장엔 모두 130개의 생산 라인이 설치됐고, 2001년에 지어진 이곳에선 모두 9000여
명이 일하고 있음. 우리나라 직원은 100여 명도 안 되며, 나머진 모두 베트남 현지
인들임
○ 여기서 만들어지는 티셔츠와 반바지 등 옷들이 월 평균 260만 벌에 이르며, 하루 8
만6600벌이 만들어지고, 한 시간에 1만750벌이 나오고, 1초에 3벌의 옷이 만들어
지는 것임. 이 옷들은 나이키, 핑크, 아메리칸이글 등의 브랜드를 달고 전 세계 개
별 매장을 비롯해 월마트 등 대형마트에서 팔리고 있음
○ 한국무역협회 관계자는 "한세실업은 국내 무역 전문기업 중 가장 성공한 기업으로
평가받고 있다"며 "수출 규모뿐 아니라 성장 잠재력, 현지화 등 모든 측면에서 무역
기업의 귀감을 사고 있는데, 무역협회는 제2의 한세실업이 나올 수 있도록 지원하
기 위해 최근 베트남에 해외 지부를 설립했다"고 말함
○ 한세실업은 구찌에서 자동차로 30분 거리에 떨어진 떠이닌 지역에도 법인을 갖고
있으며, 5000명의 직원이 72개 생산라인에서 일하고 있고, 월 평균 140만 벌의 옷
을 만들고 있다. 올해엔 띠엔장 지역에 제3법인을 만들 계획임
○ 한세실업은 높은 기술력과 저렴한 인건비가 장점인 베트남을 해외 거점 지역으로
삼았으며, 현재 전체 수출 의류의 50%를 이곳에서 만들고 있음. 베트남 근로자의
하루 임금은 6달러 정도로, 월 평균 150달러 안팎임

○ 지난 1982년 11월 창립 이래 의류수출 사업만 특화한 한세실업은 현재 베트남과
니카라과, 과테말라, 인도네시아 등 4개국에 모두 7개 해외법인을 설립, 운영하고
있으며, 국내 본사에 600명, 해외에 2만7000명 등 모두 2만8000여 명의 직원들이
한 해 2억300만 벌의 의류를 생산·수출하고 있음. 지난해 7억5000만 달러의 매출
을 올린 한세실업은 올해 9억5000만 달러 매출 달성이 목표임

한국GM, 베트남법인 “GM베트남”으로 변경
○ 한국GM이 12일(베트남 현지 시간) 베트남 현지법인 ‘비담코(VIDAMCO)’의 명칭을
‘GM베트남’으로 변경함. 또 기존에 사용했던 대우와 쉐보레 브랜드를 ‘쉐보레’로 통
일하기로 했으며, 이에 따라 현지 시장 출시를 앞둔 신차와 기존 제품은 쉐보레 브
랜드로 판매하게 됨
○ 12일 GM베트남은 하노이에서 가진 기자회견에서 이 같이 밝혔으며, 고라브 굽타
GM베트남 대표는 이 자리에서 “GM베트남은 법인명과 브랜드의 변화를 통해 새로
운 모습을 선보이게 될 것”이라며 “고객들의 차량 구입 및 보유 경험의 수준을 한
단계 끌어올릴 방침”이라고 밝힘
○ 앞으로 GM베트남은 쉐보레 제품 라인업을 강화해나가는 한편 판매 네트워크, 전시
장 및 애프터서비스를 글로벌 쉐보레 기준에 따라 업그레이드할 계획이며, 지난
1993년 설립된 후 2002년 한국GM 출범과 함께 베트남 현지 생산법인으로 운영되
고 있는 GM베트남은 총 면적 4만7185㎡ 규모에 600여명이 근무하고 있고, 연간 2
만 여대의 완성차 생산 능력을 갖추고 있으며, 쉐보레 스파크, 아베오, 크루즈, 캡티
바 등이 생산됨
○ GM베트남은 현지 시장에서 2007년 7579대, 2008년 1만1014대, 2009년 1만4060
대, 2010년 9856대를 각각 판매했으며, 올해 1~8월까지 판매대수는 총 6345대를

경남도교육청, 베트남 교육정보화 사업 지원
○ 경남교육청은 5천만원을 들여 베트남 랑송성에 있는 '랑송 평생교육훈련센터'에 신
형 컴퓨터 31대, 책걸상, 빔프로젝터 등 정보기술(IT) 기자재를 보냈다고 12일 밝힘
○ 19일부터 28일까지 베트남 하노이와 호찌민시의 정보화 담당 교원 30명을 경남으
로 초청해 연수를 진행하며, 베트남 교원들은 정보통신기술(ICT)과 유비쿼터스 환경
을 활용한 정보화 교육을 받을 예정임
○ 또 진주 남강초등학교, 창원 도계중학교, 창원과학고, 영산대 등 정보화 선진학교를
둘러보며, 두산중공업, 대우조선해양, 경주를 비롯해 우수기업과 문화유적지도 탐방
함
○ 경남교육청은 2005년부터 교원연수와 IT기자재 지원 등을 통해 베트남의 교육정보
화를 돕고 있음. 도교육청의 한 관계자는 "국가간 정보격차를 해소하고 양국의 이해
증진을 목적으로 지원하고 있다"고 밝힘

베트남 “공공투자사업 축소책 실효성 없다”
○ 베트남 정부가 살인적인 인플레와 늘어나는 무역 적자로 압축되는 경제난 해소책의
하나로 내놓은 공공투자사업 축소가 실효성을 거두지 못하는 것으로 나타남. 일간
뚜오이쩨는 7일 기획투자부(MPI) 자료를 인용해 올 한해에만 1천154건의 불필요한
공공투자사업이 진행된 것으로 조사됐다고 보도했으며, 금액상으로는 3조 3천억 동
(1천700억 원)으로 집계됨
○ MPI는 또 이 가운데 183건(173억 원)은 중앙정부가, 638건(892억 원)은 지방정부가
각각 수행한 것으로 파악됐다고 밝혔으며, 나머지 333건(176억 원)도 국영기업
(SOE) 등이 진행 중인 것으로 밝혀짐
○ MPI는 중앙 정부가 시급하지 않은 공공투자사업 일부만 중단하더라도 3천376억 동
(161억 원)의 예산을 줄일 수 있다면서, 중앙정부의 예산 지원을 받아 지방정부가
수행하는 사업도 재고하는 것이 필요하다고 권고함. 한편, 부드억담 총리실 장관은
6%의 성장률과 18%의 물가상승률 억제를 뼈대로 하는 올해 경제 운영 목표를 달
성하려면 긴축 통화 유지가 불가피하다고 밝힘

○ 담 장관은 올해 들어 지난달까지 8개월 동안 국내총생산(GDP)은 지난해 같은 기간
보다 5.57% 증가한 것으로 나타났으며, 소비자물가(CPI)도 올해 들어 가장 낮은 전
월대비 0.93% 상승에 그쳤다고 전함. 이에 따라 베트남 정부는 인플레를 내년에는
한자릿수로 낮출 수 있도록 이달 중에 인플레 억제 관련기관 대책회의를 소집할 계
획이라고 말함

베트남 국영기업들 심각한 적자 직면
○ 베트남 국영기업(SOE)들은 소문대로 부실과 방만 경영 등으로 심한 몸살을 앓는 것
으로 드러남. 일간 경제시보는 전력공사(EVN), 조선공사(비나신), 석유유통공사(페트
로라이맥스) 등 주요 SOE에 대한 공산당의 경영실태 조사에서 심각한 적자를 겪는
것으로 나타났다고 12일 보도함
○ EVN은 올해 11조7천억동(약 6천억원)을, 페트로라이맥스는 1조2천억동(약 617억원)
의 손실을 각각 기록할 것으로 예상된다고 경제시보는 전함
○ 또 베트남 국가 신인도 추락에 직격탄이 된 비나신도 올해 3조동의 경영 손실이 불
가피할 것으로 신문은 내다봤으며, 이에 따라 석유가스공사(페트로베트남)와 함께
베트남을 대표하는 이들 SOE의 적자 규모는 두자릿수를 넘어선 살인적 물가상승률
과 누적된 무역·재정 적자 등으로 위기 상황에 내몰린 베트남의 경제난을 더욱 부
채질할 악재로 작용할 것이라고 이 신문은 경고함
○ 이와 관련, 현지의 한 경제 전문가는 EVN의 경우 생산원가를 밑도는 전기 요금이라
는 구조적인 문제로 인해 적자가 발생한 탓도 있지만, 방만 경영 탓도 있다고 주장
했으며, 이 전문가는 이어 비나신도 방만, 부실, 부정부패, 정실 등 적자 발생이 불
가피한 나쁜 악재를 모두 포함하고 있기 때문에 근원적인 치유책이 마련돼야 한다

장의 말을 빌려 EVN이 올해 들어 지난달까지 8개월 동안 2조 동(1천70억 원)의 적
자를 기록했으며, 생산 원가를 밑도는 현행 전기 요금 구조를 바꾸지 않으면 적자
누적은 물론이고 전력난 해소를 위한 발전소 확충 계획이 어려움에 직면할 것이라
고 보도함
○ 타잉 부사장은 EVN의 올해 누적적자가 11조 7천억 동(6천억 원)에 이를 것으로 예
상하면서, 올해부터 2015년까지 5년 동안 발전소 확충 등 전력체계 개선사업에만
적어도 525조 동(2조 6천750억 원)이 필요한 상황에서 요금 추가 인상이 이루어지
지 않으면 재원 조달은 사실상 어렵다고 경고함
○ 그는 지난 3월 전기 요금을 15.28% 인상해 현재처럼 ㎾/h 당 1천242 동(64원)으로

베트남 금값 내림세로 전환
○ 천정부지로 치솟던 베트남의 금 시세가 내림세로 바뀌었음. 일간 뚜오이쩨는 8일
관련업계 소식통을 인용해 전날 수도 하노이와 남부 호찌민시에서 금 판매 가격(소
비자 판매가 기준)이 테일(37.7ｇ)당 4천723만 동(245만 원)으로 전날보다 50만 동
(2만 5천 원)가량 떨어졌다고 보도함

○ 금 판매소에서는 이날 문을 열자마자 전날보다 40만 동(2만 원)이 내려간 가격에
거래가 시작됐으며, 결국 오후 마감 장에는 전날보다 50만 동 하락한 가격으로 마
감됐다고 소식통은 밝힘
○ 이에 따라 하노이와 호찌민시의 귀금속상에는 앞으로 가격 반등을 노린 매수 주문
이 증가하고 있으며, 이런 추세는 당분간 계속될 것으로 소식통은 내다봤으며, 베트
남에서는 금이 부동산 거래 결제 수단으로 널리 사용됨
○ 한편, 중앙은행(SBV)은 현재 연(年) 20.5∼22% 수준인 제조업체 대출 이율을 17∼
19%로 낮추려고 동화 예금 금리 상한선은 14%로 유지하기로 했음. SBV는 또 달러
를 중심으로 한 외화 예금 금리 상한선도 법인은 연 0.5%로, 개인은 2%로 각각 유
지하기로 했다고 설명함

베트남은행, 악성부채율 증가 추세
○ 베트남 은행권의 악성부채 비율이 늘어나는 추세임. 일간 투자는 8일 중앙은행
(SBV) 소식통의 말을 빌려 지난 7월 현재 베트남 은행권의 악성부채 비율은 전체
여신의 3.04%로 지난해 말의 2.16%보다 0.88%포인트 증가했다고 보도함
○ 소식통은 지난해 말 현재 은행권 대출은 1천250억 달러 규모로 국내총생산(GDP)보
다 거의 20%가량 많은 것으로 집계됐으며, 특히 지난달에는 지난해 같은 기간에 비
해 대출 증가율이 8.85%나 됐다고 밝힘
○ 그는 이어 악성부채율이 늘어난 것은 일부 은행들이 부동산 부문에 제공한 대출 때
문으로 분석했으며, 두자릿수를 훌쩍 뛰어넘는 살인적인 인플레와 만성적이고 구조
적인 무역적자 등으로 대표되는 경제난으로 부동산 경기가 침체 국면이 되면서 부
동산 대출이 악성화 됐다는 설명임
○ 응웬반빙 SBV 총재도 현 추세라면 올 연말까지 악성부채율이 전체 여신의 5%로 확
대될 가능성이 있다고 경고했으며, 국가금융감독위원회의 레수언응히아 부위원장 역
시 악성부채율 확대가 부동산 대출 부문에서 비롯됐다는 사실을 확인하고, 상황이
열악한 일부 은행에 대해서는 다른 은행과의 합병이나 청산을 추진한다는 것이 정
부의 정책이라고 강조함

IMF, 베트남 성급한 금리인하 부작용 우려
○ 국제통화기금(IMF)이 베트남의 금융정책과 관련해 경고의 메시지를 던짐. 일간 탕니
엔은 베네딕트 빙엄 IMF 베트남사무소장의 말을 빌려 동화의 추가 평가절하 가능성
과 인플레 억제에 대한 정부 당국의 의지에 의구심이 제기되고 있다면서 이를 고려
해 성급한 금리 인하가 바람직하지 않다고 경고했다고 12일 보도함
○ 빙엄 소장은 금리를 인하하려면 정부가 인플레와 동화 추가 평가절하에 대한 우려
심리를 해소하고 금융정책에 일관성을 유지해야 한다면서 성급한 금리 인하에 반대
의사를 밝힘
○ 그는 은행간 금리(7일 기준)가 15%에서 14%로 내린 것은 인플레 억제 의지와 대책
을 담은 결의문 제11호의 후퇴로 오인될 수 있다고 지적했으며, 이와 관련, 중앙은
행(SBV)은 대출 금리 인하 유도책의 하나로 시중 은행권의 예금 금리를 연말까지
현행대로 14%로 유지하기로 함
○ SBV는 예금 금리를 현행대로 유지하면 대출 금리를 다음 달 중순까지 17∼19%로
내리도록 하는 데 큰 도움이 될 것으로 기대함
○ 또 국제수지가 25억∼45억 달러가량 개선될 것이라는 전망에 따라 SBV가 동-달러
환율의 변동폭을 1% 이내에서 유지하도록 했다고 밝혔으며, SBV 소식통은 경제 성
장을 부추기려고 예금의 80% 범위에서만 대출을 허용해오던 상업은행 대상 예대
비율 규제를 다음 달부터 해제한다고 설명함

□ 베트남 서비스 분야별 시장 개방 및 제한 사항
○ 국내 및 해외 행선지로 배달되는 다음 항목의 수집, 분류, 운송 및 배달을 포함하
는 특급 배달 서비스는 빠른 속도와 신뢰성 이외에도 발신인으로부터 우편물 직접
수집, 수취인에게 직접 배달, 배송 추적, 배송 중 목적지 및 주소지 변경 가능, 수
취 확인 등 부가가치 요소를 포함함. 하이브리드 메일 서비스, 다이렉트 메일(DM)
(단, 다음에 해당하는 서신 송달 항목의 취급은 제외: 최하위 중량등급에 속하는
국내 보통 우편물 요금의 10배 미만인 국내 우편물, 요금이 미화 9달러 미만인 국
제 우편물. 단, 취급 항목의 총 무게가 2,000그램 미만일 경우에 한함.) 서신 송달
에는 편지, 엽서, 수기문 및 도서, 신문, 정기간행물, 잡지 등의 인쇄물, 그리고 청
구서 또는 송장 등의 상업적 문서가 포함되는 서비스는 베트남이 WTO 가입 후 처
음 5년 이내에는 합작회사의 외국 자본 출자비율이 51%로 제한된다는 것을 제외
하고 제한 없음. WTO 가입일로부터 5년 후에는 100% 외국인 투자 회사 설립이
허용됨
○ 통신 서비스 분야에 대한 양허표 하의 약속은 “기본 통신 서비스 약정서”
(S/GBT/W/2/Rev.1) 및 ”주파수 가용성에 관한 시장 접근 제한" (S/GBT/W/3)에
따라 작성됨. 양허표 하에서 “비 설비기반 서비스 공급자”는 전송 용량은 갖추지
않았지만 설비기반 서비스 공급자로부터 해저 케이블 전송 용량을 포함, 그러한
전송 용량 계약(장기 임대 포함)을 체결한 서비스 공급자를 의미함. 비 설비기반
서비스 공급자는 통신 장비를 사내에 소유하는 것으로부터 배제되지 아니하며 공
중 서비스 제공 포인트(POP)가 허용됨.
○ 음성 전화 서비스, 패킷 교환 데이터 전송 서비스, 회선 교환 데이터 전송 서비스,
텔렉스 서비스, 전신 서비스, 팩시밀리 서비스, 전용 회선 서비스, 화상회의 서비
스, 방송을 제외 한 비디오 전송 서비스, 이동 전화 서비스(지상 및 위성), 이동 데
이터 서비스(지상 및 위성), 호출 서비스, PCS, 주파수 공용 서비스, 인터넷 교환
서비스, 다른 사업자의 망 및 국제 인터넷 백본망에 연결된 인터넷 접속 서비스

(IAS) 공급자 등의 서비스 분야는 비 설비기반 서비스: WTO 가입 즉시 베트남에서
정당하게 허가받은 통신 서비스 공급자와의 합작 회사 설립이 허용됨. 외국 자본
출자 비율은 합작 회사 법정 자본금의 51%를 초과할 수 없음. WTO 가입으로부터
3년 후: 합작 회사 설립시 파트너 선택권 제한이 삭제됨. 외국 자본 출자 비율은
법정 자본금의 65%를 초과할 수 없음. 설비기반 서비스: WTO 가입 즉시 베트남
에서 정당하게 허가받은 통신 서비스 공급자와의 합작 회사 설립이 허용됨. 외국
자본 출자비율은 합작회사 법정 자본금의 49%를 초과할 수 없음. 합작 회사 지분
의 51%를 보유하면 경영권을 확보함. 통신 분야에서 경영협력 계약을 통해 투자한
외국인 투자자는 현재 계약을 갱신하거나 또는 현재 조건보다 불리하지 아니한 조
건으로 다른 형태의 설립체로 전환할 수 있음.
○ 기타 서비스 중, 가상개인통신망(VPN) 서비스 분야에서 비 설비기반 서비스 분야
는 WTO 가입 즉시 파트너 선택권 제한없이 합작 회사 설립이 허용됨. 외국 자본
출자 비율은 합작회사 법정 자본금의 70%를 초과할 수 없음. 설비기반 서비스는
WTO 가입 즉시 베트남에서 정당하게 허가받은 통신 서비스 공급자와의 합작 회사
설립이 허용됨. 외국 자본 출자비율은 합작회사 법정 자본금의 49%를 초과할 수
없음.
○ 전자 메일, 음성 메일, 온라인 정보 및 데이터 베이스 검색, 전자 데이터교환(EDI),
고도/부가 팩시밀리 서비스(저장 및 전송, 저장 및 검색 포함), 온라인 정보 및 데
이터 프로세싱(거래 프로세싱 포함) 분야 중, 비 설비기반 서비스는 WTO 가입 즉
시 파트너 선택권 제한없이 합작 회사 설립이 허용됨. 외국 자본 출자 비율은 합작
회사 법정 자본금의 51%를 초과할 수 없음. WTO 가입으로부터 3년 후: 외국 자
본 출자 비율은 법정 자본금의 65%를 초과할수 없음. 설비기반 서비스는 WTO 가
입 즉시 베트남에서 정당하게 허가받은 통신 서비스 공급자와의 합작회사 설립 또
는 경영 협력 계약 체결이 허용됨. 외국 자본 출자비율은 합작회사 법정 자본금의
50%를 초과할 수 없음. 합작 회사 지분의 51%를 보유하면 경영권을 확보함. 통신
분야에서 경영협력 계약을 통해 투자한 외국인 투자자는 계약을 갱신하거나 현재
의 조건보다 불리하지 아니한 조건으로 다른 형태의 설립체로 전환할 수 있음.
