미국에서 자유시장 경제는 최고의 권위를 가지고 있다. 돈을 못 버는 것은 다 자기 잘못이다. 돈을 많이 버는 사람은 갈채를 받고 다른 이들의 모범이 된다. 이런 분위기에서 성공하는 사람 수가 점점 적어지고 있다는 사실이 너무 오랫동안 간과돼왔다. 통계상 저소득층에서 중산층의 상부로 올라설 수 있는 확률은 약 4%다. 이는 산업화된 다른 나라들에 견줘 낮은 수치다. 미국 정계는 지금까지도 점점 심화되는 사회적 위기에 대한 해답을 찾지 못하고 있다. 워싱턴은 여전히 일자리를 기다리고 있다. 버락 오바마 대통령과 미국 정부는 단순하게 미 국민이 스스로 위기에서 벗어날 것이라고 믿는 것처럼 보인다. 언제나 그래왔던 것처럼 소비를 통해 위기를 극복할 수 있다면 최선일 것이다. 미 경제 규모의 약 3분의 2가 개인 소비로 이뤄져 있다. 하지만 연방준비제도이사회(FRB) 의장 벤 버냉키가 시장에 계속 돈을 쏟아부어도, 국가재정 적자가 1조4천억달러에 이르렀어도 그 효과는 나타나지 않았다. 노벨상 수상자 폴 크루그먼은 8월 초 자신의 칼럼에서 “미국의 가로등이 꺼지고 있다”며 도로 유지비조차 감당하지 못하는 미국의 초라한 현실에 대해 일갈했다. 문제의 핵심은 많은 미국인이 더 이상 소비를 할 수 없다는 데 있다. 그들은 저축해둔 돈도 없고, 소유한 부동산은 이제 가치가 거의 절반으로 떨어졌다. 더 이상 낮은 이율로 대출을 받을 수 없는데다 실직 중인 사람이 많다. 그래서 세금을 낼 형편도 못 된다. “불 꺼진 비포장도로 위에서” 이 때문에 많은 주정부와 지방자치단체는 엄청난 재정 적자와 싸워야 한다. 심지어 하와이에서는 긴축재정으로 금요일에 학교를 닫는 일이 많다. 조지아주의 한 지역에서는 공공 버스 서비스를 완전히 중단해버렸다. 주민 38만 명이 살고 있는 콜로라도스프링스에서는 전기를 절약하기 위해 가로등의 3분의 1을 켜지 않는다. 샤넬 사베드라는 이미 캄캄한 길 위에 서 있다. 그녀는 3주 동안 남편과 함께 차 속에서 잠을 잔 적도 있다. “이것은 단 한 번도 상상해보지 못한 일이에요. 단 한 번도.” 그녀의 눈에 눈물이 고였다. “나는 어떻게든 견뎌낼 수 있어요. 하지만 아이들에게는 너무 힘든 상황이에요.” 그녀에게는 9살, 5살, 3살 된 세 자녀가 있다. “우리는 여기보다 더 남쪽에 있는 샌 베르나디노에 집을 가지고 있었어요.” 2009년 7월 남편은 조립식 주택을 건설하는 회사에서 해고됐다. 가스회사가 가스를 끊었다. “아이들을 씻기기 위해 숯불에 물을 끓였어요.” 지난 8월 더이상 임대료를 낼 수 없게 된 그들은 집에서 쫓겨났다. 20년 전부터 미국 시민들은 점점 높아지는 기본 생활비와 싸워야 했다. 10년 전부터 미국 가정은 의료보험과 주택대출 상환에 이전 세대보다 두 배 이상의 돈을 지불해야 했다. 엘리자베스 워런 하버드대학 교수는 “이런 상황에 대처하기 위해 미국의 수백만 가정이 이미 오래전부터 맞벌이를 해야 했다”고 말했다. 미국의 일반 가정은 그들의 모든 수입과 저금을 “그저 먹고살기 위해” 이미 다 써버렸다고 그녀는 덧붙였다. 유치원비 없어 울먹이는 부부 이 때문에 미국인들은 교육·건강·소비 등을 빚으로 해결해야 했다. 개인 부채는 총 13조5천억달러에 이른다. 이제 많은 사람들이 빚더미에 깔려 질식하기 직전이다. 미국인의 61%는 여유 자산이 없어 오로지 임금을 받아 다음 임금을 받을 때까지 생활한다. 이런 상황에서는 병원비마저 삶의 기반을 흔드는 요소가 될 수 있다. 샤넬 사베드라의 남편은 비행기 터빈을 만드는 회사의 창고에서 새롭게 일하지만, 가족이 노숙자의 집에서 빠져나오기에는 충분하지 않았다. 사베드라는 아직 일자리를 찾지 못했고 남편의 임금은 너무 적다. 이 부부는 미국에서 점점 증가하고 있는 이른바 ‘워킹푸어’(Working Poor)다. 최저임금을 받으며 ‘투잡’을 뛰어도 가족을 부양하기에는 수입이 모자라는 ‘노동하는 빈곤층’이 된 것이다. 경기침체 이전의 미국이었다면 사베드라와 남편은 다시 위로 올라가기 위해 각자 다른 직장에서 일했을 것이다. 낮에는 월마트의 계산대에서 일하고, 저녁에는 맥도널드에서 햄버거를 굽고, 새벽에는 경비원이나 청소부로…. 비록 저임금에 전망도 없는 직업이지만 그래도 둘이 힘을 합쳐 어떻게든 헤쳐나갈 수 있었을 것이다. 지금 그녀가 원하는 직업은 무엇일까? “판매원이든 간호보조원이든 어떤 직업이라도 상관없어요. 매일 이력서를 쓰지만 내가 일할 곳이 없어요.” 그녀의 목소리에는 힘이 없었다. ⓒ Der Spiegel(distributed by NYT syndicate) 번역 황수경 위원 | ||||||||||||||||||
