베트남 국가주석, 삼성전자 박닌성 공장 방문
○ 한국을 국빈방문(11.8-10)중인 베트남 국가주석은 지난달 23일 새벽부터 베트남 북 부 옌퐁 산업단지 내에 있는 삼성전자 생산법인(SEV)은 특별 방문객 맞이에 분주했 음. 이 방문객은 다름 아닌 쯔엉떤상 베트남 국가주석(대통령)이었으며, 상 주석은 이명박 대통령의 초청으로 한국을 국빈 방문하기 전에 SEV의 성공적인 안착을 직접 확인하고 싶어 했음
○ 상 주석은 SEV 방문에서 베트남 전자산업 육성에 삼성전자의 도움이 절실하다고 강 조함. 그는 초기 단계인 베트남 전자산업이 육성되려면 SEV가 복합단지화를 통해 제품 생산을 다양화하는 것이 좋다고 지적했으며, 제품 생산이 다양해지면 베트남 국내 부품. 소재산업의 움직임도 활발해지고, 이는 곧 관련 산업 발전의 계기가 된 다고 역설했다. 그는 또 이를 위한 연구개발(R&D)기능 확대도 주문함

쯔엉떤상 베트남 국가주석 “베-한 관계 잠재력 중시”
○ 쯔엉떤상 베트남 국가주석(대통령)은 8일 베트남은 한국과의 협력 관계를 중시하고, 이를 강화시켜 나갈 것이라고 밝힘. 상 주석은 이명박 대통령의 초청으로 한국을 국 빈 방문하기 직전 연합뉴스와 단독 인터뷰를 갖고, 한국과의 무역 역조 해결책의 하 나로 베트남산 제품의 한국 수출 확대 여건 조성과 초기 단계인 베트남 부품산업 육성 및 수입 대체품 생산에 한국의 적극적인 지원을 요청할 계획이라고 말함
○ 상 주석은 양국은 지난 2009년 이 대통령의 베트남 방문 당시 체결된 전략적 협력 동반자 관계의 정신에 맞게 관계를 확대해왔다고 평가하고, 수교 20년을 앞둔 시점 에서 이루어진 이번 방한을 통해 양국이 가진 큰 잠재력과 양 국민의 기대에 맞게 관계가 강화되고 심화하도록 큰 방향을 제시할 것이라고 강조함. 그는 이번 방한이 베트남 국가 주석으로서는 10년 3개월 만에 이루어진 것이라면서, 지난 1992년 수 교한 양국은 불과 20년도 되지 않은 짧은 기간에 괄목할만한 관계 발전을 성사시켜 왔다고 역설함

국세청, 베트남 진출 한국기업 세정지원 요청
○ 이현동 국세청장은 베트남 국세청장을 만나 베트남에 진출해 있는 우리나라 기업에 대한 적극적인 세정지원을 요청했으며, 또 양국은 교역과 투자를 활발히 하기 위한 세정환경을 조성키로 함
○ 국세청은 이 청장이 7일 베트남 호치민에서 부이 반 남(BUI Van Nam) 베트남 국세 청장과 제 9차 한·베트남 국세청장 회의를 갖고 이 같은 사항을 논의했다고 8일 밝 힘
○ 이 청장은 베트남 진출 우리 기업이 세무상 어려움을 겪지 않도록 적극적인 세정지 원을 요청했으며, 동시에 우리가 세정상 지원해 줄 수 있는 부분을 적극 협조키로 함

현대그룹, 베트남 등에 사업다각화로 살길 찾는다
○ 현대그룹이 제4이동통신 사업에 뛰어드는 등 적극적인 사업다각화를 통해 활로를 모색하고 있음. 7일 현대그룹과 관련 업계에 따르면 현대증권과 현대유엔아이 등의 계열사는 지난 주말 제4이동통신 사업을 따내려는 중소기업 컨소시엄인 인터넷스페 이스타임(IST)에 1800억원 규모를 투자하는 방법으로 참여하겠다는 통보를 함
○ 현대 관계자는 “제4이동통신 사업에 참여하기로 한 것은 사실”이라면서 “그러나 구 체적인 투자 규모가 확정되지 않았다”고 말했으며, 업계의 한 관계자는 “현대는 주 력 계열사인 현대상선 등이 IST 컨소시엄에 참여하는 방안도 고려했으나 경기에 민 감한 업종이어서 투자에 부담을 느껴 대상에 포함시키지 않은 것으로 안다”고 전함
○ 현대가 투자 방침을 정리함에 따라 IST 컨소시엄은 오는 14∼16일 방송통신위원회 에 사업허가 신청서를 제출할 계획이며, 주파수 할당 신청기한은 18일이다. IST 컨 소시엄은 중소기업중앙회가 설립한 특수목적법인(SPC)이 최대 주주, 현대가 2대 주 주의 지위를 갖게 됨. IST 컨소시엄은 동부그룹이 참여한 것으로 알려진 한국모바일 인터넷(KMI)과 사업권 획득을 위한 경쟁을 벌이게 됨
○ 현대는 지난해 말 현대건설 인수전에서 현대자동차에 고배를 마신 데다 현대아산은 2008년 7월 금강산관광객 피격 사건 이후 3년여째 금강산관광 중단으로 매출손실 이 5000억원대에 달하고 있음. 현대가 제4이동통신 참여로 돌파구를 마련할지 주목 됨. 아울러 현대아산은 국내 건설 사업과 면세점 사업, 관광 사업 다각화를 시도하 고 있음
○ 현대아산은 다음 달부터 내년 1월까지 7차례 베트남·캄보디아 전세기 관광을 실시 하기로 하고 이날부터 관광객 모집에 들어갔으며, 현대아산은 중국 웨이팡 수학여 행, 제주도 인센티브 투어 등도 실시하고 있으며, 2009년 개성공단 면세점에 이어 지난 8월에는 양양 국제공항에 면세점을 열었음. 현대증권은 960억원을 들여 매물 로 나온 부실은행 중 대영저축은행을 인수하기로 함

한화, 베트남 등 글로벌 경영 박차
○ 김승연 한화 회장이 미래사업 글로벌 경영에 박차를 가하고 있으며, 김 회장은 7일 일본 마루베니(􏰀􏰁) 종합상사의 아사다 테루오(􏰂􏰃 􏰄􏰅)사장을 만나 태양광 등 사업협력방안을 논의함. 이 자리에서 김회장은 원전 사고로 전력이 부족한 일본의 태양광 발전 사업 진출에 대한 뜻을 밝히고, 마루베니의 해외사업 조직과 한화의 강 한 실행력을 조합해 상호 윈윈(WIN-WIN) 할 수 있는 협력방안을 제안함

○ 마루베니사는 1858년 설립되어 지난해 매출이 3조6800억엔에 종업원 5700여명인 일본의 대표적인 종합상사임. 이후 김 회장은 도쿄에서 노다 요시히꼬(􏰆􏰃佳􏰇)일 본 총리를 예방했으며, 이 자리에서 김회장은 “한국과 일본의 유능한 젊은이를 모 아 교육을 시키고, 미래 한일관계의 중요한 역할을 하게 하자”면서 한일간의 젊은 인재 상호교류 추진과 양국간 상호관계 발전을 위한 정례적인 모임(포럼)을 제안함
○ 김 회장은 또 “지난 3월 도호쿠 대지진을 겪고 복구에 여념이 없는 일본 국민들에 게 위로의 말씀을 표한다”라고 말하며, “한화가 이와테, 미야기, 후쿠시마현의 유치 원 초등학교에 태양광 발전 시스템을 지원하는 등 복구에 작은 도움을 준 것처럼, 총리께서 도움을 요청하면 성심을 다하겠다”고 추가 지원의사를 밝힘. 이에 대해 노 다 일본 총리는 먼저 한화의 인도적 지원에 감사의 뜻을 표하고, “젊은이들의 한일 교류제안에 깊은 공감을 느끼고, 인재육성 및 진정 가까운 한일관계 발전을 위한 젊 은이들의 노력을 적극적으로 지원하겠다”고 화답함
○ 한편 김 회장은 베트남 하노이에서 25일~26일 이틀간 열린 ‘한ᆞ베트남 협력포럼’ 경제사절단의 한국측 단장으로 대표단을 이끌고 베트남을 방문해 성공적으로 포럼 을 개최했고, 이달 2~3일 프랑스 칸느에서 열린 G20비즈니스 서밋 ‘녹색성장’ 분 과에 참석해 CEO들을 대표하여 ‘녹색성장 투자의 중요성을 강조하고, 이를 위해 화 석연료 보조금을 점진적으로 폐지하자’고 제안했으며, 이후 일본 방문을 마치고 7일 저녁 귀국함

베트남 "올 연말까지 인플레 19%“
○ 베트남의 물가 상승률이 올 연말이면 19%에 이를 것으로 예측됨. 일간 탕니엔은 31일 국회 경제위원회의 말을 빌려 생필품 가격 통제 등 정부의 강력한 반(􏰈) 인 플레 대책 덕택에 최근 물가 오름세가 둔화한 것은 사실이지만 연말에는 인플레가 19%를 기록할 것으로 예상한다고 보도함
○ 이에 따라 베트남은 인플레가 가장 높은 국가군에 포함되게 됐으며, 경제 성장에 많 은 어려움에 직면하게 됐다고 경제위원회는 우려함
○ 지난달 베트남의 소비자물가지수(CPI)는 지난해 같은 기간보다 21.59% 치솟은 것으 로 집계됐으며, 그러나 9월의 22.42%보다는 0.83%포인트 낮아짐
○ 응웬드억끼엔 경제위원회 부위원장은 베트남이 내년에는 인플레를 한자릿수로 낮추 려면 일관적인 긴축정책이 필요하다고 지적함
○ 끼엔 부위원장은 예산의 낭비를 막으려면 추진 사업의 선택과 집중이 무엇보다 필 요하다면서, 기업들도 운영 자금 마련 창구를 은행보다는 점차 주식시장으로 전환 하는 것이 좋을 것이라고 설명함

○ 베트남 하노이 시내의 호안끼엠 호수를 돌다 보면 유럽 스위스 취리히 호수를 보고 있는 듯 마음이 평온해짐. 그러나 하노이 남부의 미딩지역이나 외곽의 건설 현장을 보면 역동적인 베트남의 발전상을 온 몸으로 느낄 수 있으며, 베트남은 인구 9,000 만 명, 15세 미만 인구가 전체 인구의 40%로 젊고 노동력이 풍부해 '제2의 중국'으 로 꼽히고, 또 국민들 대다수가 장차 부강한 나라가 될 것이라는 자신감에 찬 나라 이기도 함
○ 베트남은 중국의 영향으로 유교적 사상이 깊이 남아 있으며, 가족을 중시하고 자녀 교육에 높은 관심을 가지고 있고 외부의 평판에 신경을 많이 쓰면서도 사회주의적

평평등의식이 보편화돼 있음. 특히 중국ᆞ프랑스ᆞ미국 등 세계 열강의 침략을 무찌르 고 독립을 쟁취 했다는 점에서 베트남에 진출하는 기업들은 베트남 사람의 높은 자 존심과 평등의식을 꼭 유념하고 그들을 대해야 할 것임. 특히 건설현장에서 콘크리 트를 치는 여성들을 보면서 악착 같은 국민성과 여성들의 사회적 지위가 높다는 것 에 새삼 놀람.
○ 요즘 하노이에서 약속시간을 맞추는 것이 점차 힘들어 지고 있으며, 점점 더 늘어나 는 차량과 오토바이 행렬 속에서 도로는 갈수록 막히고, 길을 내려고 해도 높은 보 상 요구 때문에 도로개발은 갈수록 힘들어 진다고 함. 최근 하노이 남쪽으로 신도시 개발이 이루어 지고 있는데 경기 침체와 투자재원 부족으로 개발이 중단되는 사례 가 늘어나고 있음
○ 최근 발표에 따르면 철강ᆞ시멘트ᆞ유리제품 등 건자재 매출과 생산이 내수 부족으 로 급감하고 있으며, 철강재는 올 9월까지 재고가 35만톤 쌓여 있고 최근의 공장가 동률은 50%에 불과함. 시멘트 제품은 더욱 심각한데 생산량은 6,000만톤에 달하지 만 제품소비가 전년의 10분의 1 수준인 3,500만 톤에 머물면서 재고가 쌓이고 있 음. 정부의 지원대책이 없으면 많은 건자재 기업이 문을 닫을 것으로 예상됨
○ 건설경기 침체는 세계경제 침체와 전세계적인 인플레이션, 높은 대출 금리, 공급과 잉에 따른 것이며, 베트남의 인플레이션율은 올 들어 20% 대를 넘나들고 있음. 베 트남정부는 연말까지 18%를 자신하고 있으나 이 또한 일반인이 감내하기 힘든 수 준임. 정부는 20~24%에 달하는 대출금리를 안정시키기 위한 가이드라인 제시하고 건설ᆞ소비산업에 대한 대출 규제를 실시하는 등 경기활성화를 위한 금융정책을 실 시하고 있음
○ 인플레이션에 따른 임금인상 요구는 이곳 기업들에는 또 다른 장애요인이며, 올 10 월1일 자로 하노이 호치민 등 대도시의 최저임금이 기존 대비 10만동을 인상한 월 200만동(97달러)으로 오르면서 경기침체에다 임금 부담까지 증가한 업체들이 고통 을 받고 있음. 최근 증권시장에 상장된 상장기업의 2ᆞ4분기 사업보고서에 따르면, 상장기업 중 대부분이 적자이거나 흑자폭이 대폭 감소한 것으로 나타남. 대부분 금 융비용의 과다지출에 따른 것이며 하반기에는 임금인상 등 여타 경영 악재 요인이 반영되면서 적자기업은 연말까지 더 늘어날 것으로 예상됨
○ 최근 호치민시에서 '베트남 투자회담(Viet Nam Investment Summit)'이 개최됐다. 이 행사에 참가한 외국인 투자자들은 베트남 증시에 대해 성장가능성은 높지만 저 평가 매력이 높아 투자 기회가 많은 시장이라고 평가했으며, 공기업 민영화를 통해 증시를 대형화해야 한다는 의견이 나오기도 함. 실제 베트남 증시 시가총액(320억 달러)은 국내총생산(GDP)의 28% 수준으로 인도네시아(51%), 싱가포르(100%)에 비 해 크게 못 미침. 정보의 부족도 언급됐으며, 700개 상장기업 중 외국인 투자자들 이 투자하는 기업은 50여개에 불과한데 이는 정기적인 자료수집이 어렵기 때문임. 통화인 동화 약세에 대한 언급도 있었고, 동화 약세는 결국 외국인 투자자의 투자

○ 그러나 대부분의 투자자들은 높은 금리와 인플레이션에 따른 유동성 부족에도 불구 하고 경제 상황이 좋아지고 모든 것이 명확해질 때까지 기다리다간 좋은 투자 기회 를 놓칠 수밖에 없다고 입을 모았음

세계은행은 베트남이 합리적인 경제성장을 유지한다는 가정 하에 2030년까지 인구 1억명, GDP 1,000억달러를 달성할만한 개발도상국으로 꼽았으며, 베트남 사람들도 스스로 부강한 국가가 될 수 있다는 자신감에 차 있음. 올해 새 정부가 출범하면서 정치적 여건 상 미뤄졌던 경제정책 등이 내년부터 본격적으로 시행될 것으로 점쳐 지고 있음. 내년에는 6%대의 경제성장을 이루면서 안정을 되찾을 것으로 전망함

베트남-캄보디아 전세기 관광
현대아산은 오는 12월부터 내년 1월까지 7차례에 걸쳐 베트남-~캄보디아 전세기 관광을 진행한다고 7일 밝혔으며, 현대아산은 지난 9월에 베트남 항공과 전세기 계 약을 체결하고, 중부권 종합여행사‘뉴세림항공여행사’를 관광총판으로 선정해 7일부 터 본격적인 모객에 들어감
○ 이번 패키지는 4박 6일 일정으로 청주공항을 출발해 베트남 북부 하노이, 하롱베이, 캄보디아 앙코르와트 등 한 번에 두 나라의 주요 관광지를 둘러볼 수 있는 것이 특 징임
○ 관광요금은 베트남 불교의 성지‘옌뜨국립공원’, 캄보디아 전통공연‘압살라디너쇼’, 유류할증료, 여행자보험, 전일정 식사 등을 포함해 120만원대로 저렴한 수준이며, 현대아산은“지난 여름에도 백두산 전세기 관광을 운영해 97%의 높은 탑승률을 기 록했다”며“이번 패키지도 좋은 성과를 기대하며 예약상황을 고려해 2월까지 추가 운영할 계획”이라고 말함

베트남-일본, 국방차관급 대화 정례화 합의
○ 남중국해 영유권을 놓고 중국과 베트남, 일본, 필리핀 등 관련국 간의 갈등이 고조 되는 상황에서 베트남과 일본이 국방 차관급 대화를 정례화하기로 했다고 국영 베 트남 통신(VNA)이 3일 보도함
○ VNA는 일본을 방문 중인 응웬떤중 베트남 총리가 지난 1일 노다 요시히코(􏰆􏰃佳 􏰇) 일본 총리와 서명한 전략 동반자 합의서에 양국 국방 차관급 대화를 정례화하 는 내용이 포함돼 있다고 전함
○ 양국 총리는 남중국해의 평화와 안정이 국제사회의 공동 이해에 맞는다는 데 공감 을 표시하고, 특히 지난 2002년 남중국해 분쟁 당사국 간에 체결된 남중국해행동선 언(DOC)의 준수가 필요하다고 강조함
○ 두 사람은 이어 남중국해상의 자유 항해는 지난 1982년 체결된 유엔 해양법협약을 포함한 현 국제법에 걸맞고 분쟁을 평화적으로 해결하는 토대라는 데도 인식을 함 께했음. VNA는 그러나 차관급 대화가 언제, 어떤 내용으로 열릴 것인지 등 구체적 인 내용에 대해서는 언급하지 않았음
○ 외교 관측통은 양국 간의 국방 차관급 대화 정례화 합의는 지난달 24일 일본을 방 문한 풍꽝타잉 베트남 국방 장관과 이치카와 야스오(􏰉􏰊􏰋􏰌) 일본 방위상 간에 교 환된 '방위 협력. 교류에 관한 각서'의 후속 조치라고 풀이함
○ 이 각서는 남중국해에서의 노골적인 영향력 확대를 견제하기 위한 것으로 지난 2009년 12월 싱가포르에 이어 두 번째임. 각서는 양국 방위 당국의 차관급 정기 교류와 자위대 등 실무 수준의 상호 방문 정례화 등의 내용을 담았음
