홍콩의 '허브 프로젝트'는 FTA를 두고 아우성치고 있는 정치권에도 참으로 많은 걸 시사합니다.

오늘 홍콩의 또 다른 허브를 하나 소개합니다. '지식 허브(Knowledge Hub)'입니다. 아시아의 교육 중심지가 되겠자는 것이지요. 아시아의 인재를 홍콩으로 끌어들여 교육 센터로 만들겠다는 프로젝트를 추진하고 있습니다. 실제로 중국 대륙의 인재들이 홍콩으로 대거 남하(南下)하고 있고, 우리나라 외고 졸업생들도 홍콩 대학으로 유학을 떠납니다.

중국에서도 대입시험은 ‘국가 대사’다. 6월에 ‘가오카오(高考)’라는 이름으로 실시된다. 가오카오가 끝난 후 각 성(省)·시(市)별로 ‘장원(壯元)’이 발표된다. 우리식으로 치면 수석이다.

그런데 지난 7월 가오카오를 끝낸 중국 교육계가 발칵 뒤집혔다. 베이징시 문과 공동 수석을 한 학생 3명과 이과 수석 1명이 모두 중국을 ‘포기’했기 때문이다. 그들은 베이징(北京)대·칭화(淸華)대 등 중국의 명문대 대신 홍콩을 선택했다. 문과 수석 3명은 홍콩대, 이과 수석은 홍콩과기대학에 진학했다. ‘베이징대·칭화대는 이제 2류 대학으로 전락했다’는 얘기도 들린다.

중국 인재는 왜 홍콩으로 몰릴까.



홍콩 구룡(九龍)반도에 위치한 홍콩과기대. 캠퍼스 곳곳엔 동아리 새내기 모집 광고가 어지럽게 붙어 있다. 바다가 훤히 보이는 도서관은 숨소리가 들릴 듯 조용했다. 우리나라 대학과 크게 다르지 않은 모습이다.

올해 입학한 장원을 만나고 싶었다. 그러나 학교 관계자는 “아직 신입생이라 면학 분위기를 해칠 수 있다”며 다른 ‘천재’를 소개했다. 도서관 옆 라운지에서 만난 컴퓨터수학과 3학년 천치펑(陳啓峰·진계봉). 중국 광둥(廣東)성 중산(中山)시 출신인 그는 대륙의 이름난 ‘컴퓨터 천재’다. 고등학교 시절 중국의 각종 컴퓨터 대회에서 세 번이나 우승했고, 2007년엔 크로아티아 자그레브에서 열린 국제정보학올림피아드에서 금메달을 땄다. 베이징대·칭화대 등 명문대에서 러브콜이 쏟아졌다. 전액 장학금 제의도 있었다. 그러나 그는 홍콩과기대를 선택했다.

“홍콩에 오면 세계 각지에서 온 선생님을 만날 수 있고, 세계적 수준의 선진 학문을 접할 수 있을 것이라고 판단했습니다. 옳은 선택이었지요. 교환학생 프로그램에 따라 미국 미시간대에서 공부도 했으니까요.”



명문 홍콩대에서도 대륙의 수재들을 쉽게 볼 수 있다. 의학과 2학년에 재학 중인 리신(李欣·이흔)은 중국 윈난(雲南)성의 2010년 대입시험 이과 분야 장원이다. 그는 “미국·유럽에 뒤지지 않는 의학을 배우고 있다”며 만족해했다. 올 홍콩대 신입생 중 대륙 학생은 291명. 이 중 17명이 성·시의 장원 출신이었다.

중국의 수재들은 왜 홍콩으로 몰리는 것일까. 유페미아 초우 홍콩과기대 입학처장은 “품질에 비해 가격이 싸기 때문”이라고 이유를 설명했다. 교육의 질은 세계 최고 수준인 데 비해 학비는 미국·유럽 대학의 절반에 불과하다는 얘기다. 실제로 홍콩 각 대학의 교육 경쟁력은 아시아 최고 수준이다.

중앙일보와 영국 일간지 더 타임스가 공동 발표한 ‘2011 세계 대학 순위’에서 홍콩대학은 34위를 기록해 도쿄대(30위)와 아시아 지역 1, 2위를 다투고 있다. 이 밖에 홍콩과기대(62위), 홍콩중문대(151위), 홍콩시립대(193위) 등이 200위 이내에 포함됐다. 반면 홍콩대(유학생)의 한 학기 수업료는 5만9000홍콩달러(약 850만원)로 미국 사립대학의 절반 수준이다. 게다가 기숙사비는 학기당 약 100만원 수준. 1년 2000만원이면 유학 생활을 할 수 있는 셈이다.



홍콩대 정치행정학과 손인주 교수는 “경쟁력의 실체가 무엇이냐”는 물음에 “뛰어난 교수”라며 종신교수(테뉴어) 심사를 사례로 든다. “관련 학계의 세계 주요 석학 6명에게 ‘당신의 학교라면 이 사람에게 테뉴어를 주겠는가’라는 질문서를 보냅니다. ‘오케이’를 받아야 종신교수 자리를 얻을 수 있습니다. 국제적 수준의 연구실적이 없다면 테뉴어는 꿈도 꾸지 못합니다. 물론 교수들에게는 세계 최고 수준의 급여가 지급됩니다.”

교수진은 ‘다(多)국적’이다. 홍콩대의 경우 약 1000명의 교수 중에서 550명이 비(非)홍콩 국적이다. 외국인 교수 중에는 중국 교수가 약 30%를 차지하고, 나머지는 미국·캐나다 25%, 유럽 23%, 호주·뉴질랜드 10%, 기타 아시아지역 12% 등으로 구성된다.

홍콩정부의 ‘지식 허브(Know ledge hub)’ 프로젝트가 있기에 가능한 얘기다. 미셸 리 홍콩교육국 부국장은 “동서양 인재들을 끌어들여 홍콩을 아시아 최고의 학문 중심지로 만들자는 게 지식 허브의 취지”라며 “경제가 아무리 악화돼도 교육 예산은 절대 깎지 않는다”고 말했다. 학교 운영경비의 60% 이상이 국고에서 지원된다. 홍콩대의 경우 학생 수업료 의존비율이 27.6%에 그친다. 운영비의 70% 이상을 등록금에 의존하는 우리와는 비교가 안 된다.

‘지식 허브’를 위해 일자리도 내놨다. 초우 처장은 “졸업 후 홍콩 취업을 원할 경우 1년 동안 더 머물며 직업을 찾을 수 있다”며 “직장을 잡아 3년을 근무하면 영주권이 나온다”고 말했다. 그렇다고 진학 문턱을 낮춘 것은 아니다. 외국인 유학생 비율을 20% 이내로 제한하고, 그중 대륙인은 절반을 넘지 못하도록 규정하고 있다. 최고 수준의 학생만 받아들이겠다는 얘기다. 학교 재정을 위해 중국 유학생을 마구잡이식으로 받아들이는 한국 대학과는 다르다. 현재 홍콩 각 대학에는 200여 명의 한국 유학생들이 공부하고 있다.



홍콩 대학의 또 다른 매력은 동서양을 두루 이해할 수 있다는 점이다. 홍콩은 4000여 개의 글로벌 기업이 아시아 지역 거점을 두고 있는 곳이다. 이들 기업은 영어와 중국어, 서방 학문에 정통한 학생들을 뽑고 있다. 홍콩대 2학년 최지원 학생은 “방학을 앞두고 여러 글로벌 업체로부터 실습생(인턴) 제의를 받는다”며 “영국 통치 시대에 깔아놓은 학문 인프라 위에서 중국과 서양을 공부하고 있는 느낌”이라고 말했다. ‘하이브리드 교육’인 셈이다.

중국 대학이 다급해졌다. 중국의 각 명문 대학은 가오카오 고득점자를 잡아두기 위해 영재 맞춤식 교육과정을 짜고 있다. 베이징대는 진학생 중 최고 성적 학생을 다시 모아 교육시키는 ‘위안페이(元培)학원을 운영하고 있고, 칭화대 역시 천재기가 있는 학생을 모아 기초과학을 가르치는 ‘노벨반’을 두고 있다. 그럼에도 보다 자유로운 분위기 속에서 글로벌 교육을 받고자 하는 대륙 천재들의 홍콩행을 막기는 어려워 보인다. 홍콩 ‘지식 허브’의 흡입력이 그만큼 크다는 얘기다
