(타이베이=연합뉴스) 이상민 특파원 = 대만 여성들이 거리, 공원, 버스, 지하철 등 대만 내 모든 공공장소에서 모유를 수유할 수 있는 권리를 법적으로 보장받았다.

   대만 입법원(의회)은 '공공장소 모유양육 조례'(公共場所母乳哺育條例)를 9일 통과시켜 어떠한 사람도 여성이 공공장소에서 모유를 수유하는 것을 금지 또는 방해하거나 이동하라고 요구하지 못하게 했다.

   이 조례는 또 여성이 공공장소에서 수유를 시작하면 비록 그곳에 모유 수유실이 설치돼 있어도 그쪽으로 가도록 요구하지 못 하게 금지해, 언제 어디서든지 여성이 편리한 시기와 장소에서 모유 수유가 가능하게 됐다.

   여성의 공공장소 모유 수유를 금지, 방해하거나 이동을 요구하는 자는 조례에 따라 6천∼3만대만달러(한화 약 24만원∼120만원)의 벌금이 부과된다.

   이 조례는 2005년 어린이들이 많이 가는 전시관인 '타이베이 이야기관'(臺北故事館)에서 어머니들이 모유 수유를 하다가 근무자들에게 쫓겨나자 대만모유협회를 비롯한 시민, 인권 단체들이 들고 일어나 여성 권리 쟁취 운동을 벌인 끝에 제정된 것이다.

   제1야당인 민진당 황수잉(黃淑英) 입법위원(국회의원)은 "이 법이 입법원에서 통과된 것은 여성 인권 진보의 상징이다."며 높이 평가했다.

   조례는 또 ▲연건평 500㎡(약 150평) 이상 크기의 정부 기관, 국영 기업 ▲1천㎡(약 300평) 이상의 철도역, 공항, 환승시설 ▲1만㎡(약 3천평) 이상의 백화점, 소매 양판점은 반드시 모유 수유실을 설치하도록 의무화했다.

   조례는 의무를 기피해 수유실을 설치하지 않으면 벌금 6천∼3만대만달러를 부과하고 의무를 계속 이행하지 않으면 벌금도 계속 물리도록 규정했다.
