간 시너지 극대화로 리더십을 확보하는 전
략이 추진됨. 3단계는 2010년까지이며 글로벌 수준의 협동조합으로 나가는 단계임.
총자산 420조, 당기순이익 3조7000억원, ROA 0.9%, ROE 11.5%가 목표치임. 국내
대표 은행의 위치를 공고화하고 아시아 선도 금융그룹 브랜드를 구축하는 한편 해
외에선 M&A 추진을 통한 아시아 시장 리더십을 확보하는 단계임. 농협은행은 농협
금융그룹이 시장진입 초기에 안정적인 연착륙 여부를 좌우할 정도로 핵심적 역할을
한 자회사임. 농협은행의 비전은 ‘사랑받는 1등 민족은행’이며 고객, 상품, 채널 등
영업기반이 되는 부문의 역량을 강화하고 변화와 혁신을 통해 생산성, 수익성을 강
화하는 중점 추진 방향임. 농협생명과 손해보험은 각각 ‘1등 보험사’ ‘열린 보험사’
라는 비전을 수립하고 채널다각화 및 지역농축협 채널 활성화, 상품중심의 포트폴리
오 다각화, 고객서비스체계 개선, 선도적 자산운용체계 구축, 전문역량 제고, 선도적
경영관리 기반 구축 이라는 6대 전략방향을 토대로 농업인 실익보험을 지속적으로

한국형 증시 IT시스템 베트남 등 해외시장서 수출 상한가
○ 글로벌 증시의 생존 경쟁이 심화되고 있으며, 2010년 하반기 이후부터 세계 주요
증시간 인수합병이 재점화되고 있기 때문임. 이에 맞대응하기 위해 KRX는 ‘해외사
업’의 카드를 내들었으며, 해외사업의 추진 방향은 크게 증권시장 IT시스템 수출 사
업과 신흥시장 지원 사업으로 나뉨. 이 같은 사업에 따른 기대효과는 크며 우선은
물론 증권인프라 수출 확대임. 하지만 수출뿐이 아님. IT시스템이 수출되면 이에 따
른 수입 또한 확보할 수 있으며, 신흥시장 지원 사업을 통한 효과도 점쳐볼 수 있
음. 장래 IT인프라 수출 시장 육성 및 향후 배당수익 또는 지분 매각 차익을 통한
자본이득이 그것임
○ IT시스템은 증권시장의 핵심인프라이며 IT시스템의 보급은 곧 증권시장의 보급이라
할 수 있음. 그렇다면 KRX의 IT시스템은 어느 정도 보급됐을까. 현재까지 추진 경
과는 가장 먼저 수주한 곳은 말레이시아거래소(Bursa Malaysia; BM). KRX는 “2006
년 5월 수주에 성공하고 2008년 1월에 개발을 마쳤다”면서 “성공적인 개발에 만족

한 말레이시아측의 요청에 의해 2008년 4월, 2차 개발 프로젝트를 수주하는 등 다
수의 추가 프로젝트를 수주했다”고 전함. 첫 테이프를 끊고 나서는 베트남, 필리핀,
중앙아시아 등 수출시장 다변화를 본격적으로 꾀했으며, 그러던 2009년 10월, 베트
남 증권시장 차세대시스템 구축 프로젝트 수주가 확정됐으며 현재는 세부계약에 대
한 협상을 추진하고 있음. 필리핀거래소 시장감시시스템은 작년 5월 계약체결 이후
현재 통합테스트 중이며 오는 5월 가동을 앞두고 있음.
○ 이 밖에 KRX는 아제르바이잔, 태국, 페루, 카자흐스탄, 파나마 등 다양한 권역으로
시스템 수출에 대한 마케팅을 펼치고 있으며 특히, 작년 12월에는 22개 회원국이
참여한 ASEA(아프리카증권거래소연맹) 국제컨퍼런스 참석하여 사업협력을 위한 마
케팅 교두보를 마련했으며 KRX의 대외인지도를 향상하기도 함. 증권시장이 없는 신
흥시장에도 눈을 돌렸으며 신흥국가들은 증권시장의 미개척지인데다, 잠재성 또한
높아 해외사업의 실효성은 클 것으로 예상됨. 실제로 한국, 일본, 호주, 홍콩, 싱가
포르를 제외한 아시아 국가의 경제성장률은 OECD의 5배이며 세계 평균의 2.6배에
달하며 신규투자 규모도 OECD의 2.5배에 달하는데 이는 세계 평균의 3배임. KRX
는 “우리나라 기업 해외진출의 절반 이상이 아시아 신흥국에 집중돼 있다”고 밝히
고 “문화적 유사성이 해외진출에 유리하게 작용한다”고 귀띔했으며 신흥국 중에서
도 KRX는 특히, 정부의 집중지원대상인 동남아 및 중앙아 신흥시장에 초점을 맞추
고 있음
○ 최근 선점한 국가는 캄보디아와 라오스임. 캄보디아의 경우 작년 6월, 합작거래소
설립 등기를 마쳤으며 현물 출자할 IT시스템 개발 또한 완료했으며 이에 따라 이달
중 증권시장을 개장할 예정임. 라오스는 베트남에 이어 한국이 지원하여 개설한 두
번째 증시임. 라오스 증권거래소는 작년 1월 개장했으며 공동 경영진의 지휘아래
안정적인 운영 중이며 금년 중에는 2~3개사 추가 상장이 전망됨. 이 밖에도 KRX는
네팔거래소(NEPSE), 카자흐스탄 거래소(KASE)와의 ‘증시현대화 자문 MOU’를 통해
양국의 자본시장 선진화를 위한 컨설팅 또한 제공하고 있으며 또, 2010년 12월에는
우즈베키스탄 국유자산위원회(SPC)와 MOU를 체결하여 2011년 11월부터 제도 개
선, 시스템 구축, 교육프로그램 제공 등의 업무를 추진한 바 있음. 현재는 미얀마
(증시개설), 벨라루스(증시현대화) 등 신규 사업 개척을 위하여 현지 정부 등과 적
극 협의 중임

해 이같이 전하면서 그러나 하반기 부동산 시장이 회복되더라도 일부 분야에 그치
는 국지적 회복세가 될 것으로 전망함
○ 그는 이 기간 중저가 아파트와 도심 외곽에 있는 합리적인 가격대의 빌라와 단독주
택 등이 회복세를 보일 것이라면서 주택 등 부동산 가격이 전반적으로 급등하는 현
상이 발생할 가능성은 적어 보인다고 말함
○ 이 관계자는 따라서 올 하반기가 부동산을 적정가격에 매입할 수 있는 호기가 될
것이라고 설명했으며, 그는 상반기의 경우 인플레 억제책 등 부동산 시장이 현재
직면하고 있는 걸림돌이 여전히 이어질 것이라고 밝혔음
○ 실제 부동산 가격이 극도로 불안한 양상을 보이면서 거래도 거의 중단된 상태라고

베트남 펀드 환매 타이밍 고민
○ 베트남 펀드가 증시 활황에 힘입어 모처럼 괜찮은 수익을 내고 있음. 그러나 베트남
증시의 높은 변동성에 여러 번 당한 경험이 있는 투자자들은 지속 상승을 낙관하지
못하는 분위기임.
○ 베트남 VN지수는 26일 458을 기록하며 연초 이후 30.4% 상승을 기록 중이며, 아
시아 이머징 시장은 물론 전 세계 주요국 증시를 통틀어 가장 높은 상승률이며, 국
내 증권사들은 올 초 VN지수 상한선을 420 전후로 내다봤으나 이미 목표치를 훌쩍
넘겨버렸음. 지난해 12월 급격한 시장 하락 이후 저가 매수세가 강하게 유입됐고
연초 이후에는 유럽발 유동성이 지수를 끌어올렸음
○ 특히 베트남 개인투자자들의 투자 심리가 회복된 것이 지수 회복의 최대 견인차로
지목되며, 이에 힘입어 베트남 펀드 수익률은 고공 행진을 이어가고 있음. 국내에서
운용 중인 11개 베트남 주식혼합형 펀드의 연초 후 평균 수익률은 20%에 육박함.
`동양베트남적립식1(주식혼합)A`가 32.06%로 가장 좋고 나머지 펀드도 20% 전후
수익률을 보이고 있음
○ 최근 수익률이 회복되면서 `환매`와 `계속 보유` 사이에서 갈등하는 투자자들이 늘어
나기 시작했으며, 물론 50%대 손실을 기록 중인 초기 투자자는 아직 환매를 고려하
긴 이름
○ 그러나 적립식 투자자 중에선 가입 시점에 따라 손실 폭이 한 자릿수대로 줄어든
투자자도 적지 않으며, 예측성이 떨어지는 베트남 증시의 특수성을 고려하면 고점
을 기다리기보다 어느 정도 올랐을 때 파는 것이 안전한 선택일 수 있음
○ 반면 베트남 증시가 이제 막 회복 국면 초입에 들어섰다고 보는 투자자 중에선 환
매 대신 추가 불입을 고려하는 사례도 있음. 윤항진 한국투자증권 연구위원은 "물가
안정과 금리 인하 등 우호적 환경 조성이 최근 베트남 증시 상승을 견인하고 있다"
며 "올해 중 VN지수가 500~550까지 간다는 것이 시장 컨센서스"라고 전함
○ 반면 이계웅 신한금융투자 글로벌팀장은 "베트남 증시는 규모가 작고 경제 외적 변
수가 많아 시장 방향성을 점치기 어렵다"며"최소 몇 년을 내다보는 장기 투자가 아

베트남 3월 인플레 부담 낮아져
○ 베트남의 인플레이션 부담이 낮아질 것이란 전망이 나왔음. 블룸버그통신은 베트남
하노이 시의 3월 소비자물가지수(CPI)는 14.15%로 2월의 16.55%에 비해 낮아졌다
고 24일(현지시간) 보도함. 통신은 "인플레 압력 완화는 식품 가격의 동결과 통화
관리 강화에 기인한 것"이라며 "베트남 정부가 통화정책 완화에 나선 것이 경기를
끌어올렸다"고 풀이함
○ 연초 베트남 정부는 올해 GDP 증가율을 6.5%로 예상했으나 국제 금융기관과 신용
평가사들은 이보다 낮은 6% 수준으로 전망한 바 있음. 베트남 정부는 최근 인플레
이션 압력이 약해지고 은행들의 유동성 문제가 개선됨에 따라 기준금리를 14%까지
낮췄음
○ JP모건체이스의 매트 힐더브랜트 이코노미스트는 "베트남의 인플레이션 둔화 움직
임은 소비 지출 확대와 통화정책 완화로 이어진다"며 "경기 침체 완화 가능성을 시
사하는 것"이라고 전망했으며, 매트는 "투자 심리 회복에 좋을 것"이라며 "베트남
경제의 거시적 안정 여부는 인플레이션 완화에 달려 있다"고 설명함
○ 그러나 통신은 "베트남은 아시아 17개국 중에서도 가장 빠른 인플레이션을 보이고

한-베트남 에너지자원 협력채널 강화
○ 지식경제부(수석대표 : 김창규 전략시장협력국장)와 베트남 산업무역부(수석대표 :
Cao Quoc Hung 에너지총국 부총국장)는 지난 23일 서울 신라호텔에서 ‘한-베트
남 에너지자원분과위원회’를 개최함. 한-베트남 에너지자원분과위는 양국 간 에너
지·자원 협력 채널이었던 한-베트남 자원협력위원회가 한-베트남 공동위원회(2011
년 5월 설치, 지경부장관-베트남 산업무역부장관) 산하로 편입되면서 설치됨
○ 편입 이후 처음 개최된 이번 회의에 한국 측은 김창규 전략시장협력관을 수석대표
로 석유공사, 광해관리공단, 가스안전공사, 에경연, 지자연, 동양강철, 삼성물산 등

10개 기관 29명이 참석했고 베트남 측은 카오 쿠오 헝(Cao Quoc Hung) 산업무역
부 에너지총국 부총국장을 수석대표로 PVN, EVN, ISEA, 비나코민 등 6개 기관 10
여명이 참석함
○ 이번 회의에서 양측은 자국의 에너지·자원 현황과 전망, 에너지 정책 등을 소개하
고, 광물자원, 전력산업, 석유‧가스 협력 등의 세부의제에 대해 현안과 관심사항을
협의했으며, 양국은 석탄광, 알루미늄 제련공장, 희토류 광상 탐사 등 현재 추진 중
인 베트남 내 광물자원 개발 프로젝트를 점검하고, 원활히 진행될 수 있도록 지속
적으로 노력해 나가기로 함
○ 또한 양국 석유공사간 신규 유전 공동개발, 석유비축기지 운영을 포함한 포괄적 협
력 등 석유‧가스 부문 협력도 원활히 진행될 수 있도록 지원해 나가기로 했으며, 아
울러, 베트남 가스안전체계구축지원 사업을 추진하기로 했으며 이를 통해 베트남내
가스안전 확보에 기여할 뿐만 아니라 향후 관련 우리 기업의 베트남 진출 기반을
구축할 것으로 기대되고 있음

베트남 총리, “남북화해에 기여할 준비돼”
○ 응웬 떤 중 베트남 총리는 한국과의 협력 잠재력이 여전히 크다며 양국의 전략적
동반자 관계를 한층 강화해야 한다고 강조함. 중 총리는 25일(현지시간) 하노이 총
리 공관에서 연합뉴스와 한 단독 인터뷰를 통해 이같이 밝히면서 향후 고위급 관리
들의 교류는 물론 문화와 교육, 예술 등 각 부문의 교류를 활성화해야 한다고 말함.
중 총리는 특히 베트남은 한반도의 평화와 번영을 바라고 있다면서 "우리는 남북한
의 대화와 협력, 화해를 위해 기여할 준비가 돼 있다"고 설명함
○ 서울에서 열리는 제2차 핵안보정상회의의 의미는 ?
▲중 총리 :이번 회의는 각국 정상들이 만나 의견을 교환하고 핵안보 분야의 협력을
강화할 수 있는 중요한 행사며, 미국에서 열린 제1회 회의와 서울의 2차 회의에 수
많은 국가 정상들과 기구대표들이 참석하는 것은 핵무기 확산 억제와 핵안전 보장
에 국제사회가 지대한 관심을 두고 있음을 반영하는 것으로 볼 수 있음. 이번 회의
는 특히 베트남을 비롯한 개발도상국들이 핵 안전 보장과 평화적인 목적의 원자력
개발을 위해 국제협력을 강화하고 경험을 공유하고, 나아가 선진기술에 접근할 수
있는 기회라고 봄
○ 베트남이 그동안 핵 안전보장을 위해 기울인 노력과 이번 회의에서 제시할 안건은

▲중 총리 :베트남은 핵 안전보장에 관한 일관된 정책을 지속적으로 강조하기 위해
이번 회의에 참가하며 베트남은 핵 에너지 개발과 적용 과정에서 핵 안전보장을 최
우선시하고 있으며, 핵무기 확산 억제 노력과 평화적인 목적의 핵 에너지 사용국의
권리를 옹호함. 베트남은 이번 회의에서 그동안 핵 안전을 보장하기 위해 노력해온
점들을 강조할 예정이며 현재 베트남은 의료와 농업 등의 분야에서 핵기술을 다양
하게 응용하는 등 원자력 개발을 시작하고 있음. 또 지난 수년간 최고 수준의 핵 안
전보장기준을 달성하기 위해 법률 등 규제시스템 구축에 대한 노력을 아끼지 않는
한편 국제협력을 강화하고 관련 국제협약도 준수하고 있으며, 특히 원자력 에너지
분야의 안전보장대책을 위한 별도의 국가계획을 운용하고 있음. 또한 베트남 최초의
원자력 프로젝트를 운영하는 과정에서 안전을 보장하기 위해 국제원자력기구(IAEA)
및 관련국가들과 긴밀히 협력하고 있음. 이밖에 핵물질 및 방사능 물질의 불법운송
을 막기 위해 각국과 협력을 강화하고 있으며, 핵테러 방지와 관련된 국제활동에도
적극적으로 참여하고 있음
○ 양국은 전략적 동반자 관계를 구축한 데 이어 올해로 수교 20주년을 맞는다. 양국
관계에 대한 평가와 향후 발전계획에 대한 견해는 ?
▲중 총리 : 우선 양국관계가 급속히 발전한 데 대해 매우 기쁘게 생각하며, 양국의
수천년 역사에 비교하면 길지 않은 20년이지만 양국은 이 기간에 많은 장애물과 난
관을 극복하고 강력한 유대관계를 형성함. 양국은 이제 전략적 동반자 관계를 구축
하면서 상대를 존중하고 이해하는 진정한 우방이 됨. 한국과 베트남은 그동안 모든
분야에서 협력관계를 확대해왔으며, 특히 경제분야에서 한국은 베트남의 가장 중요
한 파트너로 부상함. 지난해 양국의 교역규모는 무려 180억 달러로 늘어났으며, 현
재 한국은 베트남에 약 3천건에 걸쳐 총 240억 달러에 이르는 투자 프로젝트를 진
행하고 있고 대규모 공적개발원조(ODA)도 제공하고 있음. 우리는 정치, 외교, 국방,
안보에서 신뢰를 쌓아가고 있고, 양국 정부와 국민의 우정은 날로 공고해지고 있으
며, 양국의 역사적, 문화적 동질감 외에도 한국에 사는 베트남인들과 반대로 베트남
에 체류하는 한국인 등 수만명의 가족들이 양국을 잇는 징검다리가 되고 있다는 점
을 강조하고 싶음. 현재 양국이 협력 잠재력은 여전히 매우 크며, 특히 경제, 무역,
투자협력은 더욱 그러함. 우리는 앞으로 이런 잠재력을 최대한 발휘, 지속적으로 신
뢰를 강화하고 공고히 해 정치ㆍ경제를 비롯한 모든 분야에서 전략적 동반자 관계
를 더욱 강화해야 하며, 양국 고위관리들의 교류를 지속적으로 추진하고, 문화와 교
육, 예술, 체육 교류를 활발히 해 양국관계의 장기적 발전 기반을 확충해야 함
○ 북한의 핵 프로그램 포기를 위해 중재에 나설 의향이 있나 ?
▲중 총리 : 베트남은 언제나 한반도의 평화와 번영을 희망하고 있으며, 우리는 관
련 당사국들이 한반도의 비핵화와 평화, 안정을 도모하기 위해 노력하는 것을 환영
한다. 베트남도 이러한 목적을 실현하기 위해 노력할 것이며, 한국과 북한의 대화와
협력, 화해를 위해 기여할 준비가 돼 있음

은 베트남의 대외정책 가운데 가장 중요하고 우선시되는 부분 중의 하나임. 양국의
지리적 접근성과 역사적, 문화적 동질성, 여러 가지 협력 잠재력, 양국 지도자들과
국민의 하나된 마음이 지속적인 관계 발전과 두 민족의 우호관계, 번영을 가져다줄
것으로 믿음. 끝으로 한국 정부와 국민이 앞으로 많은 성과를 거두기를 기원함
