투자 동향

삼성 휴대폰 최대 공장 베트남 옌퐁으로 바뀐다

○ 베트남이 유럽·동남아 수출 전진기지로 급부상하면서 삼성전자가 전략적 투자를 강

화하고 있기 때문임. 최지성 부회장, 신종균 사장, 윤부근 사장 등 삼성전자 완제품

최고경영진은 지난 주말 베트남 현지에서 전략회의를 열고 베트남을 글로벌 최대

생산기지 가운데 하나로 키우기로 했음. 그만큼 베트남 위상이 높아졌다는 것을 의

미함

○ 11일 삼성전자 관계자는 “지난 7월 베트남 옌퐁 제2 휴대폰 공장이 본격 가동되면

서 올 연말까지 1억대가량의 생산량과 50억달러 규모의 수출실적을 달성할 전망”이

라고 밝혔으며, 연간 1억대 생산량은 올해 삼성전자 휴대폰 전체 판매 목표치 3억

2500만대의 30%에 달하는 규모임. 지난해 연간 7000만대로 가장 많은 생산량을

기록한 중국 톈진 공장은 올해도 비슷한 물량을 출하할 것으로 예상됨. 올해 생산량

을 60%가량 늘린 중국 후이저우 공장도 연말까지 8000만대 정도에 머물 전망임

○ 국가별 생산량에서는 톈진과 후이저우, 선전의 세 공장을 가진 중국이 앞섰지만 단

일 공장에서는 베트남 옌퐁이 처음으로 1위를 차지하는 셈이며, 베트남 옌퐁 공장

생산량 급증은 지난 7월 제1 휴대폰 공장과 똑같은 월 600만대 생산규모의 제2 공

장이 추가로 가동됐기 때문임. 월 1200만대가 풀가동되는 내년에는 연간 1억5000

만대까지 늘어나 중국 톈진과 후이저우 공장을 합친 생산량과 맞먹음

○ 베트남이 글로벌 생산기지로 급부상한 것은 지리적·정책적 이유에서다. 휴대폰 수요

가 급증하는 동남아시아뿐만 아니라 유럽과 가까워 생산 전진기지로서도 손색이 없

음. 법인세를 4년간 면제하고 내수용엔 수입관세도 할인해주는 베트남 정부의 파격

적인 지원도 매력적임. 중국 톈진에서 지방 정부의 정책적 지원이 사라지고 인건비

가 가파르게 상승하면서 삼성의 투자가 멈춘 것과 대조적임.

○ 삼성과 베트남에 동반 진출한 부품업체 한 관계자는 “삼성전자가 베트남에서 직접

고용한 현지인만 1400여명에 달하고 1·2차 협력사 80여개 인력까지 합치면 1만

5000여명의 고용이 창출되고 있다”며 “삼성 휴대폰 공장을 통한 수출액이 작년 20

억달러에서 올해 50억달러로 150%가량 급증하면서 베트남 정부의 지원은 더욱 적

극적으로 변하고 있다”고 전함

○ 최근 유럽에서 갤럭시S2·갤럭시탭 등 프리미엄 제품 수요가 급증한 것도 베트남 생

산 확대와 무관하지 않다는 분석이며, 옌퐁 공장은 최근 일반 피처폰뿐만 아니라 스

마트폰·스마트패드도 생산하기 시작함. 향후 블록버스터급 전략 스마트폰을 거의 동

시에 생산, 유럽시장 타임투마켓도 가능해질 전망이며, 삼성전자는 베트남 휴대폰

생산물량을 지속적으로 확대, 중국과 함께 양대 글로벌 생산기지로 운영할 방침임.

브라질과 인도 등에서도 스마트폰 생산을 시작하는 등 현지 생산량을 늘리는 방향

○ 삼성 구미공장 협력사 관계자는 “국내 구미 공장은 생산보다 연구개발(R&D) 기능을

강화하면서 생산량이 지난해 6200만대 수준에서 유지될 것”이라고 예상했으며, 삼

성전자는 현재 구미 국내공장을 포함해 중국·베트남·브라질·인도에 7개 공장을 가동

중임

중국, 베트남과 “외교 토너먼트” 돌입

○ 최장 10일간의 국경절 연휴를 끝낸 중국이 베이징에서 ‘외교 토너먼트’에 돌입했으

며, 베이징 외교가는 파장을 분석하느라 분주해짐. 러시아의 블라디미르 푸틴 총리

와 베트남의 응우옌푸쫑 공산당 서기장이 각각 11일 방중 일정을 시작함. 아시아를

순방 중인 커트 캠벨 미 국무부 동아시아·태평양담당 차관보는 이날 베이징에서 제

2차 미·중 아태사무협상을 마쳤음. 중국과 러시아는 천연가스 가격담판 등 경제문

제, 중국과 베트남은 남중국해 문제, 중국과 미국은 타이완에 대한 무기판매 문제

및 위안화 절상 압력 등으로 강도는 다르지만 ‘불편한 현안’을 안고 있음

○ 푸틴 총리의 이번 방중은 표면적으로 원자바오 총리와의 ‘제15차 총리회담’을 위한

것이며, 양국은 1996년 이래 매년 정기적으로 총리회담을 진행하고 있음. 총리회담

이니만큼 경제협력에 주안점을 뒀으며, 푸틴 총리가 160여명의 수행인사 대부분을

국영 석유·천연가스 회사 최고경영자(CEO) 등 경제계 인사들로 채운 것도 같은 맥

락이고 양국은 이날 70억 달러(약 8조원) 규모의 경협 사항에 서명함

○ 양국이 지루하게 끌어온 천연가스 가격담판을 마무리 지을지도 관심사임. 양국은 러

시아 시베리아 천연가스를 연간 680억㎥씩 중국으로 보내는 데 합의하고, 가스관을

건설 중임. 시베리아 톰스크에서 남쪽과 동쪽 두 개의 가스관을 통해 러시아산 가스

가 신장(新疆)위구르자치구 쿠어러(庫爾勒)와 헤이룽장성 다칭(大慶)으로 공급됨. 문

제는 가격으로 러시아는 유럽 공급가격인 1000㎥당 300~400달러는 돼야 한다는

입장인 반면 중국은 중앙아시아로부터 공급받는 가격인 200달러면 충분하지 않으냐

는 것임

○ 중국은 러시아로부터 가스를 공급받아 이를 동부 산업지대로 보낼 계획이어서 수천

㎞에 이르는 중국 내 가스관 건설이 추가로 필요하다며 200달러 이상의 가격에 난

색을 표하고 있으며, 공급계약 기간인 30년 동안 1000억 달러 이상을 손해볼 수 있

다는 점에서 양측의 합의점 찾기가 쉽지 않지만 중국이 추가적인 경협을 제의하면

서 실타래가 풀릴 것이라는 관측도 나오고 있음

○ 취임 후 첫 방중인 응우옌푸쫑 베트남 공산당 서기장에 대해 중국은 최고의 의전으

로 맞이하고 있으며, 공산당 총서기인 후진타오 국가주석이 카운터파트로 나서고,

우방궈(吳邦國) 전인대 상무위원장과 원 총리, 자칭린(賈慶林) 정협 주석 등 정치국

상무위원 9명 대부분이 면담할 계획임. ‘웃는 낯’이지만 베트남이 미국과의 합동군

사훈련, 인도와의 남중국해 유전 공동개발, 해군력 증강 등으로 중국의 심기를 건드

리고 있다는 점에서 남중국해 문제를 놓고 양측이 긴장감을 높일 가능성이 높다는

게 베이징 외교가의 판단임

○ 이날 열린 미·중 제2차 아태사무협상도 미국의 대타이완 무기판매, 위안화 절상 압

력 등으로 상당히 긴장된 분위기 속에서 진행된 것으로 알려졌으며, 중국 측 대표인

추이톈카이(崔天凱) 외교부 부부장은 “타이완에 대한 무기판매와 위안화 관련 법안

이 양국 관계에 큰 해를 끼칠 것”이라며 캠벨 차관보를 상대로 무기판매 철회와 위

안화 절상압력 중단을 강력하게 요구한 것으로 전해짐

베트남은행, 외국투자기업 부실채권으로 골머리

○ 한국과 대만 등 외국 투자 기업을 상대로 대출을 제공했다가 해당 기업이 부도가

나는 바람에 돈을 받지 못한 베트남 은행의 부실 채권이 우리 돈으로 900억 원에

가까운 것으로 나타남. 일간 뚜오이쩨는 10일 은행 소식통의 말을 빌려 북부 하이

증 성과 푸토 성 두 곳에서 22개 외국인 투자 기업의 부도로 발생한 대출 은행들의

부실 채권 규모가 적어도 8천만 달러로 잠정 추산된다고 보도함

○ 소식통은 또 기획투자부(MPI) 통계를 인용해 지금까지 230개 이상의 한국과 대만

투자 기업들이 청산됐거나 부도 처리됐다면서, 이 과정에서 일부 기업들은 대출금

을 갚지 않고 귀국하는 바람에 큰 문제로 대두했다고 밝힘

○ 푸토 성 농업은행(Agribank) 지점 관계자는 부도가 난 한국 투자 기업들에 제공된

대출금은 1천200만 달러나 되지만 관계자들이 모두 야반도주하는 바람에 채권 확보

가 사실상 어렵다고 실토함. 관계자는 부도 처리된 한국 업체의 토지, 공장, 기계류

등을 매각해 확보한 채권이 6만 달러밖에 되지 않아 지점이 더욱 어려운 처지에 빠

졌다고 말함

○ 대만업체인 켄마크(Kenmark)는 지난 2005년 5억 달러를 투자해 비엣화(Viet Hoa)

산업공단을 조성한다는 명목으로 하이증 성으로부터 투자허가를 받았음. 켄마크는

이 투자허가를 이용해 SHB은행, BIDV은행, Habu은행 등으로부터 모두 5천만 달러

의 대출을 받았으나, 그러나 이 회사는 토지 문제로 갈등을 겪으면서 공단을 제대

로 조성하지 못한 채 지난해 부도가 나 관계자들이 모두 귀국했고 이 결과 대출을

제공한 은행들은 고스란히 5천만 달러의 부실 채권을 떠안게 됨

○ 한국계 은행 관계자는 "베트남 은행들은 대출 제공 시 정확한 실사를 하기보다는 서

류에 적시된 자산만 평가하는 것이 대부분"이라면서 "이런 허술한 자산 평가 제도를

악용해 대출을 받아 고의적으로 부도를 내고, 야반도주하는 한국 기업들이 증가하는

추세"라고 밝힘. 그는 이어 "푸토와 하이증 두 곳뿐만 아니라 동나이, 빈즈엉 등 한

국 기업 진출이 많은 다른 곳에서도 유사한 사례가 발생한 것으로 전해들었다"면서

"이는 베트남 은행의 경영난을 더욱 악화시키는 요인으로 방지책이 필요하다"고 덧

○ 베트남 진출 한국 기업 가운데 상당수는 담보 부족 등으로 한국계 은행으로부터 대

출에 곤란을 겪으면서 베트남 은행을 이용하는 것으로 알려졌으며, 이 과정에서 기

계류 가격 과대평가, 현지 은행 관계자 매수, 대출금의 최고 10%까지 대출 소개 수

수료 제공 등의 편법이나 불법도 이루어지는 것으로 전해짐

“한류 열풍” 베트남 인기 10대 한국브랜드 SM과 YG 포함

○ 한류 열풍이 불고 있는 베트남에서 국내 대표 엔터테인먼트업체인 SM과 YG가 인기

있는 10대 한국 브랜드에 포함된 것으로 나타났으며, 코트라는 최근 베트남 대학생

들에게 인기 있는 한국브랜드를 조사한 결과, 상위 10위 안에 3개 브랜드가 엔터테

인먼트 브랜드로 조사됐다고 11일 밝힘

○ 'SM Entertainment'와 'YG Entertainment'가 '한국 하면 생각나는 브랜드' 6위와 7

위를 기록했다. SM Entertainment와 YG Entertainment는 베트남에서 많은 인기를

얻고 있는 아이돌 그룹 소녀시대와 빅뱅을 각각 보유하고 있으며, SM

Entertainment 소속 가수 전체를 의미하는 'SM Town'도 10위에 들었음

○ 베트남에서 대학을 다니고 있는 문상석 씨는 "베트남에서 소녀시대와 빅뱅 같은 한

국 가수들의 인기가 엄청나다"며 "한국 연예인들의 인기에 따라서 한국 제품에 대한

인지도도 높아지고 있다"고 말함

○ 1위와 2위는 삼성과 LG가 차지했으며, 이어 현대, 대우, 롯데 순으로 높게 나타났

○ “한국 기업이 베트남에서 고용하는 인력만 50만명에 달합니다. 최근에는 노동 집약

적 산업뿐 아니라 첨단 기술을 갖춘 기업 진출이 늘면서, 그 위상도 갈수록 높아지

고 있습니다.”

○ 하찬호 베트남 대사는 베트남 하노이에서 열린 AT&D 코리아 로드쇼에 참석한 후

기자들과 만나 베트남에서 한국의 위상이 갈수록 좋아지고 있다고 설명했으며, 그

는 한국이 베트남에서 진행하고 있는 투자에 대해 강조함. 하 대사는 “한국이 베트

남 투자 1위국에 오를 것”이라며 “대만과 싱가포르 등 베트남에 많은 투자를 하는

국가들이 부동산 투자에 집중하는 데 비해 한국은 해외생산거점으로 베트남에 투자

하고 있기 때문에 베트남 정부의 평가도 좋다”고 밝혔으며, 현재까지 한국의 베트

남 투자액은 233억달러로 베트남 전체 외국인투자의 10%에 이름

○ 하 대사는 특히 첨단 기술을 보유한 한국 기업들의 위상이 높아지고 있다고 평가했

으며, 하 대사는 “삼성전자는 지난 2009년 완공한 베트남 휴대폰 생산 공장에서 올

해 수출하는 금액만 50억달러, 베트남 전체 수출의 6%에 해당된다”며 삼성이 차지

하는 베트남에서의 위상을 설명했으며, 그는 또 삼성전자 외에도 POSCO, 효성, 두

산중공업 등이 베트남에 생산기지를 건설해 큰 성과를 거두고 있다고 덧붙였고, 지

난 2008년 글로벌 금융위기를 계기로 국내 기업들의 위상은 더 높아졌다고 함. 다

른 선진국 기업들이 모두 철수하는 와중에도 한국 기업들은 꿋꿋이 베트남을 지킨

것이 요인임

○ 하 대사는 “당시 한국 기업들이 어려움을 겪으면서도 베트남에서 프로젝트를 계속

베트남 Tet(설) 국내 항공권 만석

○ 베트남 항공과 Jetstar Pacific 항공은 설 항공권 판매를 개시한지 얼마 되지 않았지

만, 일부 노선에서 벌써 만석을 기록중임

○ Jetstar Pacific 항공에서는 2012년 1월 23일(설 1일째)의 호치민시-Vinh 노선의 항

공권이 약 220만 동(약 110 달러/편도, 각종세·비용 제외)만 남아 있으며, 설 전의

항공권은 거의 없는 것으로 나타남

○ 호치민시 하이퐁행 노선도 같은 상황으로 2012년 1월 18~22일(음력 12월 25~29

일)은 만석이며, 호치민시-하노이선은 아직 잔여석이 있음

○ 베트남 항공은 8월 10일부터 설 항공권 판매를 개시해, 일부 노선은 벌써 품절되고

있으며, 호치민시-Vinh선은 2012년 1월 23일 밖에 빈 곳이 없으며, 호치민시-Quy

Nhon 노선도 만석임

○ 호치민시-다낭 노선의 설 직전의 항공권은 비즈니스 클래스에서 290만 동(약 145

달러/편도, 각종세·비용 제외)임. Air Mekong는 11월에 설 항공권 판매를 시작할 예

정임

베트남펀드 만기연장 추진 “여전히 골치”

○ 한국투신운용과 미래에셋맵스자산운용이 골칫덩어리로 전락한 베트남펀드의 만기

연장을 추진함. 만기 연장을 통해 베트남펀드가 손실을 회복할 때까지 기다리겠다

는 포석이지만 자산운용업계는 만기가 연장돼도 수익률이 언제쯤 회복될지 미지수

라며 회의적인 시각을 보내고 있음

○ 11일 자산운용업계에 따르면 한국투신운용과 미래에셋맵스운용은 모두 오는 12일

베트남펀드 만기 연장을 위한 수익자 총회를 개최함. 한국투신운용은 5년 만기 폐

쇄형 베트남펀드인 '한국월드와이드베트남혼합2호'의 만기 연장과 개방형 전환에 대

해 안건을 상정할 예정임. 수익자 총회 출석자 중 3분의2, 혹은 펀드 발행좌수의 3

분의2 이상이 찬성하면 의결이 됨

○ 한국운용 측은 이번 안건이 통과되면 운용과 판매보수를 받지 않겠다는 입장이며,

미래에셋맵스운용은 '미래에셋맵스오퍼튜니티베트남주식혼합1호'에 대해 수익자 총

회를 개최, 개방형과 추가형 펀드로의 전환을 꾀함. 이번 수익자 총회를 통해 베트

남 펀드들이 개방형으로 전환되면 기존 투자자들의 환매가 자유로워짐. 미래에셋맵

스는 펀드에 추가 납입도 가능해짐. 한국투신운용은 만기 연장과 관련해 서면 동의

서를 받고 있는 상태임

○ 한국투신운용 관계자는 "서면 동의서를 보니 사실상 안건이 통과될 것으로 보인다"

며 "기다려주신 분들께 최선을 다해 운용하겠다는 각오로 운용보수와 판매보수를

안 받겠다고 했다"고 말함. 그러나 만기가 연장된다고 해도 베트남 펀드가 언제 손

실을 회복할 지는 미지수라는 것이 업계의 관측임. 베트남 펀드는 5년 만기가 다가

오는 상황에서도 여전히 마이너스 수익률을 기록 중이기 때문임

○ 에프앤가이드에 따르면 지난 10일 기준 설정액 10억원 이상인 베트남 공모펀드는

주식형과 혼합형 모두 설정 후 마이너스(-) 수익률에 머물렀으며, 한국운용의 '한국

월드와이드베트남혼합2호'는 2006년11월 설정 후 수익률이 -58.47%이고 '미래에셋

맵스오퍼튜니티베트남주식혼합1호'는 2006년12월 펀드가 설정된 후 -14.45%를 기

록하고 있음

○ 이와 관련 서동필 우리투자증권 연구원은 "이전에도 만기를 늘리는 시도를 했지만

아직도 회복 기미가 보이지 않는다는 것은 문제가 있다"며 "베트남 시장에 국내 자

금이 너무 많이 들어가 있어 우리가 움직이면 베트남 시장 전체가 크게 움직이는

것이 문제"라고 지적함. 서 연구원은 이어 "가끔 수익률이 좋아지는 경우도 있지만

이 역시 기술적 반등 외에는 해석이 어렵다"며 "펀더멘털이 부실해 언제 회복될지

미지수인만큼 동남아 중에서도 펀더멘털이 좋은 인도네시아, 말레이시아, 태국 등에

관심을 갖는 것이 낫다"고 조언함

○ 김용희 현대증권 펀드리서치팀 팀장도 개방형으로 전환되면 비중을 점차 줄여나가

며, 국영 베트남 통신(VNA)은 11일 부이꽝빙 기획투자부(MPI) 장관의 말을 빌려 올

해 들어 지난달까지 9개월 동안 사실상 폐업 상태인 기업체 수가 4만 9천여 개로

지난해 같은 기간보다 21.8% 증가한 것으로 집계됐다고 보도함

협하는 가장 큰 요소는 대출 금리라고 전했으며, 관계자는 시중은행들이 겉으로는

대출 금리를 연 17∼19%로 유지한다고 하면서도, 실제로는 23%까지 적용하는 상

황에서 살아남을 기업이 거의 없다고 말함

○ 시중은행 소식통도 경영 상태가 좋은 장기 고객사에 시중은행이 제공할 수 있는 최

우대 대출 금리는 21% 선이라면서, 제조업체에 대해서는 평균 22∼23%의 금리가

적용된다고 밝힘

○ 소식통은 이런 고금리 상황에서도 기업들은 어쩔 수 없이 생존을 위해 대출을 신청

하고 있으며, 이는 다시 제품 가격에 고스란히 반영돼 물가 상승과 판매난을 부치기

는 악순환을 거듭하게 하는 요인이라고 설명함

베트남, 기준금리 14%에서 15%로 인상

○ 베트남이 기준금리를 인상함. 베트남 중앙은행(SBV)은 7일 웹사이트를 통해 기준금

리인 재할인 금리를 현행 14%에서 15%로 1%포인트 인상해 오는 10일부터 적용한

다고 밝힘

○ SBV는 지난 7월 기준금리를 15%에서 14%로 1%포인트 낮춰 지난달까지 2개월 동

안 적용해오다 재인상하게 된 셈임. 이번 조치는 통화 안정과 인플레 억제를 위한

대책으로 금융 소식통들은 분석함

□ 베트남 서비스 분야별 시장 개방 및 제한 사항

○ 내륙 수로 운송 서비스(승객운송, 화물운송) 분야는 WTO 가입 즉시 외국 자본 출

자 비율이총 법정 자본의 49%를 초과하지 않는 범위 내에서 베트남 파트너와 함

께 설립한 합작 회사를 통해서만 서비스 제공이 허용됨. 항공 운송 서비스 판매 및

마케팅 분야는 항공사는 베트남에 있는 발권 사무소 또는 대리인을 통해서만 서비

스 제공이 허용됨. 항공기 관리 및 수리 서비스 분야는 WTO 가입 즉시 외국 자본

출자 비율이 51%를 초과하지 않는 범위 내에서 합작 회사 설립이 허용됨. WTO

가입일로부터 5년 후에는100% 외국인 투자 기업 설립이 허용됨.

○ 철도 운송 서비스(여객운송, 화물운송) 분야는 외국 서비스 제공자는 외국 자본 출

자비율이 총 법정 자본의49%를 초과하지 않는 범위 내에서 베트남 파트너와 함께

설립한 합작 회사를 통해서만 서비스 제공이 허용됨. 도로 운송 서비스(여객운송,

화물운송) 분야는 WTO 가입 즉시 외국 서비스 제공자는 외국 지분 출자가 49%를

초과하지 않는 합작 회사의 설립이나 사업 협력 계약의 체결을 통하여 여객 및 화

물 운송 서비스 제공이 허용됨. WTO 가입일로부터 3년 후에는 시장의 필요성33)

을 판단하여 외국인 출자 자본이 51%를 초과하지 않는 여객 및 화물 운송 서비스

제공 합작 회사 설립이 허용됨. 합작 회사의 운전 인력은 100% 베트남 시민이어

야 함. 고려 기준은 신규 고용 창출, 외환계정 흑자, 경영기법 및산업공해 감소, 베

트남 직원 대상 직업 교육 등에 있어서 선진 기술 도입 가능성이 있어야 함

○ 컨테이너 취급 서비스 (공항에서 제공하는 서비스 제외) 분야는 WTO 가입 즉시

외국 서비스 제공자는 외국 자본 출자 비율이50%를 초과하지 않는 범위 내에서

베트남 파트너와 함께 설립한 합작 회사를 통해서만 서비스 제공이 허용됨. 해당

활동: 운임청구서 감사, 화물 중개 서비스, 화물 검사, 계근 및 샘플링 서비스, 화

물 수취 및 인수 서비스, 운송 문서 준비서비스 분야는 베트남이 WTO 가입 즉시

외국 서비스 제공자는 외국 자본 출자 비율이 49%를 초과하지 않는 범위 내에서
