글로벌 CM시장 확대에 나섬. 한국CM협회(회장 배영휘)가 26일부터 27일까지 서울

논현동 소재 건설회관에서 ‘제2차 한.미 CM포럼’을 개최, 한국 CM기업과 미국 유

수의 CM기업이 대거 참석한 가운데 한-미 양국 참석자들은 베트남 및 캄보디아

CM시장 공동 진출을 위한 방안 모색에 나섰음

○ 26일 개회식에는 한국CM협회 배영휘 회장, 미국CM협회 Dave Conover 이사

장.Bruce D'Agostino 회장을 비롯 대한민국의 건원엔지니어링, 동일건축, 신화엔지

니어링, ITM코퍼레이션, 전인CM, 토펙엔지니어링, 한국건설관리공사, 혜원까치, 현

대건설, 삼성건설, 세우세건설 등 주요 CM기업들과 미국의 HDR, AECOM,

CH2MHILL, JACOBS, PARSONS BRINCERHOFF, TUNER 등 세계적으로 유명한

CM기업들이 대거 참석한 가운데 성황리에 개최됨

○ 이날 행사는 한국과 미국의 글로벌 CM기업들이 한자리에 모여 베트남, 캄보디아 등

세계 CM시장 공략에 전략적으로 협력, 진출방안을 모색했다는 점에서 의미가 강조

되는 것 뿐만아니라 세계 CM 시장 진출 신호탄으로 작용될 것으로 기대, 관심을 모

으고 있음

○ 특히 이번 행사 주제발표를 위해 방한한 베트남 Ngoc Thuyen Nguyen 교통부 국제

협력부국장과 캄보디아 Sophean Phuoeng 건설부 차관은 자국의 국책사업 및 개발

계획을 밝히며 한-미 양국 CM기업들과의 진출협력을 요청, 캄보디아 및 베트남

CM시장 진출이 가시화되고 있음

○ 현재 베트남은 중장기 개발계획에 따라 22구간 약 6,000km의 고속도로 건설사업을

비롯 오는 2020년까지 완료예정이며 2030년까지 계획인 철도사업, 대형 항만사업,

10개의 공항사업 등 중장기 건설계획을 추진중이며, 또한 캄보디아는 현재 구상중

인 신도시 대형 프로젝트인 ‘드라곤 시티’가 초미의 관심사로 국내 기업의 CM참여

를 요청한 것으로 알려졌음

출할 경우 정부차원의 적극 지원을 약속하며 공동진출을 요청해 향후 한국과 미국

CM기업들의 공동협력이 급물살을 탈 전망임

○ 행사 둘째날인 27일에는 한-미 양국 CM업체들이 베트남과 캄보디아 CM시장 진출

방안을 논의할 예정으로 향후 한국과 미국간 양국 CM업체들의 긴밀한 협력이 기대

되고 있음. 한편 한국CM협회 배영휘 회장은 캄보디아 정부 요청에 의해 대한민국

CM 모델과 그동안 축적된 CM기법을 캄보디아 건설시장에 공급키로 하고 지난 7월

캄보디아 방문시 건설부장관과 합의한 내용에 따라 이를 구체적으로 추진할 실무TF

팀을 구성, 본격 운영에 나섬

한국은 배영휘 한국CM협회장을 대표로 산․학․연․관 등 총 11인과 서울대 이현수 교

수, 미국CM협회 Robert Bennett 국제위원장 등 2인으로 구성하고 오는 2016년까

지 5년간 운영키로 함

○ 이번 실무회의를 시작으로 앞으로 한국-캄보디아 CM TF팀은 캄보디아 건설시장환

경 조사연구를 비롯, 캄보디아 건설시장에 부합하는 CM메뉴얼 개발, 캄보디아 건설

인력 및 기술수준 제고를 위한 프로그램 개발, CM공급 후 건설시장에 대한 모니터

링 시스템 개발 등 다양한 업무를 통해 캄보디아 CM 활용에 필요한 제반 업무를

담당하게 됨. 한국CM협회는 이를 바탕으로 향후 우리나라 CM이 베트남 등 세계

건설시장에 활발하게 진출할 수 있도록 CM시장 기반 구축에 적극 나선다는 방침으

롯데마트, 베트남 사업 탄력 투자금 4배 증액

○ 롯데마트가 베트남 사업의 투자금을 현재의 약 4.3배까지 늘리게 됨. 지난 23일 유

통업계에 따르면 롯데마트는 베트남 현지기업 '민반(Minh Van)' 사(社)와 합작해 세

운 '롯데베트남쇼핑'의 자본금을 미화 5천만 달러 증액할 수 있도록 베트남 투자허

가 당국으로부터 최근 증자결정문을 받았음

○ 이에 따라 롯데마트와 민반이 8대 2의 비율로 합계 1천500만 달러를 부담하기로

한 롯데베트남쇼핑의 자본금 규모가 6천500만달러로 대폭 늘어남. 롯데마트는 투자

7월 푸토점을 열면서 덩치를 키웠지만, 허가 지연으로 자본금을 확대하지 못해 애

를 태웠는데 이번 증자 결정으로 걱정을 덜게 됨

○ 이에 롯데마트 노병용 사장은 최근 베트남을 방문해 상공부 장관과 부총리를 접견

하고 허가에 따른 후속 절차를 논의했으며 외국자본에 대한 제약을 완화해달라고

요청하기도 함

○ 롯데마트는 이르면 다음 달 중 늘어난 전체 투자금 중 일단 80％를 현지 법인에 내

고 나머지를 민반으로 하여금 내도록 하되 상황 변경이 생기면 투자금을 더 내고

지분을 늘릴 계획임. 롯데마트 관계자는 "현지법인의 자금에 여유가 생긴 만큼 차입

금과 이자비용이 줄어 재무구조가 개선되고 신규사업이 힘을 받을 것으로 보인다"고

말함

따뜻한 신한금융지주 베트남 전용 콜센터 운영

○ 금융은 정확해야 하며, 금융거래에서 발생하는 작은 오차가 개인, 나아가서는 기업

의 미래를 좌지우지할 수 있기 때문이다. 더욱이 금융을 취급하는 회사는 이익을

창출해야 한다는 경영 시스템상 냉정해 질 수 밖에 없음. 그런데 신한금융지주가

이성적인 금융을 벗어던지고 따뜻한 금융을 내세움. 숫자로만 얽혀 있던 고객과의

관계를 어려울 때 도움이 될 수 있는 든든한 지원군으로 발전시키겠다는 것. 그 동

안 벌어들인 수익의 일부를 사회에 환원하는 기존의 사회공헌활동에서 한 발 더 진

○ 또한 최근에는 저소득층에 대한 수수료 면제 서비스를 확대 시행키로 했으며, 수수

료 면제 대상은 기초생활 수급자, 새희망홀씨대출 고객, 차상위계층 고객 등으로 자

동화기기 송금수수료 및 현금 인출수수료를 전면 면제했음. 신한생명은 다자녀·장애

인·다문화 가정·저소득층 등 사회적 약자 계층을 위해 보험료 할인, 금리 우대 적용

해 저렴한 보험가입 기회를 제공한다는 계획임. 내용을 들여다보면 자녀 2명 이상

인 다자녀 가정에 속한 고객에게는 보험료 0.5~1%를 할인해주고, 저소득층에게는

국민기초생활수급권자 보험료 5% 할인해줌. 장애인 가족(장애등급 1~3등급) 고객

에게도 보험료 할인 및 금리를 우대해주고 다문화가정 역시 보험료 할인 서비스를

제공한다는 방침임

○ 신한금융그룹에서 실시하는 사회공헌 활동도 따뜻한 금융의 일환으로 서민과 취약

계층에게 도움의 손길로 다가가고 있으며, 가장 눈에 띄는 것은 장애인과 해외 지

역 봉사활동. 특히 장애인 지원은 단순히 후원금을 지원하는 차원에서 그치는 것이

아니라 은행 점포에 장애인 고객용 편의시설과 자동화기기를 개발해 설치 및 운영

하는 등 금융거래 시 느낄 수 있는 불편함을 해소하기 위해 다양한 방안을 강구하

고 있음. 또한 장애인 고객들이 사회 구성원으로서 당당히 나아갈 수 있는 장을 마

련하는데도 적극적으로 나서고 있다. 이 일환으로 지난 2005년부터 한국장애인재활

협회와 공동으로 ‘장애청년드림팀-6대륙에 가다’를 진행하고 있으며 국내 유일의

장애인 스포츠 행사인 ‘서울국제휠체어 마라톤 대회’도 매년 후원하고 있음

○ 계열산인 신한카드는 2009년부터 지적장애인 농구팀인 ‘사랑의 농구팀’과 결연을

맺고 운동용품, 훈련 비용, 대회참가 비용 등을 지원하고 있으며, 국경을 넘어선 사

회공헌 활동도 빼놓을 수 없음. 신한지주는 지난해 아이티 지진 사태 성금 50만달

러 지원에 이어 올해 3월 일본에 발생한 지진 피해 복구 작업 성금으로 1억엔을 전

달했음. 주요 계열사인 신한은행은 베트남 내 학교 및 마을회관 건립, 캄보디아 내

식수공급 사업 후원, 서울대학교병원과 공동으로 진행한 우즈베키스탄 의료 봉사활

동 등을 실시해왔음. 신한은행·카드·금융투자·생명 등 주요 계열사들의 추진과제에

서도 이러한 취지를 반영한 방침달을 엿볼 수 있음

○ 신한은행은 기업고객과 저소득층의 난관 극복에 중점을 두고 있다. 먼저 기업고객을

대상으로 기업성공프로그램(CSP)을 통한 상생 경영 프로그램을 활성화했으며, 일시

적 유동성 어려움은 있으나 영업 경쟁력이 있는 중소기업을 대상으로 하는 이 프로

그램은 금융지원, 특별약정 및 경영컨설팅 등을 통해 기업 부실화의 사전 방지 및

여신자산의 건전성 제고를 목적으로 둠. 국내에 거주하고 있는 외국인을 대상으로

한 서비스도 점차 다양화되고 있음. 신한은행은 지난 2007년 몽골의 국가사회보험

청과 업무협약을 체결하고 한국에 거주하는 몽골 근로자의 국민연금을 모국으로 송

금하는 업무를 지원함.

베트남펀드 명성 찾을 수 있을까

○ 베트남펀드가 '반토막 펀드'라는 오명을 벗고 과거의 명성을 다시 되찾을 수 있을까.

미국 더블딥(이중침체), 유럽 재정위기 등으로 글로벌 증시가 급락하고 있는 가운데

베트남 증시만이 나홀로 강세를 보이고 있어 주목됨. 25일 펀드평가사 에프앤가이

드에 따르면 베트남펀드(해외 혼합형, 22일 기준)의 1개월 평균수익률은 8.5%를 기

록함. 같은 기간 해외 주식형펀드(-2.5%)는 물론 혼합형펀드 수익률(2.2%)을 크게

앞서고 있음. '동양베트남적립식펀드'가 13.5%의 수익률로 베트남펀드 중 가장 우

수했고 이어 'IBK베트남플러스펀드'(9.0%), 'KB베트남포커스펀드'(8.1%), '한국투자

베트남적립식펀드'(7.7%) 순으로 수익률이 좋았음

○ 베트남펀드는 베트남의 높은 경제 성장률에 힘입어 2006년 처음 선보였다. 한국투

신운용이 '베트남1호 펀드'를 선보인데 이어 KB자산운용, 동양자산운용, 미래에셋맵

스운용 등이 잇따라 베트남펀드를 출시하며 시중자금을 끌어 모았으며, 덕분에 베

트남 주가지수(VN)는 2007년 1200포인트까지 치솟았고 하지만 2008년 금융위기로

폭락하기 시작해 2009년에는 230포인트까지 추락함. 이후 글로벌 증시의 상승세를

따라가지 못했던 베트남 주식시장은 최근 미국과 유럽발 악재에도 불구 나홀로 상

승세를 이어가고 있으며, 실제 지난 8월 미국 신용등급 강등이후 전 세계 증시가

하락한 가운데서도 베트남 증시는 9% 이상 올랐음

○ 하지만 최근의 상승세가 본격적인 수익률 회복으로 판단하기에는 이르다는 지적이

많음. 베트남펀드의 최근 1개월간 수익률은 우수했지만 설정이후 수익률은 여전히

반토막 수준에 머물고 있음. 때문에 올해 연말 만기를 맞는 베트남펀드들도 마음을

놓을 수는 없는 상황임

○ 'KB베트남포커스'의 1개월 수익률은 8%를 넘어서고 있지만 설정이후 수익률은

-55%에 머물고 있으며, '한국투자베트남적립식' 또한 설정이후 수익률이 -51.5%에

이름. 장준하 우리투자증권 애널리스트도 "주가하락으로 인해 기업이익 대비 주가

수준은 매우 매력적"이라며 "그러나 풍부한 천연자원, 양호한 경제성장률에도 불구

하고 높은 물가와 재정적자 지속, 낮은 외환보유고 등에 따른 투자환경 악화로 주

가상승 모멘텀은 여전히 부족하다"고 판단함

포스코파워, “베트남 석탄화력발전소 포스코그룹의 캐시카우 ”

○ 조성식 포스코파워 사장은 25일 "최근 잇따라 착공한 베트남 석탄화력발전소, 인도

네시아 부생발전소가 2∼3년 후 상용가동되면 포스코그룹의 안정적인 수익을 창출

하는 캐시카우 역할을 할 것"이라고 말함. 이달 초·중반 인도네시아, 베트남에서 착

공식을 잇따라 치르고 최근 귀국한 조 사장은 이날 본지와 인터뷰에서 "올해 9월은

포스코파워가 인도네시아 부생발전소와 베트남 발전소를 잇따라 착공하는 의미있는

시간"이라며 "이 2개의 대형 프로젝트가 글로벌 민간발전사업자(IPP)로 도약하는 시

발점이 될 것"이라고 강조함

○ 포스코파워는 지난 16일 베트남 최초의 민간투자 석탄화력발전소를 착공했다. 베트

남 북부 꽝닌주에 짓는 몽중Ⅱ 석탄화력발전소로 총 1120㎿(560㎿급 2기) 용량이

며, 베트남 총발전용량의 7%를 차지하는 큰 규모임. 오는 2015년 7월부터 전력을

생산, 25년간 운영한 뒤 베트남 정부에 무상양도함. 조 사장은 "그동안 베트남에는

여러 개의 발전소가 건설됐지만 제대로 가동되지 않는 경우가 많아 베트남은 만성

적인 전력부족으로 전력을 수입해 쓰는 형편이었다"며 "신뢰성 있는 포스코그룹이

와서 발전소를 지어 전기를 공급한다는 데 정부 및 국민들의 기대가 매우 크다"고

했으며, 또 "현지인들은 '포스코파워'하고 '포스코'가 같은 회사라고 생각하며 신뢰하

고 있다"고 전함

○ 특히 조 사장은 "이번 베트남 발전 프로젝트를 기점으로 베트남은 물론 동남아지역

에 여러 발전 프로젝트 추진을 검토하고 있다"고 강조함. 이에 앞서 포스코파워는

지난 9일 인도네시아에 해외 첫 부생발전소도 착공했으며, 포스코가 인도네시아 칠

레곤에 건설 중인 일관제철소의 전력을 공급하는 발전소로 제철소에서 발생하는 잉

여 부생가스를 연료로 사용해 오는 2013년 말부터 총 200㎿ 규모의 전력을 생산함.

조 사장은 "인도네시아에선 제철소뿐 아니라 발전소, 건설, 인프라 투자, 자원개발

에서 포스코에 아주 많은 기회가 주어질 것"이라며 "포스코파워도 이런 점에선 중요

한 역할을 하게 될 것"이라고 말했으며, 포스코파워는 인도네시아에 풍부한 석탄자

WSJ, “베트남은 차기 경제 호랑이”

○ 베트남이 차기 '경제 호랑이'(tiger economics) 대열에 포함될 가능성이 크다는 예

측이 나왔음. 일간 뚜오이쩨는 미국의 경제지 월스트리트 저널(WSJ)의 최근 보도를

인용해 베트남이 빠르게 증가하는 국내 소비 덕택에 콜롬비아, 인도네시아, 이집트,

터키 및 남아공과 함께 차기 '경제 호랑이' 대열에 포함될 가능성이 크다고 26일 보

도함

○ WSJ는 이들 6개국을 앞글자를 따 'CIVETS'라고 이름 짓고, 지난 10년 동안 급성장

을 한 브라질, 인도, 러시아 및 중국을 묶은 'BRICs'에 이어 높은 성장세를 구가할

것으로 전망함

○ 또 'CIVETS'군(群)은 대외 수요에 대한 의존도가 상대적으로 낮은 다양한 경제를 운

영하고 있으며, 젊은층의 인구 비율이 높다고 지적했으며, WSJ는 특히 베트남은 지

난 20년 동안 가장 빠른 성장을 기록해왔다면서, 세계은행은 올해와 오는 2013년의

성장률도 각각 6%와 7.2%로 예상했다고 전함

○ 특히 베트남은 중국과의 지리적인 인접성 덕택에 새로운 생산 중심지(hub)로 발돋

움할 수 있을 것이라면서, 지난 2007년 세계무역기구(WTO)에 가입한 것도 긍정적

인 영향을 미친다고 WSJ는 분석함

○ 그러나 국제통화기금(IMF)은 최근 '세계 경제 전망'보고서를 통해 올해와 내년 베트

남의 국내총생산(GDP) 예상 성장률을 각각 5.8%와 6.3%로 낮췄음. 이는 지난 6월

예측치 6.25%와 6.8%보다 각각 0.45%포인트, 0.5%포인트 낮아진 셈으로 베트남

경제에 대한 부정적인 시각을 드러남. HSBC은행도 베트남에 대한 투자를 전체 펀

드의 1.5%밖에 배정하지 않아 부정적인 견해를 시사했다고 이 신문은 설명함

동화 때문에 베트남 삼성 협력사 “발 동동”

○ 지난달 중순 베트남 하노이 그랜드플라자호텔에 20여곳의 삼성전자 협력사 법인장

들이 한자리에 모였으며, 환전으로 인한 손실을 더 이상 두고 볼 수 없어 긴급 소

집한 자리임. 그러나 2시간 이상 토론한 끝에 뾰족한 해결 방안을 찾지 못한 채 회

의를 마쳤고, A사 법인장은 "협력사들이 공통적으로 느끼는 가장 큰 애로사항은 현

지 은행의 과도한 환전 프리미엄 요구"라고 말함

○ 베트남에 진출한 삼성전자 협력사들이 환전 때문에 속앓이를 하고 있으며, 베트남

삼성으로부터 현지 통화 '동'(VND)으로 받은 납품대금을 국내로 송금하기 위해 은행

에서 미국 달러로 교환할 때마다 수수료로 거래 금액의 10%를 내거나 1주일 이상

기다리는 등 이중고에 시달리고 있음. 베트남 역내 거래는 현지 법에 따라 동으로

거래하고 국내로 송금할 때는 외국환거래법에 따라 달러로 해야 하는 데서 발생하

는 문제임

○ 베트남의 달러 부족에서 빚어지는 현상으로 국제통화기금(IMF) 추정에 따르면 작년

말 기준 베트남 외환보유액은 129억달러로 동아시아권 개발도상국 가운데 가장 작

은 규모임. 평가절하도 한몫했으며, 베트남 중앙은행(SBV)은 올 2월 동화 가치를

8.5% 절하하여 달러당 동화 값이 1만8932동에서 2만693동으로 떨어졌음. 이 때문

에 베트남에서는 한때 "금고 사재기 열풍까지 불었다"는 전언임. 모두가 달러를 은

행 대신 집이나 회사 내에 보관하려고 하면서 금고 수요가 급증했기 때문임

○ 김도훈 KORTA 베트남 전문위원은 "사회주의 국가들은 대개 외환거래에 문제가 있

다"며 "동화 평가절하로 외부에서 자재를 조달하는 현지 한국 중소기업의 어려움이

상대적으로 크다"고 지적함

○ 심지어 은행들도 부족한 달러를 암시장에서 상당량 매입하는 것으로 전해졌으며,

5% 정도의 수수료를 주고 달러를 매입한 뒤 은행 마진 5%를 붙여 기업들에 수수

료 10%에 파는 방식임. 은행 고시환율이 달러당 2만동이라고 가정하면 중소기업이

1달러를 사기 위해 2만2000동을 내야 하는 셈임

○ 베트남 정부도 문제점을 알고 있으며, 예금 금리를 동 14%, 달러 2%로 각각 책정

해 달러 가치를 끌어내리려는 정책을 비롯해 암시장 환전소 단속 등의 대책을 쏟아

내고 있지만, 실효성은 없다는 게 현지 기업의 반응임. 삼성도 딜레마에 빠졌으며,

모른 척할 수도, 부품 단가를 올려주기도 쉽지 않아 고민 끝에 '3자 무역' 카드를

내놓았지만 반응이 신통찮음

○ 현지에 정통한 업계 관계자는 "삼성과 협력사 본사가 거래 당사자가 되고 협력사 현

지 법인은 임가공 업체를 맡는 게 3자 무역"이라며 "재고가 늘어날 공산이 크고 서

류 절차 등 업무량이 늘어 선뜻 나서지 못한다"고 전함. 협력사 관계자는 "삼성전자

도 문제 해결을 위해 베트남 정부에 건의하는 등 노력은 하고 있으나 해결에 어려

움을 겪고 있다"고 말함

베트남 9월 CPI, 전년비 22.42% 상승

○ 베트남 9월 인플레이션이 1년2개월 만에 소폭 둔화됨. 베트남 9월 소비자물가 상승

률(CPI)가 전년 동기대비 22.42%로 집계됐으며, 이는 8월 CPI 상승률 23.02%에

비해 감소한 것으로 2010년 8월 이후 처음으로 수치가 하락한 것임. 그러나 9월

CPI는 전월대비 0.82%포인트 올랐음

○ 베트남 CPI는 지난 6월 20.82%를 기록한 이후 7월 22.16%를 기록하며 네 달 연속

20% 이상 상승률을 기록하고 있으며, 베트남 정부는 25일(현지시간) 베트남중앙은

행이 인플레이션이 둔화된다면 기준금리를 동결하거나 삭감하는 방안을 고려할 것

이라고 말함

○ 베트남중앙은행은 26일 기준금리(repo rate)를 14%로 두달 연속 동결했으며, 지난

7월에는 기준금리를 15%에서 14%로 1%포인트 인하한 바 있음. 블룸버그 통신은 "

필리핀, 한국, 중국 등 아시아 주요 국가들은 세계 경기침체로 경제성장이 저해될

것으로 우려해 통화긴축정책을 펼치지 않고 있다"고 전함

○ JP모건체이스의 매트 힐더브랜트 이코노미스트는 "인플레이션은 각국 정부의 노력

으로 점차 완화될 것"이라면서도 "그러나 인플레이션 우려는 여전히 남아있으며 연

료값이 갑자기 상승할 수 있으므로 현재의 하향궤도는 언제 변덕스럽게 바뀔지 모

른다"고 경고함. 베트남중앙은행 응웬반빈 총재는 지난달 "각 신용기관들이 생산분

야의 대출 금리를 17~19% 선으로 유지할 수 있도록 하기 위해 9월 중순부터 금융

정책을 마련할 것"이라고 전함

이며, 독일인 부부에게 입양돼 외국계 최초로 자유민주당(FDP) 당수 및 연방정부

부총리에 오른 필리프 뢰슬러임. 자민당은 기민-기사당이 주도하는 연립정부에 참

여하고 있음

□ 베트남 서비스 분야별 시장 개방 및 제한 사항

○ 환경서비스 중에 하수 서비스 분야는 정부의 권한 행사에 의해 제공되는 서비스는

국가기관에게 독점권을 주거나 민간 운영자에게 배타적 권리를 부여함. WTO 가입

즉시, 51%를 초과하지 않는 범위 내에서 외국자본 출자는 WTO 가입으로부터 4년

동안 허용됨. 그이후부터는 제한 없음. 폐기물 처리 서비스 분야는 정부의 권한 행

사에 의해 제공되는 서비스는 국가기관에게 독점권을 주거나 민간 운영자에게 배

타적 권리를 부여함. 외국인 지분 소유는 WTO 가입 후 4년 동안 51%로 제한됨.

그 이후부터는 제한 없음. 공공복지를 위하여 외국인 투자 기업은 개별 가정으로부

터 폐기물을 직접 수거하는 것이 금지됨. 외국인 투자 기업은 해당 시도 관계 기관

이 명시하는 바에 따라 폐기물 수거점에서만 서비스를 제공할 수 있음.

○ 배기가스 청소 서비스 및 소음 저감 서비스 분야는 정부의 권한 행사에 의해 제공

되는 서비스는 국가기관에게 독점권을 주거나 민간 운영자에게 배타적 권리를 부

여함. 외국인 지분 소유는 WTO 가입 후 4년 동안 51%로 제한됨. 그 이후부터는

제한 없음. 환경영향평가 서비스 분야는 외국인 지분 소유는 WTO 가입 후 4년 동

안 51%로 제한된다는 것을 제외하고 제한 없음. 그 이후부터는 제한 없음.

○ 건강보험 서비스를 제외한 생명보험, 비 생명보험 서비스, 보험 중개 (중개 및 대

리업), 보험 부수 서비스(자문, 보험 계리, 위험 평가 및 손해사정 포함) 서비스 분

야는 100% 외국인 투자 보험 회사는 자동차 제 3자 책임보험, 건설 및 시공 관련

보험, 석유 및 가스 프로젝트 보험, 공공 안보 및 환경에 중대한 위험을 가하는 프

로젝트 및 건설 작업 관련 보험 등의 강제 보험 업무에 종사할 수 없음. 2008년 1

월 1일부터 이 제한 요건은 삭제됨. WTO 가입일로부터 5년 후, 외국 보험회사의

비 생명 보험 취급 지사는 신중한 규제를 거친 후 설립이 허용됨.

상거래 자금조달 및 팩토링 금융을 포함한 모든 형태의 대출, 금융 리스, 신용 카

및 약정, 금융상품의 자기·고객위탁 매매서비스, 통화 중개, 현금 또는 포트폴리오

관리, 모든 형태의 간접 투자관리, 연기금 관리, 보관, 공탁 및 신탁 서비스 등의

자산 관리, 증권 상품, 파생 상품 및 기타 양도 가능한 상품을 포함한 금융 자산의

결재 및 청산 서비스, 신용조회 및 분석, 투자 및 포트폴리오 연구 및 상담, 취득

및 기업 구조조정, 전략에 대한 상담 등 모든 활동에 관한 상담 및 기타 부수 금융

서비스 분야에 외국 금융기관은 베트남에 상업적 주재 설립이 허용됨.

○ 외국 상업 은행의 경우는 대표 사무소, 외국 상업은행의 지사, 외국인 출자 자본이

설립자본의 50%를 초과하지 않는 합작 상업은행, 합작 금융 리스회사, 100% 외국

인 투자 금융 리스회사, 합작 금융회사, 100% 외국인 투자 금융 회사, 그리고

2007년 4월 1일부터100% 외국인 소유 은행 설립이 허용됨. 외국 금융 회사의 경

우는 대표 사무소, 합작 금융회사, 100% 외국인 투자 금융회사, 합작 금융 리스회

사, 100% 외국인 투자 금융 리스회사이 허용되고, 외국 금융 리스회사의 경우는

대표 사무소, 합작 금융 리스회사, 100% 외국인 투자 금융 리스회사의 설립이 허

용됨. WTO 가입일로부터 5년 동안, 외국 은행 지사가 해당 은행과 신용 거래 전

력이 없는 베트남 자연인으로부터 베트남 동 예탁금을 수취할 권리에 대해 베트남

정부는 아래와 같이 해당 지사의 납입 자본금에 비례하여 제한을 가할 수 있음.

- 2007년 1월 1일: 법정 납입 자본금의 650%

- 2008년 1월 1일: 법정 납입 자본금의 800%

- 2009년 1월 1일: 법정 납입 자본금의 900%

- 2010년 1월 1일: 법정 납입 자본금의 1,000%

- 2011년 1월 1일: 완전한 내국인 대우

지분 참여의 분야는 베트남은 주식화된 베트남 국영 은행에 대한 외국 금융기관의

지분 참여를 베트남 은행의 지분 참여 수준과 동일하게 제한할 수 있으며, 외국 기

관 및 개인이 주식 매입 형식을 취해 베트남 합작 상업은행에 지분 출자를 할 경

우, 달리 베트남 법률 또는 베트남 관련 당국에 의해 승인된 경우를 제외하고 개별

은행 설립 자본의 30%를 초과할 수없음. 외국 상업 은행의 지점은 지사 외부에 다

른 거래점을 설립하는 것은 허용되지 않으며, WTO 가입 즉시, 외국 금융기관은

내국 기관과 동일한 조건으로 신용카드를 발급할 수 있음.
