베트남, 비나신 사태로 해외 채권 판매 중단
국영 조선공사(비나신)의 외채 지불유예(디폴트) 선언 이후 베트남 기업의 해외 채 권 판매가 잇따라 중단된 것으로 나타났으며, 일간신문 뚜오이쩨는 쯔엉 휘 꾸엉 국 영 석유가스공사(페트로베트남) 대변인의 말을 빌려 이 회사가 지난해 4분기에 해외 시장에서 추진하기로 했던 10억달러 규모의 채권 판매 계획을 중단하고, "적당한 시기"(appropriate time)에 다시 해외 판매를 시도할 것이라고 7일 보도함
국영 석탄광물공사(비나코민)도 해외시장에서 추진키로 했던 5억달러 규모의 채권 판매를 중단하기로 했으며, 베트남을 대표하는 국영업체의 잇따른 해외 채권 판매가 중단된 것은 방만.부실경영으로 부채만 44억달러로 사실상 부도 상태인 비나신 사 태 이후 S&P와 무디스 등 국제신용평가사들이 베트남에 대한 신용평가를 연이어 강등한데 따른 여파로 분석됨
○ S&P는 구랍 23일 베트남의 국가 신용등급을 BB-에서 BB로, 무디스도 구랍 15일자 로 정부채 등급을 B1에서 B3로 하향조정했으며, 베트남 경제전문가인 응웬 꽝 아는 신용등급이 경쟁적으로 강등된 상황에서 무리하게 해외 채권 판매를 강행하는 것보 다는 일시 연기나 중단하는 것이 낫다면서, 그러나 이로 인해 대다수 국영기업들은 자금난에 직면할 우려가 높다고 전망함
○ 한편 비나신은 정부와 맺은 회생계획에 따라 구조조정 작업 외에 무역과 생산 업종 은 종업원들의 직업 안정을 위해 그대로 유지하기로 했다고 밝혔으며, 회사 소식통 은 비나신의 구조조정 작업의 핵심 가운데 하나가 216개 계열사의 재조직이라면서, 응웬 떤 중 총리가 이를 승인했다고 전함
○ 비나신은 구랍 20일자로 도래한 대출금 6억달러 가운데 1차 상환분인 6천만달러를 갚지 못한데 이어 3일 간의 유예기간에도 채무 상환에 실패했으며, 비나신은 대신 채권단에게 이자만 지불하겠다고 밝힌 뒤, 이자로 680만달러를 송금하고 다음달에 채무상환과 관련해 채권단과 협상을 재개하기로 했지만 채권단 내에서는 비나신이 상환 여력이 충분치 않다며 우려를 표시하고 있는 것으로 알려짐

수속 단축과 기업의 비용 및 업무부담 경감을 목표로 호치민시 Cat Lai항, Tan Cang항, Nha Rong-Khanh Hoi항에서 전자통관이 전개되어 2주간 정도 지나고 있 지만, 많은 기업이 네트워크에 접속할 수 없는 상황에 불만을 나타내고 있음
수출입 기업에 전자통관이 적용되고 있는 호치민 시내의 각 세관 지국에서는, 이전 과 같이 기다리는 모습은 볼 수 없었으며, 2군 Cat Lai항에서는 수출창구, 수입창구 가 모두 조용하였으나, 최근 많은 기업이 전자통관이 아니고 수작업에 의한 수속을 위해서, 항구에 종업원을 파견하고 있으며, 그 이유는 통신 상황이 나쁘기 때문에 네트워크로 수속하지 못해 나타나는 문제임
여러 수출입 기업에 세관 서비스를 실시하고 있는 해운회사에서는, Cat Lai항에서 전자 통관이 정식으로 시작되고 나서, 종업원은 PC앞에서 계속 기다리는 상태라고 하며, 기업으로부터 세관의 데이터 송신은 자주 중단되어 작업에 차질이 생기고 있 으며 수작업으로 신고하였응 때는 2일 정도 걸렸지만, 지금은 3~4일 이상이 소요됨
시내의 수출기업은, 전자세관 수속의 지연으로 수출품의 운송에 1주일 이상이 소요 되어 거래처로부터 불평을 받은 것 외, 항구에서 컨테이너 보관료등 비용도 늘어나 고 있으며, 수입기업에서도 항구에서 물건을 빠르게 접수할 수 없다고 불만을 호소 하고 있음
Lien Anh 해운 서비스사의 대표는 전자세관은 기업에 많은 이익을 가져오는 것이 사실이지만 현시점에서 강제 적용은 부적절 하다고 지적하고, 연말은 수출입품이 매 우 많아, 오더를 받은 수출입 기업으로부터의 화물량이 평시보다 30% 증가하고 있 으나, 수작업으로의 신고할 때 보다 시간은 단축되지만, 데이터의 송수신 상황이 나 쁘면, 실제의 수속 시간은 더 오래 걸린다고 말함

베트남, 2010년 농수산물 수출액 전년 대비 22.6% 증가
○ 베트남 Nguyen Sinh Hung 부총리는 지난 12.27일, 농업농촌개발 분야의 2006~2010년 5개년 계획의 평가 및 2011~2015년 5개년 계획의 발전에 대한 회 의를 개최하였음
○ Cao Duc Phat 농업농촌개발부 장관에 의하면, 연초 수개월 동안은 세계경제 위기 의 영향이 있었으며, 자연재해나 병충해도 많았지만, 2010년의 성장률은 2.8%에 이 르렀다(2009년은 1.83%)고 전함

베트남, 설 연휴기간 10일 이상
○ 지난 10일 현지 소식통에 따르면 국영업체를 포함함 대부분의 기업들은 오는 29일 부터 다음달 7일까지를 설 연휴기간으로 정했으며, 그러나 일부 기업들은 금요일인 28일부터 사실상 연휴에 들어갈 예정이어서 실제 연휴기간은 10일이 넘어설 전망임

베트남 경제가 수렁에 빠졌으며, 최근 인플레이션율이 치솟고 통화가치가 급락하는 등 베트남이 직면한 경제위기의 기저에는 베트남만의 독특한 상황이 존재하고 '자본 주의 경제에 공산주의 정치가 접목'됐단 점임
뉴욕타임스(NYT)는 9일(현지시간) 베트남 경제가 직면한 문제점을 지목해 그 원인 을 분석했으며, NYT는 이웃 국가들이 외환보유액을 늘려 가고 인플레를 상대적으로 잘 억제하고 있는 상황에서 베트남만이 홀로 경제적 불안을 겪고 있다며 이를 ‘섬’ 으로 묘사함
베트남은 7%대 고속 경제성장률을 유지하고 있지만 식료품 등 생필품 가격이 치솟 아 노동자층을 압박하고 있는 상황이며, 통화가치도 지속적으로 하락해 현재 공식 환율 이하로 떨어졌다. 이에 따라 금·달러 암시장이 번성하고 있음
