이러한 경제 ‘개혁’은 문화 분야에도 영향을 미쳤다. 1947년에 창간, 30개 언어로 발행되어 유네스코를 대표해온 월간지 <쿠리에>는 회원국들의 재정지원 제안창구 및 사무국의 대중홍보 수단과 같은 필요성이 있음에고 폐간됐다. 또한 아프리카, 라틴아메리카, 아랍 세계에 관한 수천 권의 역사서, 보고서, 연구논문, 간행물, 문서들이 2004~2005년에 폐기됐다. 수납 공간과 컴퓨터 메모리가 부족하다는 구실로 말이다. 교육 분야를 경험하지 못한 마쓰우라 사무총장은 책을 학교에 나눠줄 생각은 차마 못하고 이를 분쇄하는 데 돈을 쓴 것이다. 마쓰우라의 공격이 점차 다른 영역으로 확산됐다. 특히 120여 개국에서 평화의 가치를 정착시키고자 1981년 창설된 세계유네스코클럽센터협회연맹(WFUCA·1947년 탄생한 유네스코클럽의 후신)이 대표적 공격 대상이 됐다. 2005년에는 공정한 지리문화적 배분 기준에 따라 합법적으로 선출된 14명의 집행위원회 위원들을 일본인 하토리 에이지가 이끄는 9명의 분파그룹이 집요하게 공격해 몰아내는 사태가 발생했다. 하토리 에이지는 유네스코 퇴직 관리로서 스스로 세계유네스코연맹 회장직에 오른 인물이다. 이 연맹은 150만 명 이상의 회원을 두고 있으며 집행위원회의 쿠데타적 운영을 위해 60만 달러의 자금을 총회 승인 없이도 사용할 수 있는 비정부기구(NGO)다. 유네스코 사무국이 이 연맹에 관계를 단절하겠다고 위협하면서 꼭두각시 같은 인물을 내세운 것은 이 조직의 독립성과 자율성을 파괴하겠다는 것이었다.(7) 이러한 술책들은 다른 비정부기구와 관련 기관들의 존립에도 영향을 줬다. 미국·일본 입맛에 맞는 ‘반개혁적’ 개혁 마쓰우라 사무총장은 유네스코를 일본의 영향력하에 두면서 미국의 구미에 맞는 ‘개혁’을 실시하려 애썼다. 특히 “유능하며 자격을 갖춘” 일부 미국인들을 수많은 요직에 임명했다.(8) 전 미국 대통령 영부인인 로라 부시(마쓰우라는 부시 여사를 2012년까지 ‘유네스코 명예대사’로 임명했다)의 압력으로 2005년 피터 스미스를 기용한 사례는 유네스코의 조직 구성이 어떻게 달라졌는가를 잘 보여준다. 레이건 대통령 재임 당시 공화당 소속으로 버몬트주 하원의원을 지낸 그는 캘리포니아주 소재 몬터레이베이대 교수로 재직할 당시 인종차별적 언행으로 지탄을 받은 바 있다. 교육국 사무차장보로 임명된 그에게 조직 구조를 쇄신하는 임무가 주어졌다. 특히 교육국의 우선과제 중 하나였던 ‘모든 이를 위한 교육’은 많은 비용이 드는 프로그램이었다. 이를 해결하기 위해 그는 미국 기업인 ‘내비건트 컨설팅’에 자문을 의뢰했다. 문제는 그가 해당 분야에 관한 능력이 전무한 이 업체와 “교육국의 관리를 개선”한다며 어마어마한 금액의 컨설팅 계약을 맺었다는 사실이다. “유네스코 규정을 어겨가며 입찰 절차도 없이 2005년 6월부터 2006년 8월 사이 체결한 계약 금액은 모두 215만 달러에 달했다.”(9) 물론 여기에는 마쓰우라 사무총장의 승인이 있었다. 2015년까지 전세계 문맹 인구를 절반으로 줄인다는 목표가 뒷전이듯, 갈수록 늘어나는 조직의 낭비를 막는 데도 관심이 없던 스미스 사무차장보는 출장비 지출에서는 기록을 세우다시피 했다. 교육의 민영화를 권고사항의 골자로 제시한 내비건트 컨설팅은 시카고에 본사를 두고 있었으며 파리에는 사무실이 없었다. 따라서 교육국의 사무차장보 이하 직원들은 미국에 자주 출장을 다녀야 했다. 이와 관련해 문제가 불거지자 스미스 사무차장보는 결국 사임하고 만다. 유네스코를 떠나기 전 그는 “반개혁으로 인해 제대로 활동을 전개할 수 없었다”고 밝혔다. 곳곳에서 “고위 간부들이 유네스코를 와해시키고 있다”는 얘기가 소리 없이 들려온다. 마쓰우라 사무총장은 지도부의 두 기구, 즉 총회와 집행위원회를 줄곧 무시해왔다. 물론, 이에 대한 반발이 곳곳에서 감지되고 있다. 그러나 직원들 사이에는 마녀사냥이 이뤄질까봐 전전긍긍하는 태도 또한 확연히 느껴진다. 이런 분위기에서 자기주장을 대놓고 펼치는 이들은 드물다. 강등이나 전보 조처를 당하거나 업무상 승진이 가로막힐까 우려하기 때문만은 아니다. 그런 차원을 넘어 단순한 일자리 이상의 것을 상실하는 데 대한 실제적 두려움이 분명 존재한다. 이로 인해 우울증에 걸렸거나 장기 병가를 낸 직원들이 많고, 청렴성과 전문성으로 정평이 난 이들 중 환멸을 느끼고 조직을 떠난 경우도 적지 않다. 노조인 ‘유네스코 직원연맹’(STU)의 주장에 따르면 현재 실시 중인 정책은 실제로 유네스코 조직의 와해를 겨냥한 것이라고 한다. 2008년 하순과 2009년 6월에 나돌았던 익명의 보고서 두 건도 이러한 내용을 폭로한 바 있다. 일부 행정 관련 직원들이 작성한 이 보고서들은 사무총장과 그의 “일당”이 부패 행위와 자의적 업무과실 등을 저질렀으며, 10년 사이에 유네스코를 “비효율적이고 돈만 쓰는” 조직으로 만들어버렸다고 비난했다. 또한 “낭비, 부정, 배임, 권력 남용뿐만 아니라 구성원에 대한 괴롭힘까지 갈수록 증가”하고 있다고 밝혔다.(10) 보고서는 또 회원국들과 총회, 집행위원회도 유네스코 조직이 급작스럽게 피폐해지는 과정에서 조장 혹은 방치한 책임이 있다고 지적했다. 그러나 이러한 경고의 외침에도 문제로 지목된 관행들은 여전히 자행되고 있다. 일례로, 2002년부터 2년에 한 번씩 마쓰우라 사무총장이 직접 선정하는 주제로 ‘세계보고서’를 한 권씩 발간하자는 제안이 있었다. 그 첫 번째이자 결국 유일한 작품이 된 보고서의 준비는 제롬 뱅데의 책임하에 예측국이 담당했다. 그리고 사무총장실의 리비에르 실장이 수장을 맡은 위원회가 이를 총지휘했다. 하지만 ‘지식사회 건설’을 주제로 발간된 이 ‘세계보고서’는 유네스코 조직의 보편성에 걸맞은 지적 접근 방식과 지리문화적 출신의 다양성을 무시한 채 편찬되어 총 53건의 기고문 가운데 남반구 출신 저자의 글은 7건에 불과했다. 부시 이후 미국과 닮은꼴 유네스코는 본부가 파리에 있다는 지리적 상황을 강조하며 프랑스인, 특히 파리에 거주하는 필자의 비중이 과도하게 높은 점을 정당화하려 들었다. 그러나 회계감사 보고서에서 지적했듯 “이러한 주장은 콘퍼런스의 경우라면 납득할 수도 있겠지만 연사들을 초청하는 게 아니라 기고문을 의뢰하는 데에는 타당치 못하다”. 한편 기고문 의뢰 비용은 텍스트의 분량이 아니라 필자가 누구냐에 따라 달라졌다. 이들 필자 중에는 “수백 명의 청중 앞에서 20여 분간 강연을 하고 유네스코로부터 1만2천 달러를 받는 이도 있었다”.(11) ‘세계보고서’ 편찬 작업이 이뤄진 2002~2005년에 프랑스의 어느 컨설팅팀과 체결한 용역 계약은 “모두 86건으로 총금액은 52만6937유로에 달했다”.(12) 컨설턴트들의 계약 기간은 짧게는 사흘, 길게는 34개월이었으며, 이들의 기여도는 논란의 여지가 있었다. 그나마 의뢰받은 텍스트의 감수 작업만 제대로 이뤄졌을 뿐이다. 물론 상당수의 경우 “간결함과 종합하는 능력이 이들 기고문의 거의 유일한 장점이며 전반적으로는 꽤 진부하다”는 평가 따위를 내놓기는 했지만 말이다. 대신 이들의 작업 대부분은 “사무총장이 발표할 연설문이나 기고문” 작성이 차지했다. 계획보다 2년 늦은 2005년 11월에 발간된 이 보고서를 위해 소요된 비용은 당초 예상 금액인 120억 달러를 훨씬 웃도는 230억 달러”였지만 그 “효과는 한계가 있었다”. 유네스코 본부가 소재한 퐁트누아 부지의 리노베이션 작업에 대해 감사를 벌인 회계감사원도 석연찮은 파행적 요소들이 발견됐다고 밝혔다. 마쓰우라 사무총장의 임기가 만료되는 지금 유네스코가 겪고 있는 피폐화는, 많은 각국 대표단과 대다수 전·현직 직원들의 의견을 들어보면, 조지 W. 부시 대통령의 임기 후 미국이 처했던 상황과 견줄 만하다. 유네스코 조직을 마비시키고 민간화하기 위해 이제까지 실시된 각종 아웃소싱과 용역구매 정책 탓에 차기 사무총장의 운신 폭은 벌써부터 제약을 받게 됐다. 현 사무총장의 저명한 측근인 한스 도빌이 마련한 2010~2011년 프로그램과 예산 계획은 선거 결과와 무관하게 이번달 총회에서 채택될 예정이다. 마쓰우라의 행정 정책을 모방한 게 틀림없는 이 ‘새로운’ 프로그램은 기존의 폐해를 상당 부분 그대로 답습하고 있다. 한 가지 다른 점이라면 이번 프로그램이 사무국에게 자기변명 수단이 되어줄 것이란 사실이다. 차기 지도부에게 기대되는 정상화 활동들을 전임 행정부가 가로막은 셈이 될 테니 말이다. 많은 이들이 엄격한 감사 실시를 요구하며 목소리를 높이는 가운데 마쓰우라 사무총장에게 과연 진실의 시간은 다가올 것인가? 집행위원회의 올라비이 바바롤라 조세프 야이 위원장이 말한 “불순한 공모” 혹은 집행위원회, 총회, 사무국 간에 빚어진 “당연한 오해”를 종식시키자면 약간만 전향적인 자세를 취해도 충분하다. 회계감사를 통해 작성된 각종 보고서들을 보면 더 이상 탈출구는 없다. 국제연합 조직의 유일한 문화와 지성의 기관이 와해되는 것을 두고 그저 몰랐다고 발뺌할 수 있는 이는 아무도 없을 것이다. 물론 국제기구들과 이들을 지지하는 국가의 모든 책임자들에게 인류가 설정한 목표 달성이 최우선 과제는 아닐 것이다. 그리고 이러한 유형의 관료조직에서는 내부적 변화를 유도하는 데만도 막대한 시간과 노력이 필요하다. 그러나 유네스코는 창설 이래 수많은 업적을 이룩했다는 점에서 다시 한번 기회를 얻을 자격이 있다. 자, 이제 외칠 때다. “유네스코의 신사, 숙녀 여러분, 어서 도전하십시오!”(13) 글·가브리엘 카플라 Gabrielle Capla | ||||||
