보건복지부는 그동안 국민건강보험공단과 국민연금공단, 근로복지공단이 별도로 4대 사회보험을 징수해 오던 것을 앞으로 국민건강보험공단으로 일원화한다고 2일 밝혔다.
건보공단은 오는 3일부터 징수통합정보시스템을 개통해 보험료의 고지.수납.체납 관련 업무를 일괄처리하게 된다.
공단은 이를 위해 앞서 국민연금공단, 근로복지공단과 협력해 징수통합정보시스템과 각 공단 연계시스템을 구축하고 5차례의 시험운영과 2차례의 리허설을 시행했다.
또 지난달 31일 오후 6시부터 이달 3일 오전 8시까지 4대 사회보험 징수관련 업무를 중단하고 각 공단의 징수관련 프로그램과 자료를 건보공단 징수통합 정보시스템으로 이관했다.
이번 이관작업을 통해 응용프로그램 1만5천973본과 전환자료 391억건을 새 정보시스템에 옮겼다.
이에 따라 가입자들은 전국 178개 건보공단 지사에서 4대 사회보험료를 납부하거나 증명서를 발급할 수 있다.
다만 보험료의 자격과 부과 결정은 기존대로 각 공단에서 처리하기 때문에 관련 민원은 해당 공단 지사에 의뢰해야 한다.
건보공단은 사업주에게는 통상 4개의 보험료를 한 장의 통합고지서로 고지하고 일반 국민에게는 건강보험과 국민연금 등 2개의 보험료를 한 개의 봉투에 동봉해 고지한다.

이에 따라 근로복지공단은 오는 3월 말까지 사업장으로부터 개인별 보수총액을 신고받아 해당 보험료를 월별로 산출하고 그 고지금액을 매월 건보공단으로 통보하기로 했다.
정부는 앞서 2008년 8월 사회보험 징수체계의 효율화를 위해 4대 사회보험 징수업무를 국민건강보험공단으로 일원화하기로 결정한 바 있다.
