현대엠코, 베트남에 해비치리조트 경영기법 “전수”
○ 지난 3일 베트남 하이퐁의 현대엠코 '송지아리조트'. 하노이시내에서 차로 2시간20
여분을 달려 도착함. 리조트 전면에 위치한 호텔 로비에 들어서니 호텔리어들이 단
체손님을 맞느라 분주하였으며, 인근 일본 교세라 프린터공장 직원 200여명이 단체
연회를 열고 있었기 때문임. 서석원 리조트 총지배인(사진)은 "지난 3월 리조트 개
장 이후 단일회사 단체손님으로는 최대규모여서 서비스에 만전을 기하고 있다"고
말함. 그는 이어 "하이퐁 인근에 이만한 시설을 갖춘 호텔이 없어서 인근 외국기업
현지공장 행사를 많이 치른다"고 설명함
○ 호텔 1층 레스토랑의 전면 유리창을 통해 골프장 전경이 한눈에 들어옴. 멀리 하롱
베이부터 이어진 산자락이 병풍처럼 펼쳐지고 눈앞엔 11월인데도 베트남의 따뜻한
기후 덕분에 골프장 페어웨이에는 녹음이 한창임. 시선이 레스토랑 바로 앞쪽 수영
장을 지나면 지난 8월 문을 연 서비스드레지던스 건물이 보이며, 호텔과 서비스드
레지던스 모두 베이지색 벽에 주황색 지붕을 하고 있어 마치 지중해 휴양지 리조트
와 같은 느낌을 줌
○ 지난 3월 문을 연 송지아리조트는 현대엠코의 첫 해외토목사업이라는데 의미가 있
으며, 베트남말로 '송'은 강(江)이란 뜻으로 송지아리조트는 우리말로 하면 지아강리
조트가 됨. 현대엠코는 하이퐁 지아강과 목강변 640만㎡ 부지에 골프와 휴양·주거
시설, 병원과 학교, 상업시설을 함께 갖춘 복합리조트 조성을 추진하고 있음. 골프
리조트는 그 1단계 사업이며, 100만㎡ 부지에 27홀 규모의 회원제 골프장과 60실
규모의 5성급 호텔을 갖췄음.
○ 서 총지배인은 "현재 하노이 골프인구가 3000여명"이라며 "1차로 하노이 골퍼들을
대상으로 마케팅을 하고 있고 이어 국내관광객을 유치하기 위해 캄보디아나 홍콩과
연계된 관광상품을 개발 중"이라고 귀띔했으며, 하노이 주재 한국건설사 직원 중 송
지아리조트를 이용해본 사람이라면 이구동성으로 캐디와 호텔리어의 친절한 서비스
를 칭찬함. 한 건설사 하노이 주재원은 "송지아리조트가 지난 1년간 선진국 수준으
로 직원들의 친절교육을 실시하고 있다고 들었다"며 "실제 캐디들의 서비스가 국내
어느 골프장 못지 않은 수준이라는 데 놀랐다"고 말함. 송지아리조트는 미국 뉴욕
힐튼호텔 출신 지배인을 스카우트해 호텔을 경영하며, 또 골프장은 제주 해비치리
조트와 남양주 해비치골프장의 경영기법을 도입해 운영 중임
○ 현대엠코는 앞으로 골프리조트에 서비스드레지던스 2개 단지 총 204가구, 타운하우
스 74가구, 고급빌라 98가구 등의 주거시설도 추가로 조성해나갈 계획이며, 서비스
드레지던스 중 78가구는 지난 8월부터 임대에 들어간 상태로 인근 외국기업 현지법

인이나 현지공장 고급 간부들이 주로 입주한다고 함
○ 골프장은 페어웨이와 그린을 따라 지아강과 목강의 풍경을 만끽할 수 있도록 설계
됐으며, 골프장 페어웨이 곳곳에서 꿈틀거리는 번데기만한 애벌레들을 볼 수 있음.
서 총지배인은 "지아강의 수질보호를 위해 독성이 약한 친환경농약을 쓰고 있다"며
"애벌레들이 그 증거"라고 말했고, 서 총지배인은 이어 "송지아리조트가 지아강 상
수원 구역에 위치해 앞으로 이 지역에 추가적인 골프장 건설 승인은 없을 것"이라
며 "송지아리조트가 하이퐁 일대에서 독보적인 경쟁력을 갖추는 셈"이라고 강조함
○ 페어웨이 한편엔 고급빌라의 샘플하우스가 지어져 있으며, 호텔이나 서비스드레지던
스와 같은 지중해풍이다. 2008년 금융위기가 아니었으면 골프장과 함께 분양을 할
계획이었는데 베트남도 분양시장이 침체돼 건설계획이 늦춰졌음. 서 총지배인은 "고
급빌라 프로젝트 규모가 총 1600억원 정도"라며 "사실상 골프리조트사업의 가장 중
요한 부분"이라고 말함. 그는 이어 "하노이-하이퐁간 고속도로가 2014년 개통되면
하노이에서 1시간 정도면 리조트에 도착할 수 있다"며 "부동산시장도 회복 기미를
보이고 있어 시장상황을 봐가며 빌라 분양시기를 조율할 것"이라고 밝힘

한국기업, 베트남 시장 선점 경쟁 “후끈”
○ 우리 기업들의 베트남 진출 열기가 뜨거움. 베트남은 포함한 캄보디아, 라오스, 미
얀마 등 메콩강 경제권역 아세안(동남아국가연합) 국가로 진출하는데 거점이 되기
때문임. 14일 대한상공회의소와 재계에 따르면 이들 국가는 '포스트차이나' 시대의
생산기지이자 소비시장으로 급부상하고 있으며, 특히 베트남은 올해부터 고도성장
정책을 적극적으로 추진하고 있어 교두보로 활용하려는 우리 기업들의 욕구와 맞물
림. 최근 우리 기업들은 유통, 물류, 보험 등 다양한 업종에서 개척에 나서거나 기
존 진출 사업을 확대하고 있으며, 중소기업들도 중국보다 상대적으로 낮은 인건비
와 세제혜택 등 우호적인 사업 환경 때문에 관심을 베트남으로 돌리고 있음. 최근
대기업 총수와 베트남 정ㆍ재계 인사들과의 교류가 눈에 띄게 잦아졌고, 금호아시
아나그룹 박삼구 회장은 지난 9일 한국을 방문중인 쯔엉떤상 베트남 국가주석을 본
사로 초청해 교류 활성화와 경제 협력을 논의함
○ 금호아시아나는 아시아나항공이 지난 1993년 국내 최초로 호찌민에 취항한 것을 시
작으로 금호건설과 금호타이어, 금호고속 등 계열사들이 활발히 사업을 펼치고 있으
며, 금호타이어는 2008년 타이어 공장을 짓는 등 금호아시아나는 베트남에 총 5억
달러를 투자하고 8천여명의 고용을 창출함. LS그룹 구자열 회장도 이날 쯔엉떤상
주석과 만나 협력 강화에 대해 의견을 주고받았으며, LS전선은 1996년 베트남에 진
출해 매년 3억5천달러 안팎의 매출을 올리고 있고, 한화그룹 김승연 회장은 앞서

지난달 25일 대한생명 신은철 부회장과 한화건설 김현중 부회장, ㈜한화 무역부문
박재홍 대표, 푸르덴셜투자증권 이명섭 사장 등을 태우고 베트남 하노이로 날아갔
고, 한ㆍ베트남 경제협력포럼을 결성한 김 회장은 호앙쭝하이 베트남 부총리를 예방
해 다방면의 투자 협력을 논의함. 한화는 2009년 대한생명이 국내 보험사중 처음으
로 진출했고, 한화건설은 호찌민 신도시 개발 프로젝트와 고속도로 건설사업 참여를
추진중임. 대한생명 베트남 현지법인은 5천100여명의 고용을 창출했으며, 한화는
시장을 확대해 2015년에는 시장 점유율 5%, 설계사 1만6천명, 초회 보험료 3천400
만달러를 목표로 잡고 있음. 올해 글로벌 '경제영토 확장'을 기치로 내건 한화는 6
개의 글로벌시장 개척단 가운데 아세안 지역본부는 호찌민에 두고 있음
○ 한화 관계자는 "베트남은 아세안 시장 개척을 책임지는 전략적 요충지"라면서 "태양
광 사업과 생산기지 확보, 인프라 구축, 자원 개발 사업, 생명 보험 진출 등을 돕는
역할을 한다"고 말했으며, 신세계그룹 정용진 부회장은 지난 7월 하노이에서 마이후
틴 U&I그룹 회장을 만나 내년 말까지 이마트 하노이 1호점 출점을 추진하는 방안에
관해 협의했고, 정 회장은 이마트의 동남아 진출에 베트남을 주요 거점으로 활용할
방안임. 중국에서의 실적이 저조한 롯데마트는 지난 9월 롯데베트남쇼핑의 자본금
을 5천만달러 증액할 수 있도록 베트남 투자 당국으로부터 허가를 받아 사업에 탄
력을 얻었으며, 앞서 롯데마트 노병용 사장은 베트남을 방문해 상공부장관 등 정부
관리를 만나 외국자본 제약 완화 등을 요청하기도 함
○ CJ GLS는 지난 7월초 국내 물류업계 가운데 베트남에서 택배사업을 시작함. 하노
이와 호찌민 등 주요 지역 9곳에 배송 네트워크를 구축했으며, 작년 인터넷 이용자
수가 2천600만명을 넘어선 베트남은 온라인쇼핑몰과 택배 산업의 성장 잠재력이 높
은 것으로 CJ GLS는 보고 있음. 중소기업중에서는 락앤락이 두각을 나타내고 있으
며, 락앤락 김준일 회장은 베트남을 수출기지로 정했다. 락앤락은 호찌민 인근 연짝
에 생산공장을 가동하는 한편 붕따우에는 내열유리 공장을 짓고 있음. 김 회장은 중
국이 인건비가 매년 오르고, 세제혜택도 줄어들어 생산기지로서 매력이 없어졌다고
말함. 중국이 일정 규모를 넘지 않으면 투자를 거부하는가 하면 인건비가 무섭게 오
르자 공장을 베트남으로 이전하려는 기업들의 문의가 점차 늘고 있다는 것임
○ 베트남에는 삼성전자가 휴대전화 공장에 1만여명의 직원을 두는 등 2천500여개의
대기업과 중소기업이 진출해 있으며, 내년초에는 경남기업이 하노이에서 초고층 주
상복합건물인 '하노이 랜드마크 타워'를 완공할 예정이며, 이 건물은 높이 346ｍ의
72층짜리 타워동과 48층짜리 아파트 2개동으로 이뤄져 있으며 백화점과 사무실, 극
장 등 다양한 시설이 들어서고, 연면적은 60만9천637㎡로 세계 최대임. 세계 최고
층 빌딩인 두바이의 부르즈칼리파 보다 큼. 이는 국내 기업이 베트남에 투자한 사
업중 역대 최대 규모라고 함. 베트남은 세계 1위의 투자국인 한국에 우호적인 여건
을 제공하면서 지속적인 투자를 유인하고 있음. 이에 따라 한국무역협회는 지난 9
월 메콩강 경제권 시장으로 진출하는 우리 기업들을 지원하기 위해 호찌민지부를
마련함

○ 올해초 베트남 공산당은 전당대회에서는 2015년까지 매년 국민총생산(GDP) 7.5%
의 고도성장 전략을 채택했고, 1인당 국민소득도 작년보다 1.7배 많은 2천달러까지
끌어올리기로 함. 대한상의 베트남사무소 집계에 따르면 우리 기업의 베트남 누적
투자건수는 2천823건, 투자금액은 234억달러로 세계 1위다. 베트남 투자금액에서
한국은 미국(7위)과 일본(4위), 싱가포르(3위) 등을 앞지름. "2020년까지 경제 규모
를 2.2배 성장시킬 계획을 잡은 베트남은 경공업이나 신발제조업, 섬유업 등에서
탈피해 IT업종 등 부가가치가 높은 산업 비중을 늘릴 것"이라고 전망함. 또 생산 제
품의 주변국 공급을 위한 유통업종을 포함해 플랜트 사업 등이 유망한 협력 분야가
될 것이라고 설명함

롯데마트, 베트남에 “제주감귤” 수출
○ 롯데마트는 인도네시아와 베트남 현지 매장에서 제주 감귤 판매를 시작한다고 15일
밝혔으며, 이를 위해 롯데마트는 지난 8월부터 제주농협연합사업단과 연계해 감귤
해외 판매를 위한 준비 작업을 진행함. 이후 3개월여만인 15일 인도네시아로 첫 물
량을 수출, 오는 28일부터 6개 매장에서 첫 판매에 들어감. 또한, 1주일 후인 22일
경에는 베트남으로도 물량을 보내 28일부터 2개 매장에서 판매를 시작할 예정임
○ 이번 제주 감귤 수출이 특별한 이유는 현지 수출입업체를 거쳐 도매상을 통해 유통
되는 기존 방식에서 탈피했으며, 수출입업체는 통관 업무만을 담당하며 판매처인 롯
데마트와 직접 거래를 통해 상품을 공급하는 첫 사례임. 기존에도 제주 감귤은 러시
아, 미국, 영국과 일부 동남아 국가로 수출되고 있지만, 소량을 현지 도매상 측에
납품하는 방식이었음. 이 때문에 판매처와 직접 연계해 상품을 공급하는 방식은 아
니어서 지속적인 거래나 규모 확대가 어려웠음
○ 하지만, 직접 거래를 통해 상품을 공급하게 되면 안정적인 판로를 확보할 수 있게
됨. 따라서 외부환경 변화에도 지속적인 거래 관계 구축이나 취급 규모 확대가 쉽고
또, 유통단계를 줄여 가격이 10% 가량 저렴해져 상품 경쟁력이 높아지며, 데이터
확보도 가능해 지속적인 수출 확대로 이어질 수 있다는 설명임. 롯데마트는 제주농
협연합사업단과 함께 올해 연말까지 총 5회에 걸쳐 인도네시아와 베트남에 총 50톤
의 물량의 제주 감귤을 수출해 판매할 예정이며, 판매 동향을 분석한 후 내년에는
200톤 가량으로 그 규모도 확대할 계획임
○ 최춘석 롯데마트 상품본부장은 "세계 7대 경관으로 제주도가 선정됨에 따라 제주도
의 인지도가 높아져 상품들도 세계로 뻗어갈 수 있는 기회를 갖게 됐다"며 "롯데마
트의 해외 점포망을 통해 대표 상품인 감귤의 세계화를 적극 도울 계획"이라고 말

“베트남, 한국 원전 건설지로 빈딘성 유력”
○ 최근 한-베트남 정상회담 이후 한국의 참여 가능성이 훨씬 크진 베트남 원자력 발
전소 5.6호기 건설 예정지가 중부 빈딩성이 유력한 것으로 알려졌으며, 현지 소식통
은 14일 연합뉴스에 "애초에는 오는 2022년까지 가동을 목표로 하는 원전 5. 6호기
가 남북부 닝투언성에 들어설 것으로 알려진 것이 사실"이라면서 "그러나 안전성과
경제성 등을 종합 검토한 결과 중부 빈딩성에 건설하는 방안이 유력하게 제시됐다"
고 밝힘
○ 익명을 요구한 이 소식통은 "베트남 측이 공동제안서에서 건설 예정지로 10개 지역
을 제시해왔으나 지진과 쓰나미 등 재해 가능성과 경제성 등을 검토한 결과 5. 6호
기가 들어설 최적지로 빈딩성이 사실상 정해졌다"고 주장함. 는 이어 "닝투언성이
러시아 몫인 1. 2호기와 일본 몫인 3. 4호기가 각각 건설될 예정이기 때문에 이와
관련한 여러 가지 국제적인 문제도 고려 대상에 포함시켜 빈딩성으로 정한 것으로
들었다"고 말함
○ 소식통은 "빈딩성으로 후보지가 정해졌기 때문에 조만간 한국 정부의 지원으로 사전
타당성 조사가 이루어질 예정"이라면서 "빈딩성은 닝투언성과 달리 지진과 쓰나미
영향권에서 크게 벗어난 데다 주민 수가 적어 안전성 문제와 이주보상비도 상대적
으로 적어 경제성이 크다는 평가를 받고 있다"고 설명함. 그는 또 "베트남 국회는
안전성 문제 등을 놓고 러시아와 일본이 수주한 원전 건설 1. 2차 계획에 대해 부
정적인 시각을 가져온 것도 사실"이라면서 "이런 기류를 고려할 때 한국이 주도하는
3차 계획이 자금 지원 문제만 해결되면 먼저 진행될 가능성도 배제할 수 없다"고
주장함
○ 소식통은 "빈딩성에 한국 기술로 1천400㎿급 원전 2기가 들어서면 그동안 전기 부
족으로 많은 어려움을 겪어온 두산중공업, 효성 등 한국 기업들에 대한 전력 공급이
수월하게 이뤄져 베트남에 대한 한국 기업의 진출이 활발해질수 있을 것"이라고 내
다봤으며, 앞서, 이명박 대통령과 쯔엉떤상 베트남 국가주석은 8일 청와대에서 정상
회담을 마친 뒤 ‘한-베트남 정상 공동성명’을 통해 한국의 기술을 적용한 베트남 원
전 개발과 원전 인력양성ㆍ기술이전 등 우리측 제안을 바탕으로 원전 후속협력 사
업을 적극 추진키로 합의함

○ 이에 따라 베트남이 추진 중인 원전 5ㆍ6호기 건설의 한국 수주 가능성이 한층 밝
아졌으며, 향후 양국간 원전 건설 논의가 급물살을 탈 전망이며, 한편, 일본도 지난
달 말 일본을 방문한 응웬떤중 총리와 노다 요시히코(野田佳彦) 총리와의 회담 후
지난해 10월 수주한 원전 건설과 이에 따른 지원 의지를 재확인함

베트남 바이어 한국 한방 바이오 제품 “넘버 원”
○ 중국ㆍ베트남 바이어가 대구경북 지역 한방ㆍ바이오 제품에 반함. (재)대구테크노파
크(이하 대구TP) 바이오헬스융합센터와 한방산업지원센터는 최근 호텔 인터불고에
서 ‘2011 중국ㆍ베트남 유망바이어 초청 수출상담회’를 개최, 총 63건의 상담건수
를 통해 50만 달러 수출계약을 체결하는 성과를 올렸다고 15일 밝힘. 또 참가 바이
어의 지역 제품에 대한 긍정적 반응에 따른 추후 상담이 진행되고 있고, 추가로
150여만 달러 계약도 예상된다고 설명함
○ 중국ㆍ베트남 현지 종합유통업체 및 무역상사 등 관계자 20여명이 초청된 이번 수
출상담회에는 지역의 대경 바이오기업 수출협의회 10개사가 참여했으며, 대경 바이
오기업 수출협의회는 (주)피오코리아, 일심제약, (주)약령시사람들, 한방미인 화장품,
영풍물산, (주)위버제네시스, (주)약령시명가 담우리, (주)제이더블유바이오, (주)청보
건강, 튤립인터내셔널 주식회사로 구성돼 있음. 기초화장품을 중심으로 한 기능성
제품을 생산하는 한방미인화장품은 800여개 매장을 가진 베트남의 갓반사(Cat van
sa co)와 25만 달러 수출계약을 체결함
○ 또 냉동식품을 생산하는 영풍물산은 베트남의 주요 백화점과 슈퍼 유통망을 가진
반띤푸(Van thinth phu co)와 부침개, 떡볶이 등의 제품에 대해 2억원의 수출계약
을 올렸으며, 경옥고 관련 제품을 생산하는 (주)약령시사람들은 중국 심천다가은진
출 유한공사와 10억원 규모의 한중 합작회사 설립에 합의, 2년 이내 공동합작사를
통해 홍콩ㆍ미얀마 및 중국 전역으로 진출할 계획으로 이번 상담회에서 1차로 20억
원 규모의 수출 계약을 협의 중임
○ 이밖에 천연물을 이용한 기능성 제품 및 원료를 생산하는 (주)위버제네시스는 베트
남의 킴쾅앤파마(KIM HOANG AN PHARMA co)와 50만 달러, 한방의약품을 전문으
로 생산하는 일심제약도 킴쾅앤파마와 15만 달러에 달하는 계약을 각각 조만간 체
결할 예정임

베트남 주식시장 고전 면치 못해
○ 요즘 베트남 주식시장도 날씨처럼 고전을 면치 못하고 있으며, 증시침체와 과당경쟁
이 이어지고 있는데 베트남 정부는 이렇다할 리더십을 보여주지 못하고 있고, 시장
은 더이상 무너지지 않고 횡보하고 있지만 과거의 활력은 찾아보기 어렵고, 2007년
한때 1167포인트까지 올랐던 베트남VN지수는 이달 14일 현재 391.74까지 3분의1
토막이 난 상태임. 2009년 글로벌 증시 반등으로 600포인트까지 반짝 반등했으나
그 이후 우하향 추세가 지속되고 있음. 현재 베트남에는 약 100여개 증권사가 영업
중이다. 2007년 증시붐 때 정부가 라이선스를 남발한 탓이며, 시가총액이 한국증시
의 5%에도 채 못 미치는 점을 감안하면 과당경쟁이 도를 넘었음
○ 베트남 경제도 그다지 밝은편이 못됨. 엄은상 미래에셋증권 베트남법인 주식영업본
부장은 "올해 예상 인플레이션이 19%이고, 예금금리는 비공식적으로 18%에 달한다
"며 "베트남에는 이자소득세도 없어 이곳 사람들에게는 주식보다 예금이 더 매력적"
이라고 말함. 결국 외국인자금 이외에는 돌파구가 없는데, 베트남 통화인 동화값 약
세로 이마저도 여의치 않은 상황이며, 결국 베트남 정부가 주도적으로 구조조정에
나서야하는데 그 속도는 시장에서 기대하는 수준에 훨씬 못 미침. 오히려 정부는 주
식 신용대출규제를 강화하면서 시장 거래를 위축시키고 있다는 지적도 나오며, 호치
민 증권거래소의 경우 하루 거래대금이 한국돈으로 250억원 밖에 안됨
○ 이처럼 증시가 최악의 상황임에도 불구하고 한국 증권사들은 오히려 투자를 늘리고

베트남 조선공사, 외국 해지펀드에 피소
○ 부실과 방만 경영으로 베트남 경제 위기를 가져온 주범 가운데 하나로 지목된 국영
조선공사(비나신)가 외국 헤지펀드로부터 소송을 당함. 일간 탕니엔은 14일 영국
BBC방송 보도 등을 인용해 네덜란드 헤지펀드인 엘리엇 VIN 네덜란드 BV가 비나
신을 상대로 영국 런던의 상사 중재 법원에 소송을 제기했다고 보도함. 소식통은 비
나신이 영국의 헤지 펀드 엘리엇 어드바이스로부터 오는 2015년까지 10차례 분할
상환 조건으로 빌린 6억 달러의 채권과 관련이 있다고 밝힘
○ 그는 자세한 내용에 대해서는 언급을 회피한 채, 비나신이 지난해 12월 20일로 만
기가 돌아온 첫 상환분 6천만 달러를 상환하지 못하자 소송을 제기한 것으로 안다
고 전함. 소식통은 비나신이 외국으로부터 피소된 것은 이번이 처음이라면서, 앞으
로 유사한 사례가 발생할 가능성이 크다고 덧붙였음. 한편, 쇠고랑을 찬 비나신 최
고경영자(CEO)들은 500억 원이 넘는 손실을 끼친 것으로 드러났다고 공안부가 밝
힘. 공안부는 팜파잉빙 전 회장 등 구속된 9명의 CEO에 대한 비리 수사 결과 이들
이 모두 9천70억 동(534억 원)의 국고 손실을 낸 것으로 드러나 국가 경제 관리법
위반 등의 혐의로 기소됐다고 발표함
○ 빙 전 회장은 총리의 지시를 무시하고 측근인 계열사 사장을 통해 이탈리아로부터
6천만 유로(982억 원)에 자동차 운반선(화센 호)를 도입했으나 이 선박은 고장이 나
는 바람에 39회만 운행되다 고철 신세로 전락함. 이 과정에서 4천700억 동(265억
원)의 국고 손실이 발생했다고 소식통은 밝힘
○ 비나신의 전 CEO들은 또 송홍 및 까이란 화력발전소 건설 사업을 추진하는 과정에
서 낙후된 기계설비를 도입해 설치하고 국제 채권사로부터 자금을 찾으려고 서류를
위조하는 등의 수법으로 모두 3천850억 동(213억 원)의 손실을 끼친 것으로 밝혀졌
으며, 드러난 외채만 6억 달러인 비나신은 지난해 12월 지급유예를 선언함. 비나신
사태는 두자릿수를 넘는 살인적인 인플레, 늘어나는 재정 적자와 무역 적자, 국제신
용평가기관의 베트남 국가신용 등급 하향 조정 등으로 대변되는 베트남 경제 위기
를 부추기는 또 하나의 악재로 지적됨
