(서울=연합뉴스) 김경희 기자 = 청소로봇, 교육용 로봇 같은 서비스 로봇 산업을 집중적으로 육성해 2018년까지 세계 3대 로봇 강국으로 도약하기 위한 정책이 추진된다.
지식경제부는 9일 정부과천청사에서 열린 위기관리대책회의에서 이 같은 내용을 골자로 한 `서비스 로봇 산업 발전 전략'을 발표했다.
지경부는 이번 대책을 통해 선진국과 현재 2.5년 정도 벌어진 로봇 기술 격차를 2018년까지 선도국 수준으로 끌어올리고, 2009년 10%에 불과한 세계 시장 점유율을 2018년까지 20% 수준으로 확대할 방침이다.
지경부 관계자는 "현재 제조용 로봇이 주를 이뤄온 세계 로봇 시장이 서비스 로봇 중심으로 급속히 재편될 전망"이라며 "우리나라가 제조용 로봇은 선진국에 뒤처져 있지만 서비스 로봇은 세계 시장을 선점할 잠재력을 갖춘 만큼, 국가 차원에서 이를 전략적으로 육성해야 한다"고 정책 마련 배경을 설명했다.
현재 세계 로봇 시장 규모는 94억 달러로 이중 서비스 로봇이 차지하는 비중은 3분의 1 정도에 불과하지만, 2018년에는 로봇 시장 규모가 1천억 달러로 성장하고 이 가운데 서비스 로봇 비중이 85%에 달한다는 것이 지경부의 분석이다.
반면 국내 로봇 산업은 뚜렷한 응용제품 개발이 미흡하고, 핵심부품 대외의존도도 높아 범정부 차원의 체계적인 경쟁력 확보 지원이 필요한 상황이다.
지경부는 서비스 로봇 산업 육성을 위해 ▲선제적 해외시장 진출 지원 ▲기술경쟁력 제고 ▲성장기반 확충 등 3개 분야의 10대 전략을 마련, 서비스 로봇 산업을 자동차와 반도체를 이을 차세대 수출 주력 산업으로 키운다는 방침이다.
우선 해외시장 진출을 위해선 내년 중 8~10개 정도의 분야를 선정, 서비스 로봇 시험 사업을 추진한다.
이를 위해 내년에만 300억원의 예산을 지원한다.

또 중동에는 감시로봇, 유럽과 미국에는 실버로봇, 중국과 동남아에는 가사로봇 등 각국별 수출 전략을 담은 서비스로봇 수출전략 로드맵을 마련, 전략수출지역 진출을 위한 패키지 지원체계를 구축하기도 했다.
글로벌 표준화를 선도하기 위해 로봇 융복합 분야의 표준 개발도 추진한다.
기술 경쟁력 제고 분야에선 융합 전략제품 개발을 위해 유망 제품을 선정해 육성하는 `베스트-8' 프로젝트를 추진하고, 고부가가치형 6대 전략부품을 선정해 조기 국산화를 지원한다.
미국과 일본, 독일 등 선진국 연구기관과 공동 연구·개발(R&D) 사업을 활성화해 산업 경쟁력도 확보할 방침이다.
로봇 분야의 성장기반을 넓히기 위해 로봇 마이스터고를 지정하고 대학 내 로봇연구센터를 확충하는 등 학제별 인력양성 시스템을 체계적으로 강화할 계획이다.
중소기업 수요에 맞는 전문인력 양성 시스템을 갖추고, 시장 활성화를 위해 관련 제도 개선 및 품질 인증제 확대에도 나선다.
로봇 문화를 확산시키기 위해 상설체험관을 운영하고 로봇 우수모델 공모전을 개최할 예정이다.
조석 성장동력실장은 "이번 대책을 통해 서비스 로봇이 수출과 고용 등 우리 경제를 선도하는 대표 산업으로 성장할 것"이라고 말했다.
