교육과학기술부는 `중고교 통합형 방송통신학교' 한 곳을 내년 중 설치해 시범 운영키로 하고 올해 초중등교육법 관련 조항을 개정하고 중학교 과정 교육콘텐츠를 개발할 계획이라고 12일 밝혔다.
방송통신고는 초중등교육법 제51조에 따라 공립 일반계고교 부설형태로 전국 40개교에 설치돼 현재 1만5천219명이 재학 중이다.
방송통신고는 평생교육을 확산하고 유능한 직업인을 양성하기 위해 1970년대부터 운영돼 왔지만, 방송통신중학교 과정은 중졸 미학력자 수요에도 불구하고 그동안 설치된 적이 없다.
2005년 통계로는 15세 이상 중학교 미학력자가 391만5천여명에 달하고, 한국교육개발원은 이들 가운데 방송통신학교의 중학교 과정 실수요자가 연간 3만7천700여명에 이를 것으로 추정했다.
교과부 관계자는 "장애인과 다문화가정 자녀, 성인학습자 등을 중심으로 중학교 과정의 원격교육을 원하는 수요가 많을 것으로 본다"며 "학업을 중단한 청소년에게도 학업의 끈을 놓지 않도록 할 수 있게 하는 방안"이라고 말했다.

예를 들어 평생·직업교육기관에서 특정 주제로 강좌를 듣고 평생학습계좌에 등록하면 85시간(5단위×17주)을 방송고 1개 교과로 인정하는 방식이다.
학점인정제(단위이수제)가 도입되면 생계유지, 건강상태 등을 이유로 출석수업이 불가능한 소외계층도 다양한 원격교육, 평생교육을 통해 교과과정을 이수할 수 있는 길이 열린다.
교과부는 최근 설문조사 결과 고교 미학력 결혼이민자의 64.8%가 방송고 진학을 희망하고, 방송고의 10대 재학생 비율이 2007년 12.4%에서 작년 18.3%로 크게 높아지는 등 교육수요가 늘어남에 따라 현행 방송고 사이버교육 운영방식과 프로그램을 전면 개편해나갈 계획이라고 덧붙였다.
